Prices Received Index Rises 1 Point The All Farm Products Index of Prices Received in October was 108 based on 1990-92=100, up 1 point (0.9 percent) from September. Price increases from September for lettuce, corn, milk, and cauliflower offset price decreases for broilers, hogs, cattle, and wheat. The seasonal changes in the mix of commodities farmers sell also affect the overall index level. Higher seasonal marketings of soybeans, corn, cotton, and grain sorghum more than offset the relatively lower marketings of milk, wheat, tobacco, and hogs. These changes account for all of the one point increase in the overall index. Compared with October 1996, the All Farm Products Index was 4 points (3.6 percent) lower. Price decreases from October 1996 for milk, corn, hogs, and broilers more than offset price increases for lettuce, calves, cauliflower, and broccoli. Prices Paid Index Up 1 Point The October Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 117 percent of the 1990-92 average. The index was up 1 point (0.9 percent) from September 1997 and rose 2 points (1.7 percent) from October 1996. Since September 1997, higher prices for feed concentrates, feed grains and hay, complete feeds, and fuels were partially offset by lower prices for replacement livestock and nitrogen fertilizers. Pr 1 (10-97) Prices Received by Farmers The October All Farm Products Index was 108 percent of its 1990-92 base, up 0.9 percent from September but down 3.6 percent from October 1996. All Crops: The October index was 116, up 1.8 percent from September but 2.5 percent below October 1996. From September, price increases for vegetables, feed grains and hay, and tobacco more than offset price decreases for fruits, food grains, potatoes and dry beans, and oilseeds. Food Grains: The October index, at 123, was down 2.4 percent from the previous month and 12 percent below October 1996. The October all wheat price, at $3.55 per bushel, was down 12 cents from September and 62 cents below the October 1996 price. Feed Grains & Hay: The October index was 116, up 1.8 percent from last month but 7.2 percent below October 1996. The corn price, at $2.63 per bushel, was up 11 cents from September but was 26 cents below the October 1996 price. The all hay price, at $103.00 per ton, was up $2.00 from September. Oil-Bearing Crops: The October index, at 115, was up 3.6 percent from September but 2.5 percent below October 1996. Soybean prices, at $6.74 per bushel, increased 2 cents from September but were 21 cents below October 1996. Fruit and Nuts: The October all fruit and nuts index, at 129, was down 4.4 percent from the previous month and was 7.2 percent below October 1996. Lower prices from last month for oranges, lemons, and pears more than offset higher prices for apples, strawberries, and grapes. Florida early season fresh and processing orange shipments were heavy, with prices the lowest since the 1977-78 season. Potatoes and Dry Beans: The October index, at 84, was down 4.5 percent from September and 7.7 percent below October 1996. The October potato price, at $4.86 per cwt, was down 30 cents from September but 10 cents per cwt above October 1996. Livestock and Products: The October index, at 95, was down 4.0 percent from September and 7.8 percent below October 1996. Compared to a year ago, prices increased for calves and cows but were lower for cattle, hogs, milk, broilers, eggs, and turkeys. Meat Animals: The October index, at 88, was down 4.3 percent from September and 3.3 percent below October 1996. The October beef cattle price was $62.00, down $1.60 from last month and $1.30 from a year ago. The October hog price of $47.00, was $3.40 below the September price and down $8.60 from a year earlier. Large feedlot inventories and uncertain demand due to safety concerns continued to pressure cattle prices. Hog prices fell in response to increasing supplies of pork and competing meats. Dairy Products: The October index, at 104, was up 3.0 percent from September but down 17 percent from October 1996. The October all milk price, at $13.60 per cwt, was up 40 cents from September but down $2.80 from last year. September milk production was up 2.9 percent from last year. Cheese prices were up slightly during October. Poultry and Eggs: The October index, at 108, was 6.9 percent below September and 11 percent below a year ago. The October broiler price at 35.0 cents per pound was down 3.5 cents from September, a seasonal decline with light demand in the retail trade. Market egg prices decreased 4.4 cents to 53.2 cents per dozen. Supplies of eggs continued to be adequate. Turkey prices decreased 0.8 cents to 40.3 cents per pound. Cold storage stocks of turkeys are 7 percent above a year ago, putting downward pressure on prices. Weighted 1990-92 average equals 100. Average is year-to-date for current year. Reliability of Prices Received Estimates Definition: Prices received represent sales from producers to first buyers. They include all grades and qualities. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of 2600 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Statistical Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's price represents a 3-5 day period around the mid-month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of "Agricultural Prices". Reliability:U.S. price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods of summarization for non-probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid The October Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 117 (1990-92=100), up 0.9 percent from September 1997 and up 1.7 percent from October 1996. Production Index: The farm production, goods, and services index for October 1997, at 117, rose 0.9 percent from a month earlier and 1.7 percent from a year ago. Since September 1997, higher prices for feed concentrates, feed grains and hay, complete feeds, and fuels were partially offset by lower replacement livestock and nitrogen fertilizer prices. Feed: At 125, the feed index was 3.3 percent above September and 0.8 percent more than last October. Since September, prices were higher for all feed grains and hay items except barley. Prices also rose for concentrates, complete feeds, and supplements, with concentrates contributing most to the increase. Livestock and Poultry: The index for livestock and poultry purchases was 94, down 2.1 percent from last month but up 19 percent from last year. Lower October feeder pig, feeder cattle, and milk cow replacement prices accounted for the decrease in the index since September. October feeder pig prices fell $9.00 per cwt to $80.00. This is the third consecutive month of lower feeder pig prices. Feeder cattle and calf prices were down slightly to $79.80 per cwt but were well above last October's price of $61.30 per cwt. Fuels: The fuels index, at 103, was up 2.0 percent from a month earlier but 9.6 percent below October 1996. Higher prices for unleaded gasoline and LP gas more than offset lower diesel fuel prices. Fertilizer: At 119, the fertilizer index was unchanged from September but fell 2.5 percent from October a year ago. Lower nitrogen material prices since September were offset by higher prices for phosphate and potash materials, and mixed fertilizers. Agricultural Chemicals: The chemical index, at 121, was unchanged from both last month and last year. Since last month, insecticides prices were up marginally but not enough to change the index. Farm Machinery: The farm machinery index increased 0.8 percent from both September and last October to 128. Prices for tractors were up since September but were offset slightly by lower prices for other machinery. Consumer Price Index: The September 1997 Consumer Price Index for all urban consumers (CPI-U) rose 0.2 percent before seasonal adjustment to a level of 161.2 (1982-84=100). This compares to the August index of 160.8. For the 12-month period ending in September, the overall index increased 2.2 percent. Prices Paid by Farmers Definition: Prices paid by farmers represent the average costs of inputs purchased by farmers and ranchers to produce agricultural commodities. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Statistical Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of "Agricultural Prices". The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization in April are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors for major items are around 10 percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
