Prices Received Index Drops 1 Point The All Farm Products Index of Prices Received in September was 115 based on 1990-92=100, down 1 point (0.9 percent) from August. Price declines from August for corn, wheat, hogs, and potatoes more than offset price increases for cattle, milk, grapes, and tobacco. The seasonal changes in the mix of commodities farmers sell also affect the overall index level. The September mixture of commodities sold indicates relatively more soybeans, corn, apples, and potatoes and less cattle, wheat, broilers, and grapes, resulting in a slight upward influence on the index. However, these changes were not large enough to offset the influence of price declines from August. Compared with September 1995, the All Farm Products Index was 10 points (9.5 percent) higher. Price increases from September 1995 for corn, milk, soybeans, and cattle more than offset price decreases for lettuce, wheat, potatoes, and calves. Prices Paid Index Stable The September Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 115 percent of the 1990-92 average. The index was unchanged from August but rose 5 points (4.5 percent) from September 1995. Since August 1996, prices were lower for feed grains and fertilizer materials. Corn showed a significant drop in price. Price increases in September were noted for feeder cattle and feeder pigs, fuel, and farm machinery. Pr 1 (9-96) Prices Received by Farmers The September All Farm Products index was 115 percent of its 1990-92 base, down 0.9 percent from August but up 9.5 percent from September 1995. All Crops: The September index was 124, down 4.6 percent from August but 7.8 percent above September 1995. From August, price declines for feed grains and hay, food grains, and potatoes more than offset price increases for fruits, tobacco, and vegetables. Oil-Bearing Crops: The September index, at 125, was 9.4 percent below August but 20 percent above September 1995. Soybean prices, at $7.85 per bushel, increased 3 cents from August. Lower production forecasts have kept soybean prices stable. The decline in the oilseed index between August and September was largely due to increased peanut marketings at relatively lower prices compared with the 1990-92 base price. Food Grains: The September index, at 141, was down 7.8 percent from the previous month, and 4.7 percent below September 1995. The September all wheat price at $4.19 per bushel was down 39 cents from August and 34 cents below the September 1995 price. The price decline was due to larger supplies and reduced use. Feed Grains & Hay: The September index was 147, down 11 percent from last month but 27 percent above September 1995. Corn prices at $3.58 per bushel, declined 72 cents from August but were 89 cents above September 1995. Harvest of new crop corn has been the major factor in the price decline. Prices for all other feed grains and hay also declined from August. Potatoes and Dry Beans: The September index, at 99, was down 7.5 percent from August but up 1.0 percent from September 1995. Potato prices decreased 65 cents per cwt to $5.18 in September as seasonal pressure from the new fall crop dampened prices. Dry bean prices decreased $2.50 per cwt to $25.00,well above the September 1995 price of $18.40 per cwt. Cotton: The September index fell 1.7 percent from August and 5.6 percent from September 1995 to 117. The September cotton price, at 70.9 cents per pound, was down 1.0 cent from last month and down 4.5 cents from September last year. Industry expectations before the September 1 forecast for increases in production, year end stocks, and imports created downward pressure on prices. Livestock & Products: The September index, at 105, was up 1.9 percent from August and 12 percent above a year earlier. Cattle, milk, and egg prices were up from August while hog, broiler, and turkey prices were down. Meat Animals: The September index, at 92, was 2.2 percent above August and 8.2 percent above a year ago. The September beef cattle price, at $63.80 per cwt, was $3.50 above August and $4.70 above a year ago. Beef production is down, keeping prices up. The September hog price, at $54.40 per cwt, was down $5.30 from August but was $6.00 above last year. Lower prices reflect increased hog slaughter and the slowdown in pork exports. Dairy Products: The September index, at 124, was 2.5 percent above August and 27 percent above last year. The September all milk price, at $16.20, is a record high. The previous high was $16.00 in December 1989. Tight supplies and good demand for dairy products continued. Definition: Prices received represent sales from producers to first buyers. They include all grades and qualities. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of 2600 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Statistical Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's price represents a 3-5 day period around the mid-month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of "Agricultural Prices" and in the annual summary published in July. A schedule of monthly revisions is published in the December issue of "Agricultural Prices" and in the July annual summary. Reliability: U.S. price estimates generally have a sampling error of less than one half percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. To assist users in evaluating the reliability of prices received estimates for major grain commodities, the "Root Mean Square Error" is shown in the table on the next page. The "Root Mean Square Error" is a statistical measure based on past performance and is computed using the difference between first and final estimates. The "Root Mean Square Error" for the 5-month corn price is 0.2 percent. This means that chances are 2 out of 3 that the current 5-month price of $2.47 per bushel will not be above or below the final 5-month price by more than 0.2 percent, or about half of a cent. Chances are 9 out of 10 (90% confidence interval) that the difference will not exceed 0.3 percent, or about three-fourths of a penny. For corn and sorghum the five month period is September-January. For wheat, barley, and oats the five month period is June-October. Prices Paid The September Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 115 (1990-92=100), unchanged from August but up 4.5 percent from September 1995. Production Index: The farm production, goods, and services index for September 1996, at 115, declined 0.9 percent from a month earlier but was up 5.5 percent from last September. Since August, lower feed grain and fertilizer prices were only partially offset by higher feeder cattle, feeder pig, fuel, and farm machinery prices. Feed: At 131, the feed index declined 4.4 percent from August 1996. Lower corn and supplement prices pushed the September index down and more than offset higher prices for concentrates and complete feeds. The index was 25 percent higher than September a year ago. Livestock and Poultry: The index for livestock and poultry purchases increased 2.6 percent from last month to 80. The index was unchanged from September a year earlier. Since last month, feeder cattle and calf prices climbed $2.20 to $63.80 per cwt and September feeder pig prices rose $3.50 to $82.50. Fertilizer: At 119, the fertilizer index dipped 1.7 percent from August but was 0.8 percent above September a year ago. Since last month, prices were lower for all fertilizer materials. Fuels: The fuels index, at 101, rose 2.0 percent from last month and 8.6 percent from September 1995. September prices for diesel fuel and LP fuel were up 7.9 percent and 10.2 percent, respectively. Unleaded gasoline prices were down 1.4 percent compared to August. Farm Machinery: The farm machinery index, at 126, moved up 0.8 percent from August and 4.1 percent from September last year. September prices for self-propelled harvesting and other machinery items were slightly higher while tractor prices remained stable. Agricultural Chemicals: The chemical index, at 117, remained unchanged from August. The index was 0.9 percent above September last year. Agricultural chemical prices were marginally higher from last month for insecticides. Consumer Price Index: The August 1996 Consumer Price Index for all urban consumers (CPI-U) increased 0.2 percent before seasonal adjustment to a level of 157.3 (1982-84=100). The July index was 157.0. For the 12-month period ended in August, the overall index increased 2.9 percent. Prices Paid by Farmers Definition: Prices paid by farmers represent the average costs of inputs purchased by farmers and ranchers to produce agricultural commodities. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Statistical Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of "Agricultural Prices". The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization in April are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors for major items around 10 percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
