Prices Received Index Drops 1 Point The All Farm Products Index of Prices Received in April was 106 based on 990-92=100, down 1 point (0.9 percent) from March. Price decreases from March for tomatoes, strawberries, eggs, and broilers were offset by price increases for hogs, onions, wheat, and lettuce. The seasonal changes in the mix of commodities farmers sell also affect the overall index level. Lower seasonal marketings of soybeans, corn, cotton, and wheat more than offset the relatively higher marketings of cattle, milk, oranges, and strawberries. These changes contributed virtually all of the one point decrease in the overall index. Compared with April 1996, the All Farm Products Index was 2 points (1.9 percent) lower. Price decreases from April 1996 for corn, eggs, wheat, and potatoes more than offset price increases for cattle, hay, hogs, and calves. Prices Paid Index Unchanged The April Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 117 percent of the 1990-92 average. The index was unchanged from March but 3 points (2.6 percent) above April 1996. Since March 1997, higher prices for feed, livestock purchases, fuels, and seeds contributed to the increase. Pr 1 (4-97)a Prices Received by Farmers The April All Farm Products Index was 106 percent of its 1990-92 base, down 0.9 percent from March and down 1.9 percent from April 1996. All Crops: The April index was 115, down 1.7 percent from March and 10 percent below April 1996. Price decreases from March for vegetables, fruits, and potatoes more than offset price increases for food grains, feed grains and hay, and oilseeds. Feed Grains & Hay: The April index was 127, up 2.4 percent from last month but 20 percent below April 1996. The all hay price, at $117.00 per ton, was up $9.00 from March. Corn prices, at $2.79 per bushel, were unchanged from March but were $1.06 below the April 1996 price. Oil-Bearing Crops: The April index, at 143, was up 0.7 percent from March and 8.3 percent above April 1996. Soybean prices, at $8.03 per bushel, increased 6 cents from March. Continued tight supplies have held prices up. Food Grains: The April index, at 141, was up 3.7 percent from the previous month, but 16 percent below April 1996. The April all wheat price, at $4.16 per bushel, was up 23 cents from March but $1.16 below the April 1996 price. Fruit and Nuts: The April all fruit and nuts index, at 89, decreased 1.1 percent from the previous month and was 14 percent below April 1996. Lower prices for strawberries, apples, and pears accounted for the decline. Potatoes and Dry Beans: The April index, at 86, was down 7.5 percent from March and 35 percent below April 1996. The April potato price, at $4.65 per cwt, was down 47 cents from March and $3.18 per cwt below April 1996. The record fall production and the onset of harvest of the winter and spring crops continue to affect potato prices. Livestock and Products: The April index, at 99, was up 1.0 percent from March and 6.5 percent above April 1996. Prices received for cattle, hogs, and broilers were up from a year ago, while milk, egg, and turkey prices were down. Meat Animals: The April index, at 94, was up 2.2 percent from last month and 16 percent higher than April 1996. The April beef cattle price of $65.00 per cwt was up 20 cents from March and $10.10 from a year ago. Fast food specials and lower slaughter weights continued to support prices despite large supplies of live cattle. Hog prices, at $53.30 per cwt were up $3.90 from March and $3.60 from April 1996, largely due to increased activity in export markets related to disease outbreaks in Europe and Asia. Dairy Products: The April index, at 103, was unchanged from March but was 2.8 percent below last year. The April all milk price, at $13.50 per cwt, was unchanged from March, but 40 cents below last year. March milk production was up 0.3 percent from last year. Both cheese and butter prices weakened during April. Poultry and Eggs: The April index, at 107, was 3.6 percent below March and 4.5 percent below a year ago. The April broiler price at 37.1 cents per pound decreased 0.9 cents from March. Market egg prices decreased 7.3 cents to 53.2 cents per dozen. Turkeys increased 1.7 cents to 39.5 cents per pound. Supplies of broilers and eggs continue to be large with an easing of demand. Reliability of Prices Received by Farmers Estimates Definition: Prices received represent sales from producers to first buyers. They include all grades and qualities. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of 2600 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Statistical Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's price represents a 3-5 day period around the mid-month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of "Agricultural Prices" and in the annual summary published in July. A schedule of monthly revisions is published in the December issue of "Agricultural Prices" and in the July annual summary. Reliability: U.S. price estimates generally have a sampling error of less than one half percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. To assist users in evaluating the reliability of prices received estimates for major grain commodities, the "Root Mean Square Error" is shown in the table on the next page. The "Root Mean Square Error" is a statistical measure based on past performance and is computed using the difference between first and final estimates. The "Root Mean Square Error" for the 5-month corn price is 0.2 percent. This means that chances are 2 out of 3 that the current 5-month price of $2.47 per bushel will not be above or below the final 5-month price by more than 0.2 percent, or about half of a cent. Chances are 9 out of 10 (90% confidence interval) that the difference will not exceed 0.3 percent, or about three-fourths of a penny. Prices Paid The April Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 117 (1990-92=100), unchanged from March 1996 but up 2.6 percent since April 1996. Production Index: The farm production, goods, and services index for April 1997, at 117, was up 0.9 percent from a month earlier and 2.6 percent higher than April last year. Since March 1997, higher prices for feed, livestock purchases, fuels, and seeds contributed to the increase. Feed: At 128, the feed index increased 0.8 percent from March but fell 1.5 percent from April a year ago. Higher April prices for complete feeds and hay pushed the index higher. Livestock and Poultry: The index for livestock and poultry purchases was 94, up 5.6 percent from last month and up 36 percent from last April. Higher April feeder cattle and calf prices contributed most to the increase. Fuels: The fuel index, at 105, rose 1.0 percent from last month but was unchanged from April 1996. Higher gasoline prices since March more than offset lower LP gas. Seeds: At 120, the seeds index rose 2.6 percent from April 1996. Since last surveyed in April 1996, prices were higher for tall fescue seed and all field crop seeds except barley, potatoes, and spring wheat. Fertilizer : The April index, at 124, was the same as March but down 3.1 percent from April 1996. Since last year, lower prices for nitrogen fertilizers more than offset slight gains in potash and phospate materials. Farm Machinery: The farm machinery index, at 124, was unchanged from March. Since April 1996, the index advanced 2.4 percent. Prices for all types of equipment were higher than a year ago with planting equipment showing the largest increase. Consumer Price Index: The March 1997 Consumer Price Index for all urban consumers (CPI-U) increased 0.3 percent before seasonal adjustment to a level of 160.0 (1982-84=100). For comparison, the February index was 159.6. For the 12-month period ending in March, the overall index increased 2.8 percent. Prices Paid by Farmers Definition: Prices paid by farmers represent the average costs of inputs purchased by farmers and ranchers to produce agricultural commodities. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for, agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Statistical Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of "Agricultural Prices". The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization in April are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors for major items around 10 percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
