Prices Received Index Unchanged The All Farm Products Index of Prices Received in August was 107 based on 1990-92=100, unchanged from July. Price increases from July for wheat, lettuce, milk, and peaches more than offset price decreases for hogs, soybeans, strawberries, and cauliflower. However, the seasonal changes in the mix of commodities farmers sell also affect the overall index level. Lower relative seasonal marketings of wheat, hay, milk, and broilers more than offset the effect of relatively higher seasonal marketings of tobacco, cattle, grapes, and sweet corn, resulting in no change in the overall index. Compared with August 1996, the All Farm Products Index was 10 points (8.5 percent) lower. Price decreases from August 1996 for corn, milk, wheat, and soybeans more than offset price increases for calves, cattle, hay, and lemons. Prices Paid Index Unchanged The August Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 116 percent of the 1990-92 average. The index was unchanged from July but 1 point (0.9 percent) above August 1996. Since July 1997, prices were lower for feeder cattle and calf purchases, complete feeds, feed supplements, diesel fuel, feeder pigs, nitrogen fertilizers, and insecticides. Prices were slightly higher for feed grains, hay, and herbicides. Pr 1 (8-97) Prices Received by Farmers The August All Farm Products Index was 107 percent of its 1990-92 base, unchanged from July but down 8.5 percent from August 1996. All Crops: The August index was 116, up 1.8 percent from July but 13 percent below August 1996. From July, price increases for food grains and vegetables more than offset price decreases for soybeans and potatoes. Food Grains: The August index, at 120, was up 8.1 percent from the previous month but 22 percent below August 1996. The August all wheat price, at $3.49 per bushel, was up 26 cents from July but $1.08 below the August 1996 price. Feed Grains & Hay:The August index was 114, up 0.9 percent from last month but 31 percent below August 1996. The corn price, at $2.47 per bushel, was up 4 cents from July but was $1.83 below the August 1996 price. The all hay price, at $101.00 per ton, was up $2.60 from July. Oil-Bearing Crops:The August index, at 125, was down 6.7 percent from July and 9.4 percent below August 1996. Soybean prices, at $7.10 per bushel, decreased 43 cents from July and were 72 cents below August 1996. Fruit and Nuts:The August all fruit and nuts index, at 128, was up 2.4 percent from the previous month but was 1.5 percent below August 1996. Higher prices from last month for peaches, apples, oranges, and pears offset lower prices for strawberries, lemons, grapes, and grapefruit. Apple harvest is underway in California and Washington, but the peach harvest is winding down in South Carolina. Potatoes and Dry Beans: The August index, at 101, was down 9.0 percent from July and 4.7 percent below August 1996. The August potato price, at $5.86 per cwt, was down 48 cents from July but 7 cents per cwt above August 1996. Livestock and Products:The August index, at 99, was down 1.0 percent from July and 4.8 percent below August 1996. Prices received for hogs, milk, broilers, eggs, and turkeys were down from a year ago, while prices increased for cattle and calves. Meat Animals: The August index, at 93, was down 2.1 percent from July but 2.2 percent above August 1996. The August beef cattle price, at $63.10 per cwt, was up 30 cents from last month and up $1.80 from a year earlier. The August hog price of $56.10 was down $2.80 from July and down $3.60 from a year ago. Cattle prices were up slightly because of good demand and declining feeder cattle supplies. Hog prices were lower as packers were not aggressively bidding for hogs. Dairy Products: The August index, at 97, was up 4.3 percent from July but was 20 percent below last year. The August all milk price, at $12.70 per cwt, was up 50 cents from July but $3.20 below last year. July milk production was up 4.8 percent from last year. Cheese prices were up in August. Poultry and Eggs: The August index, at 118, was 0.8 percent below July and 4.1 percent below a year ago. The August broiler price, at 40.1 cents per pound, was unchanged from July, with supplies adequate for the strong summer demand. Market egg prices decreased 2.7 cents to 49.8 cents per dozen. Turkeys decreased 0.4 cents to 40.7 cents per pound. Supplies of eggs continue to be adequate. Cold storage holdings of total frozen poultry were 3 percent more than July 31, 1996. The total stocks of chickens were 6 percent above a year ago while total turkey stocks were down 1 percent from last year. Stocks of turkey parts continue to rise and were 21 percent more than July 31, 1996. They include all grades and qualities. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of 2600 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Statistical Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's price represents a 3-5 day period around the mid-month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of "Agricultural Prices". Reliability:U.S. price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods of summarization for non-probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid The August Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 116 (1990-92=100), unchanged from July but up 0.9 percent from August 1996. Production Index: The farm production, goods, and services index for August 1997, at 115, was down 0.9 percent from both a month and year earlier. Since July 1997, prices were lower for feeder cattle and calf purchases, complete feeds, feed supplements, diesel fuel, feeder pigs, nitrogen fertilizers, and insecticides. Prices were slightly higher for feed grains, hay, and herbicides. Livestock and Poultry:The August index for livestock and poultry purchases was 97, down 3.0 percent from last month but up 24 percent from August 1996. Lower August feeder cattle and calf and feeder pig prices accounted for the decrease in the index since July. Compared to last month, feeder cattle and calf prices dropped $2.50 to $80.30 per cwt and feeder pig prices fell $9.00 to $100.00 per cwt. Feed: At 117, the feed index was 1.7 percent below July 1997 and 16 percent less than August a year ago. Since July, lower prices for complete feeds and supplements were partially offset by higher prices for feed grains, hay, and concentrates. Fuels: The fuels index, at 91, was down 4.2 percent from a month earlier and 8.1 percent below August 1996. Prices were lower for all sub-components since July with diesel fuel contributing most to the decline. Fertilizer: At 120, the fertilizer index decreased 0.8 percent from July but was 0.8 percent above August a year ago. Lower nitrogen, phosphorus, and potash material prices accounted for the index decline since July. Agricultural Chemicals:The chemical index, at 119, was down 0.8 percent from a month ago but was unchanged from August 1996. Lower insecticide and fungicide prices during August were partially offset by higher prices for herbicides. Farm Machinery: The farm machinery index was unchanged from July but rose 0.8 percent from last August to 127. Prices for farm machinery items in the index were unchanged since July. Consumer Price Index: The July 1997 Consumer Price Index for all urban consumers (CPI-U) rose 0.1 percent before seasonal adjustment to a level of 160.5 (1982-84=100). This compares to the June index of 160.3. For the 12-month period ending in July, the overall index increased 2.2 percent. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Statistical Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of "Agricultural Prices". The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization in April are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors for major items around 10 percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
