Prices Received Index Unchanged The All Farm Products Index of Prices Received in November was 107 based on 1990-92=100, unchanged from October. Price increases from October for soybeans, eggs, tomatoes, and grapes more than offset price decreases for lettuce, corn, peanuts, and hogs. The seasonal changes in the mix of commodities farmers sell also affect the overall index level. Lower seasonal marketings of soybeans, peanuts, potatoes, and lettuce more than offset the relatively higher marketings of cotton lint, milk, cattle, and cottonseed. These marketing changes offset the slight increase in prices. Compared with November 1996, the All Farm Products Index was 3 points (2.7 percent) lower. Price decreases from November 1996 for hogs, broilers, corn, and milk more than offset price increases for calves, tomatoes, lettuce, and potatoes. Prices Paid Index Unchanged The November Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 116 percent of the 1990-92 average. The index was unchanged from October but was up 1 point (0.9 percent) from November 1996. Since October, lower prices for feed concentrates, complete feeds, replacement livestock, gasoline, and feed grains were partially offset by higher diesel fuel, farm machinery, agricultural chemical, and LP gas prices. Pr 1 (11-97) Prices Received by Farmers The November All Farm Products Index was 107 percent of its 1990-92 base, unchanged from October but down 2.7 percent from November 1996. All Crops: The November index was 115, unchanged from October but 1.7 percent below November 1996. Price increases from October for oilseeds and potatoes and dry beans offset price decreases for vegetables, feed grains and hay, and fruits. Food Grains:The November index, at 123, was down 0.8 percent from the previous month and 11 percent below November 1996. The November all wheat price, at $3.54 per bushel, was down 1 cent from October and 56 cents below the November 1996 price. Feed Grains & Hay: The November index was 111, down 1.8 percent from last month and 5.1 percent below November 1996. The corn price, at $2.50 per bushel, was down 4 cents from October and 16 cents below the November 1996 price. The all hay price, at $101.00 per ton, was down $2.00 from October. Oil-Bearing Crops: The November index, at 120, was up 8.1 percent from October and 0.8 percent above November 1996. Soybean prices, at $6.95 per bushel, increased 45 cents from October and were 5 cents above November 1996. Fruit and Nuts: The November all fruit and nuts index, at 114, was down 12 percent from the previous month and was 8.8 percent below November 1996. Lower prices than last month for apples, lemons, oranges, and grapefruit more than offset higher prices for grapes. Citrus movement increased seasonally as more types of fruit were harvested, processed, and shipped. Cotton:The November index, at 115, was unchanged from last month and November 1996. The November cotton price, at 69.5 cents per pound, was down 0.1 cents from October and 0.2 cent per pound below November 1996. Contract deliveries held the price change to a minimum despite increased World and U.S. cotton production and lower consumption. Livestock and Products: The November index, at 98, was up 1.0 percent from the October index, but down 3.9 percent from November 1996. Compared to a year ago, prices were up for calves, beef cows, and manufacturing grade milk, but were lower for hogs, steers and heifers, fluid grade milk, and poultry. Meat Animals: The November index, at 88, was down 1.1 percent from last month and 2.2 percent from a year earlier. The November beef cattle price was $63.10, down 20 cents from last month and 30 cents from a year ago. The November hog price of $45.70 was down $1.60 from October and $8.70 lower than November 1996. Cattle prices continue to be pressured by large feedlot inventories and seasonal culling of cows. Hog prices have fallen in response to lower than expected export demand and seasonal increases in pork production. Dairy Products:The November index, at 109, was up 1.9 percent from October but down 6.0 percent from November 1996. The November all milk price, at $14.30 per cwt, was up 30 cents from last year. October milk production was up 1.8 percent from last year. Fluid milk and dariy product prices have increased since October. Poultry and Eggs:The November index, at 113, was 4.6 percent above October but 10 percent below a year ago. The November broiler price at 34.3 cents per pound was down 0.7 cents from October, a seasonal decline. Market egg prices increased 17.7 cents to 70.9 cents per dozen due largely to increased holiday demand. Turkey prices increased 2.0 cents to 42.3 cents per pound, reflecting the seasonal upward trend. Reliability of Prices Received Estimates Definition: Prices received represent sales from producers to first buyers. They include all grades and qualities. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of 2600 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Statistical Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's price represents a 3-5 day period around the mid-month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of "Agricultural Prices". Reliability: U.S. price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods of summarization for non-probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid by Farmers The November Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 116 (1990-92=100), unchanged from October 1997 but up 0.9 percent from November 1996. Production Index: The farm production, goods, and services index for November 1997, at 114, was down 0.9 percent from a month earlier but unchanged from last November. Since October 1997, lower prices for feed concentrates, complete feeds, replacement livestock, gasoline, and feed grains were partially offset by higher diesel fuel, farm machinery, agricultural chemical, and LP gas prices. Feed: At 110, the feed index was 5.2 percent below October and 8.3 percent less than last November. Since October, prices were lower for all feed items except oats and supplements. Sharply lower prices for concentrates and complete feeds contributed most to the decrease. Livestock and Poultry: The index for livestock and poultry purchases was 93, down 1.1 percent from last month but up 13 percent from last year. Lower November feeder cattle and feeder pig prices accounted for the decrease in the index since October. Feeder cattle and calf prices were down slightly to $79.00 per cwt but were well above last November's price of $63.70 per cwt. November feeder pig prices, at $74.50 per cwt, were down $5.50 from last month and dropped $27.50 per cwt from last year. Fertilizer: The fertilizer index, at 119, was unchanged from October but fell 3.3 percent from November a year ago. Since October, prices were down marginally for mixed fertilizers and phosphate and potash materials. However, these price declines were not enough to change the index. Agricultural Chemicals: At 123, the chemical index was up 0.8 percent from last month and 1.7 percent higher than last year. Since last month, prices were higher for herbicides, fungicides, and insecticides. Fuels: The fuels index, at 104, was up 2.0 percent from a month earlier but 8.8 percent below November 1996. Compared to last month, higher prices for diesel fuel and LP gas more than offset lower gasoline prices. Farm Machinery: The farm machinery index increased 1.6 percent from October and 2.3 percent from last November to 131. Since October, prices rose for all machinery items with self-propelled machinery and tractors contributing most to the increase. Consumer Price Index: The October 1997 Consumer Price Index for all urban consumers (CPI-U) rose 0.2 percent before seasonal adjustment to a level of 161.6 (1982-84=100). This compares to the September index of 161.2. For the 12-month period ending in October, the overall index increased 2.1 percent. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Statistical Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of "Agricultural Prices". The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization in April are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors for major items are around 10 percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
