Prices Received Index Rises 1 Point The All Farm Products Index of Prices Received in July was a record 119 based on 1990-92=100, up 1 point (0.8 percent) from June. Price gains from June for cattle, corn, soybeans, and hogs more than offset price declines for wheat, cantaloupes, grapes, and strawberries. The seasonal changes in the mix of commodities farmers sell also affect the overall index level. Higher seasonal marketings of wheat, grapes, sorghum, and tomatoes more than offset the lower marketings of milk, cantaloupes, grapes, and potatoes. These changes contributed most of the one point increase in the overall index. Compared with July 1995, the All Farm Products Index was 18 points (18 percent) higher. Price increases from July 1995 for corn, milk, wheat, and hogs more than offset price decreases for calves, lemons, and strawberries. Prices Paid Index Unchanged The July Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 115 percent of the 1990-92 average. The index was unchanged from June but up 5 points (4.5 percent) from July 1995. Since June 1996, prices were higher for feeder cattle purchased, feed grains, complete feeds, and electricity. Prices were lower for gasoline and diesel fuels, nitrogen fertilizers, and feeder pigs purchased. The National Agricultural Statistics Service will not publish revised adjusted base prices used in parity calculations in the July 1996 "Agricultural Prices". Historically, the July revisions of the January adjusted base prices have been nominal. Monthly parity prices will continue to be published. Pr 1 (7-96) Prices Received by Farmers The July All Farm Products index was a record 119 percent of its 1990-92 base, up 0.8 percent from June and 18 percent above July 1995. All Crops: The July index was 138, down 2.1 percent from June, but 21 percent above July 1995. Price declines for vegetables, food grains, fruits, and hay more than offset price gains for feed grains, oilseeds, and potatoes. Feed Grains & Hay: The July index was a record 172, up 3.6 percent from last month and 51 percent above July 1995. Higher prices for corn, oats, and sorghum more than offset lower prices for barley and hay. Corn prices, at $4.49 per bushel, reached a new record high and were 71 percent above July 1995. Low carry-in stocks and the current uncertainty surrounding the production level of the 1996 crops have kept feed grain prices high. Commercial Vegetables: The July index of 94 was 17 percent below the June level of 113 and 1.0 percent above this time last year. Lower prices for broccoli, cantaloupes, carrots, lettuce, cauliflower, and snap beans more than offset higher prices for celery, sweet corn, cucumbers, onions, and tomatoes. Contributing most to the monthly decrease were lower cantaloupe, lettuce, and cauliflower prices, reflecting seasonal patterns while sweet corn, onion, and cucumber price strength reflected strong demand and light supplies. Food Grains: The July index, at 163, was down 6.9 percent from the previous month, but up 19 percent from July 1995. July prices were lower for both wheat and rice. The July wheat price was down 39 cents from the June price of $5.26 per bushel, but was still 77 cents above a year earlier. Rice prices fell 6 cents from June to $9.68 per cwt, but were still well above July 1995. Potatoes & Dry Beans: The July index, at 143, was 2.1 percent above June and the same as July 1995. Potato prices increased to $8.32 per cwt, reflecting seasonal trends. Dry bean prices increased $1.50 from June to $27.60 per cwt. Fruit and Nuts: The July all fruit and nuts index, at 129, decreased 7.2 percent from the previous month, but increased 19 percent above July 1995. Higher prices for lemons, peaches and pears more than offset the decline in orange prices. Oil-Bearing Crops: The July index, at 139, was up 4.5 percent from June and 32 percent from July 1995. Soybean prices at $7.76, increased 35 cents per bushel from June, while sunflowers at $14.00 per cwt declined 30 cents. Prices continue to be supported by tight soybean stocks. Livestock & Products: The July index, at 103, was up 4.0 percent from June and 13 percent above a year earlier. Cattle, hog, broiler, and turkey prices were up from June while egg prices were down. Meat Animals: The July index, at 90, was up 5.9 percent from both June 1996 and July 1995. The July hog price, at $58.00 per cwt, was up $1.80 from June and was $11.70 above last year. Hog slaughter continues to lag behind last year. The July beef cattle price, at $60.30 per cwt, was $4.20 above June and 80 cents above a year ago. There is good summer demand for beef and fewer cattle are moving through feedlots. Dairy Products: The July index, at 115, was up 2.7 percent from June and 25 percent above last year. The July milk price increased to $15.00 per cwt, 40 cents above June and $3.00 above last year. Tight supplies of milk continue. Weighted 1990-92 average equals 100. Reliability of Prices Received by Farmers Estimates Definition: Prices received represent sales from producers to first buyers. They include all grades and qualities. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of 2600 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Statistical Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's price represents a 3-5 day period around the mid-month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of "Agricultural Prices" and in the annual summary published in July. A schedule of monthly revisions is published in the December issue of "Agricultural Prices" and in the July annual summary. Reliability: U.S. price estimates generally have a sampling error of less than one half percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. To assist users in evaluating the reliability of prices received estimates for major grain commodities, the "Root Mean Square Error" is shown in the table on the next page. The "Root Mean Square Error" is a statistical measure based on past performance and is computed using the difference between first and final estimates. The "Root Mean Square Error" for the 5-month corn price is 0.2 percent. This means that chances are 2 out of 3 that the current 5-month price of $2.47 per bushel will not be above or below the final 5-month price by more than 0.2 percent, or about half of a cent. Chances are 9 out of 10 (90% confidence interval) that the difference will not exceed 0.3 percent, or about three-fourths of a penny. For corn and sorghum the five month period is September-January. For wheat, barley, and oats the five month period is June-October. Prices Paid The July Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 115 (1990-92=100), unchanged from June but up 4.5 percent from July 1995. Production Index: The farm production, goods, and services index for July 1996, at 115, was unchanged from a month earlier but was 5.5 percent higher than last July. Since June 1996, prices were higher for feeder cattle purchased, complete feeds, feed grains, and electricity but were offset by lower prices for diesel fuel, nitrogen fertilizers, gasoline, concentrate feeds, and feeder pigs purchased. Fuels: The fuels index, at 88, was 8.3 percent below last month and 1.1 percent under July 1995. Lower July prices for diesel fuel and gasoline had the most impact on the decline in the fuels index since June. Livestock and Poultry: The index for livestock and poultry purchases was 75, an increase of 2.7 percent from last month but 7.4 percent below July a year earlier. Higher July feeder cattle and calf prices, at $60.50 per cwt, were partially offset by lower feeder pig prices, at $58.50 per cwt. Feed: At 138, the feed index was 1.5 percent above June 1996 and 35 percent more than July a year ago. Complete feeds and feed grains, led by corn, showed the most price increase since last month. Lower July prices for concentrate feeds and alfalfa hay were slightly offsetting. Fertilizer: At 122, the fertilizer index was down 2.4 percent from June but was 0.8 percent above July a year ago. Lower nitrogen material prices in July accounted for most of the index decline since June. Agricultural Chemicals: The chemical index, at 117, has remained unchanged since May. The index was 1.7 percent above July last year. The index remained unchanged even though July 1996 prices for insecticide and herbicide chemicals were up slightly from last month. Farm Machinery: The farm machinery index, at 125, was unchanged from June but was 4.2 percent greater than July last year. July tractor and self propelled equipment prices were unchanged from a month earlier while other machinery prices were marginally higher. Consumer Price Index: The June 1996 Consumer Price Index for all urban consumers (CPI-U) increased 0.1 percent before seasonal adjustment to a level of 156.7 (1982-84=100). The May index was 156.6. For the 12-month period ended in June, the overall index increased 2.8 percent. Prices Paid by Farmers Definition: Prices paid by farmers represent the average costs of inputs purchased by farmers and ranchers to produce agricultural commodities. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Statistical Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of "Agricultural Prices". The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization in April are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors for major items around 10 percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
