CWS-0197. ----------------------------------------------------------------------------- U.S. Cotton Supply and Demand The 1996/97 U.S. cotton crop is estimated at 18.95 million bales (upland--18.42 million and ELS--533,000) compared with 17.9 million in 1995/96. Based on the latest Cotton Ginnings report, 18.76 million bales (99 percent of the crop estimate) had been ginned by February 1. Final 1996/97 ginnings, as well as final upland and ELS production, will be released by USDA on May 12. With production all but final and imports estimated at 400,000 bales, U.S. cotton supplies in 1996/97 total nearly 22 million bales, 1 million above last season. At the same time, total cotton use is projected to decline from last season's 18.3 million bales to 17.5 million. Based on these estimates, 1996/97 U.S. ending stocks are expected to rise 1.8 million bales to 4.45 million, and a more normal stocks-to-use ratio of 25 percent. Foreign Consumption and Production There was little change in the foreign outlook for 1996/97 this month, but with foreign production slightly lower--and consumption higher--conditions are slightly better for U.S. exports. Foreign production in 1996/97 is now forecast at 67.3 million bales, 155,000 bales lower than in January. Foreign consumption in 1996/97 is now forecast at 74.8 million bales, 405,000 bales higher than in January. Production estimates were lowered for Argentina, Egypt, and--the largest change--Sudan. Turkey's 1996/97 production was raised by 150,000 bales, nearly offsetting the 200,000-bale decline in Sudan's crop forecast. Consumption estimates were raised for China, Turkey, and Mexico, but cut for Egypt. China's textile industry has been hurt by high cotton prices and a tight monetary policy in recent years, and expectations for 1996/97 cotton consumption there have progressively weakened during the last year. However, improved fiber supplies and increased availability of credit may have begun improving prospects for cotton consumption. Yarn production during July-November 1996 exceeded year-earlier levels in each month, and during November, yarn production (all fibers) reached a record 504,000 tons, 26 percent above a year earlier, and 9 percent above the previous record. An improved performance for the textile industry suggests that cotton consumption prospects are better than earlier believed, and the forecast for 1996/97 cotton consumption in China was raised 200,000 bales to 19.2 million. This is slightly below 1995/96's 19.5 million bales. U.S. Exports Revised Up The prospects for U.S. exports have improved from a month ago. Export sales have increased as more competitive U.S. prices encouraged foreign purchases. Recent large sales to China enhanced the export outlook. The shipment pace also improved in January and the export forecast was increased 200,000 bales to 6.5 million. According to Export Sales reports, U.S. shipments in January surpassed 700,000 bales, while commitments rose by nearly 1 million. U.S. exports during the first half of the season reached 2.7 million bales, while outstanding sales are an additional 2.8 million. While new sales in excess of 1 million bales are still needed to meet the 6.5-million-bale projection, the shipment pace must also improve from the first half of the season. U.S. exports must average approximately 145,000 bales per week during the second half to reach 6.5 million. If achieved, the United States would account for 24 percent of the world cotton trade in 1996/97. U.S. Mill Use Unchanged The February estimate for U.S. cotton mill consumption in 1996/97 remains at 11 million bales, nearly 4 percent above last season. According to the latest U.S. Commerce Department data, cotton mill demand in December reached a seasonally adjusted 40,400 running bales per day, 2 percent below November but 6 percent above December 1995. Cotton mill use during the first 5 months of 1996/97 totaled nearly 4.5 million statistical bales. This compares favorably with 4.3 million last season. Based on the seasonally adjusted annual rates for August through December, cotton mill consumption averaged nearly 10.9 million bales. While cotton use has improved 3 percent this season through December, manmade fiber usage advanced 5.5 percent. Manmade fiber use on the cotton system totaled 610 million pounds from August through December, while cotton use surpassed 2.1 billion pounds. With larger gains seen in manmade fibers than in cotton, cotton's share in 1996/97 has averaged below last season's 78.1 percent. Cotton Prices Mixed The average price received by upland producers through mid-January was 69.9 cents per pound, the highest in 3 months. Last January, the price averaged 76.4 cents, with a 1995/96 average of 75.4 cents. Meanwhile, the ELS spot price continued to rise in January to $1.12 per pound, but the upland spot price for base quality cotton slipped to 70.5 cents. Mill-delivered upland prices declined a penny in January to average 78 cents per pound. For the first half of 1996/97, this price averaged 80 cents, compared with last season's annual average of nearly 90 cents per pound. Although mill-delivered cotton prices are lower this season, polyester staple prices have declined even further. In January, polyester dropped to 70 cents per pound, the lowest in nearly 9 years. For the first half of 1996/97, polyester staple averaged 73.5 cents, compared with the 1995/96 season average of 91.2 cents per pound. Additional fiber substitution may occur at the mills if this price scenario continues. Meanwhile, U.S. cotton prices on the world market are becoming more competitive as U.S. and world prices are converging. In January, the A Index averaged 80 cents per pound, up from 79.2 cents in December. At the same time, the U.S. price fell from 83.9 cents to 83.3 cents. As of mid-January, both the Memphis Territory and the California/Arizona quotes are now included in the A Index calculation. Only 6 of the 14 styles are currently quoted. As of early February, the A Index has climbed closer to 81 cents while the U.S. quotes are between 83 and 84 cents. Foreign Area Prospects for 1997/98 Lower cotton prices during the first half of the 1996/97 marketing year suggest reduced foreign cotton plantings during 1997/98, but prospects for lower grain prices could offset some of the impact of reduced cotton prices. While India is certain to continue to plant more area to cotton than any other country in 1997/98, weaker cotton prices and higher grain prices there during the marketing year to date suggest cotton area could fall for the second consecutive year. China's area could fall as well, as procurement and payment problems have affected producer returns for 2 consecutive years--however, falling grain prices are likely to prove partly offsetting. Pakistan and Uzbekistan are unlikely to change their cotton area significantly compared with 1996/97. And while Australia seems likely to reduce its area due to falling prices, forecasts of Southern Hemisphere crops are particularly uncertain at this point, since 1997/98 plantings in the Southern Hemisphere are nearly a full year away. Textile Trade Dropped in November U.S. textile imports during November 1996 totaled 632 million (raw-fiber equivalent) pounds, down 11 percent from October and the lowest since May. Imports declined in each major end-use category and major fiber type except cotton and silk floor coverings, which were slightly above October shipments. Cotton imports, at 335 million pounds, accounted for 53 percent of all textile shipments. However, these were the lowest cotton imports since May. Total imports during January through November were 7.3 billion pounds, slightly below the corresponding period of 1995. Cotton textile imports were up only 1 percent during the first 11 months of 1996. November textile exports, at 298 million pounds, declined 8 percent from a month earlier. Overall, lower shipments occurred in November for all end-use categories and major fibers, with most of the decline occurring in manmade yarn, thread, and fabrics. However, November 1996 shipments were nearly 14 percent above the previous year. Cumulative textile exports during January through November were 3.1 billion pounds, 10 percent above 1995. Cotton textile shipments during the past 11 months increased to 1.4 billion pounds, 13 percent above 1995. Overall, the textile trade deficit for the first 11 months of 1996 totaled 4.2 billion pounds, compared with 4.5 billion last year. The cumulative cotton trade deficit declined 125 million pounds to 2.4 billion. For the 11-month period of 1996, cotton accounted for 58.6 percent of the total trade deficit, compared with 57.7 percent in 1995.
