Prices Received Index Drops 2 Points The All Farm Products Index of Prices Received in November was 110 based on 1990-92=100, down 2 points (1.8 percent) from October. Price declines from October for corn, soybeans, oranges, and milk more than offset price increases for lettuce, cattle, grapes, and eggs. The seasonal changes in the mix of commodities farmers sell also affect the overall index level. However, these changes were essentially offsetting in November. Compared with November 1995, the All Farm Products Index was 4 points (3.8 percent) higher. Price increases from November 1995 for hogs, cattle, grapes, and lettuce more than offset price decreases for corn, wheat, potatoes, and sorghum. Prices Paid Index Unchanged The November Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 115 percent of the 1990-92 average. The index was unchanged from October but rose 4 points (3.6 percent) from November 1995. Since October 1996, lower prices for feed grains, primarily corn and grain sorghum, offset higher feeder cattle and feeder pig prices. Pr 1 (11-96) Prices Received by Farmers The November All Farm Products Index was 110 percent of its 1990-92 base, down 1.8 percent from October but up 3.8 percent from November 1995. All Crops: The November index was 116, down 2.5 percent from October and 0.9 percent below November 1995. From October, price declines for feed grains, oilseeds, and food grains more than offset price increases for vegetables. Feed Grains & Hay: The November index was 115, down 8.0 percent from both last month and November 1995. Corn prices, at $2.64 per bushel, declined 25 cents from October and were 23 cents below the November 1995 price. The third largest production on record caused prices to fall. Prices received for oats and barley also declined from last month. Hay prices were above last month. Oil-Bearing Crops: The November index, at 117, was 0.8 percent below October but 3.5 percent above November 1995. Soybean prices, at $6.80 per bushel, declined 15 cents from October. Harvest of new crop soybeans has been the major factor in the price decline. Prices for peanuts, sunflowers, and cottonseed were also down from last month. Food Grains: The November index, at 136, was down 2.9 percent from the previous month, and 13 percent below November 1995. The November all wheat price, at $4.07 per bushel, was down 11 cents from October and 74 cents below the November 1995 price. Projected increases in global production have caused domestic prices to fall. Fruit and Nuts: The November all fruit and nuts index, at 125, decreased 8.1 percent from the previous month but was 18 percent above November 1995. Lower November prices for oranges, grapefruit, and apples more than offset increased prices for grapes and pears. Cotton: The November index, at 117, was 0.8 percent below October and 5.6 percent below November 1995. The November cotton price, at 70.9 cents per pound, was down 0.6 cents from October and 4.1 cents below November 1995. Livestock & Products: The November index, at 103, was unchanged from October but was 9.6 percent above a year earlier. Cattle, broiler, turkey, and egg prices were up from October while hog and milk prices were down. Meat Animals: The November index, at 92, was 2.2 percent above October and 12 percent above a year ago. The November beef cattle price, at $64.80 per cwt, was $1.70 above October and $4.10 above a year ago. The November hog price, at $54.40 per cwt, was down $1.20 from October, but $14.50 above last year. Exports are sluggish for beef and pork. Dairy Products: The November index, at 116, was 5.7 percent below October but 8.4 percent above last year. The November all milk price, at $15.20 per cwt, was 90 cents below October, but $1.20 above last year. Milk production exceeded expectations and cheese and butter prices declined sharply. Poultry and Eggs: The November index, at 127, was 2.4 percent above October and 5.8 percent above a year ago. Broilers increased 0.3 cents to 40.9 cents per pound in November. Eggs increased 8.1 cents per dozen to 82.7 cents per dozen. Turkeys increased 0.3 cents to 45.4 cents per pound. There is strong export demand for all poultry and eggs in addition to increased demand for turkeys and eggs due to the holiday season. Reliability of Prices Received by Farmers Estimates Definition: Prices received represent sales from producers to first buyers. They include all grades and qualities. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of 2600 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Statistical Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's price represents a 3-5 day period around the mid-month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of "Agricultural Prices" and in the annual summary published in July. A schedule of monthly revisions is published in the December issue of "Agricultural Prices" and in the July annual summary. Reliability: U.S. price estimates generally have a sampling error of less than one half percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. To assist users in evaluating the reliability of prices received estimates for major grain commodities, the "Root Mean Square Error" is shown in the table on the next page. The "Root Mean Square Error" is a statistical measure based on past performance and is computed using the difference between first and final estimates. The "Root Mean Square Error" for the 5-month corn price is 0.2 percent. This means that chances are 2 out of 3 that the current 5-month price of $2.47 per bushel will not be above or below the final 5-month price by more than 0.2 percent, or about half of a cent. Chances are 9 out of 10 (90% confidence interval) that the difference will not exceed 0.3 percent, or about three-fourths of a penny. Prices Paid The November Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 115 (1990-92=100), unchanged from October but up 3.6 percent from November 1995. Production Index: The farm production, goods, and services index for November 1996, at 114, was unchanged from a month earlier but was up 2.7 percent from last November. Since October, lower feed grain prices were offset by higher feeder cattle and feeder pig prices. Livestock and Poultry: The index for livestock and poultry purchases rose 3.8 percent from October and increased 6.5 percent from last year to 82. Since last month, feeder cattle and calf prices rose $2.40 per cwt to $63.70 and November feeder pig prices rose $5.50 to $102.00. Feed: At 121, the November feed index declined 0.8 percent from October 1996. Lower November feed grain prices, primarily corn and grain sorghum, offset slightly higher hay prices. The index was 5.2 percent higher than November a year ago. Fuels: The fuels index, at 109, was unchanged from last month but was 18 percent greater than November 1995. Fertilizer: At 125, the fertilizer index was unchanged from October but was 3.3 percent higher than November a year ago. Agricultural Chemicals: The agricultural chemicals index, at 118, was unchanged from October. The index was 0.9 percent above November last year. Farm Machinery: The farm machinery index, at 126, was unchanged from October but 1.6 percent above November a year earlier. Consumer Price Index: The October 1996 Consumer Price Index for all urban consumers (CPI-U) increased 0.3 percent before seasonal adjustment to a level of 158.3 (1982-84=100). The September index was 157.8. For the 12-month period ended in October, the overall index increased 3.0 percent. Prices Paid by Farmers Definition: Prices paid by farmers represent the average costs of inputs purchased by farmers and ranchers to produce agricultural commodities. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for, agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Statistical Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of "Agricultural Prices". The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization in April are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors for major items around 10 percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
