Prices Received Index Unchanged The All Farm Products Index of Prices Received in September was 108 based on 1990-92=100, unchanged from August. Price increases from August for tobacco, milk, eggs, and grapes offset price decreases for hogs, broilers, soybeans, and onions. The seasonal changes in the mix of commodities farmers sell also affect the overall index level. However, these changes were essentially offsetting in September. Compared with September 1996, the All Farm Products Index was 8 points (6.9 percent) lower. Price decreases from September 1996 for corn, milk, wheat, and soybeans more than offset price increases for lettuce, calves, potatoes, and hay. Prices Paid Index Unchanged The September Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 116 percent of the 1990-92 average. The index was unchanged from August 1997 and September 1996. Since August 1997, lower prices for feed concentrates, complete feeds, feeder pigs, nitrogen fertilizer materials, and corn were offset by higher fuel, agricultural chemical, and feeder cattle and calf prices. Pr 1 (9-97) Prices Received by Farmers The September All Farm Products Index was 108 percent of its 1990-92 base, unchanged from August but down 6.9 percent from September 1996. All Crops: The September index was 115, down 1.7 percent from August and 8.0 percent below September 1996. From August, price decreases for potatoes and dry beans, oilseeds, and vegetables more than offset price increases for fruit and nuts, tobacco, and food grains. Food Grains: The September index, at 125, was up 2.5 percent from the previous month and 15 percent below September 1996. The September all wheat price, at $3.62 per bushel, was up 6 cents from August but 75 cents below the September 1996 price. Feed Grains & Hay: The September index was 112, down 2.6 percent from last month and 24 percent below September 1996. The corn price, at $2.47 per bushel, was down 3 cents from August and was $1.08 below the September 1996 price. The all hay price, at $101.00 per ton, was unchanged from August. Oil-Bearing Crops: The September index, at 114, was down 11 percent from August and 8.1 percent below September 1996. Soybean prices, at $7.02 per bushel, decreased 23 cents from August and were 77 cents below September 1996. Fruit and Nuts: The September all fruit and nuts index, at 135, was up 5.5 percent from the previous month but was 4.3 percent below September 1996. Higher prices from last month for grapes, apples, peaches, and strawberries more than offset lower prices for lemons and grapefruit. Potatoes and Dry Beans: The September index, at 95, was down 14 percent from August but 1.1 percent above September 1996. The September potato price, at $5.67 per cwt, was down 66 cents from August but 84 cents per cwt above September 1996. Livestock and Products: The September index, at 99, was the same as the previous month but down 5.7 percent from September 1996. Compared to a year ago, calf and cow prices increased while steer and heifer, hog, milk, broiler, egg, and turkey prices declined. Meat Animals: The September index, at 92, was down 2.1 percent from August, but the same as in September 1996. The September beef cattle price was $63.80, down 10 cents from last month but the same as last year. The September hog price of $51.10 was down $4.20 from August and $3.60 below the September 1996 price. Cattle prices were pressured by large feedlot inventories and a seasonal decline in prices for cull cows. Hog prices fell in response to increasing supplies. Dairy Products: The September index of 100 was up 3.1 percent from August, but down 21 percent from September 1996. The September all milk price, at $13.00, was up 30 cents from August but $3.50 below last year. Milk production continues to post year-over-year increases, with August production up 4.4 percent. Poultry and Eggs: The September index, at 116, was 1.7 percent below August and 5.7 percent below a year ago. The September broiler price, at 38.5 cents per pound, was down 1.6 cents from August, reflecting a seasonal decline and ample supplies. Market egg prices increased 7.8 cents to 57.6 cents per dozen. Supplies of eggs continue to be adequate but demand strong. Turkey prices increased 0.4 cents to 41.1 cents per pound. Total stocks of chickens were 8 percent below a year ago, while total turkey stocks were up 2 percent. Citrus Prices Revised State and U.S. monthly average prices and equivalent returns, and marketing year average prices for the 1994-95, 1995-96 and 1996-97 citrus crops are shown on pages 27 through 52 of this publication. These data, together with the September Agricultural Prices 1966-96 issues, supplement to the September 1965 issue, supplements to the October 1953-1964 issues and Statistical Bulletin No. 322 published in September 1962, bring to date the citrus price bulletin published as a supplement to the November 1952 issue of Agricultural Prices. Revised monthly prices refer to all fruit sold in a given month regardless of the crop year in which the fruit was harvested. Marketing year average prices refer to the prices received by growers for the entire marketing season for any one crop year. The crop year 1996-97 as shown on all citrus tables in this publication refers to the crop which bloomed in 1996 and was marketed during the 1996-97 season. For example, the 1996-97 marketing year average price received by California growers for tangerines refers to marketings from October 1996 through May 1997. In some years the season may vary a month or two, but a price was estimated only for those months with sufficient movement. Monthly and marketing year average prices are weighted by box size at the U.S. level for grapefruit, oranges, and tangerines. Approximate net contents per box are as follows: Grapefruit: Arizona and California - 67 lbs., Florida - 85 lbs., and Texas - 80 lbs; Lemons - 76 lbs; Limes - 88 lbs.; Oranges: Arizona and California - 75 lbs., Florida - 90 lbs., and Texas - 85 lbs.; Tangelos - 90 lbs.; Tangerines: Arizona and California - 75 lbs. and Florida - 95 lbs.; Temples - 90 lbs. Citrus prices are based on weighted average f.o.b. packed prices received for fresh fruit and weighted average prices received at the processing plant door for processing fruit. Equivalent returns for fresh and processed fruit are calculated at the packinghouse-door level and on-tree level by deducting hauling, picking, sorting, grading, packing, cooling, marketing, and other costs from the two base prices. They include all grades and qualities. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of 2600 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Statistical Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's price represents a 3-5 day period around the mid-month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of "Agricultural Prices". Reliability:U.S. price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods of summarization for non-probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid The September Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 116 (1990-92=100), unchanged from August 1997 and September 1996. Production Index:The farm production, goods, and services index for September 1997, at 115, was down 0.9 percent from both a month and year earlier. Since August 1997, lower prices for feed concentrates, complete feeds, feeder pigs, nitrogen fertilizer materials, and corn were partially offset by higher fuel, agricultural chemical, and feeder cattle and calf prices. Feed: At 117, the feed index was 0.8 percent below August 1997 and 13 percent less than September a year ago. Since August, prices were lower for concentrates, complete feeds, corn, and sorghum. Prices were slightly higher for supplements, hay, and barley. Fuels: The fuels index, at 106, was up 6.0 percent from a month earlier but 0.9 percent below September 1996. Prices were higher for all fuel items since August with diesel fuel contributing most to the increase. Livestock and Poultry: The index for livestock and poultry purchases was 96, down 1.0 percent from last month but up 20 percent from last year. Lower September feeder pig prices accounted for the decrease in the index since August. September feeder pig prices fell $11.00 per cwt to $89.00. This follows last month's decline of $9.00 per cwt. Feeder cattle and calf prices were up slightly to $80.60 per cwt. Fertilizer:At 117, the fertilizer index decreased 1.7 percent from August and 2.5 percent from September a year ago. Lower nitrogen material and mixed fertilizer prices accounted for the index decline since August. Agricultural Chemicals: The chemical index, at 123, was up 1.7 percent from both last month and last year. Since last month, higher prices for fungicides, insecticides, and herbicides caused the index increase. Farm Machinery: The farm machinery index was unchanged from August but rose 0.8 percent from last September to 127. Prices for self-propelled machinery items were down slightly since August but not enough to change the index. Consumer Price Index: The August 1997 Consumer Price Index for all urban consumers (CPI-U) rose 0.2 percent before seasonal adjustment to a level of 160.8 (1982-84=100). This compares to the July index of 160.5. For the 12-month period ending in August, the overall index increased 2.2 percent. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Statistical Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of "Agricultural Prices". The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization in April are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors for major items are around 10 percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
