Prices Received Index Drops 3 Points The All Farm Products Index of Prices Received in February was 100 based on 1990-92=100, down 3 points (2.9 percent) from January. Price decreases from January for lettuce, cattle, corn, and eggs more than offset price increases for oranges, broilers, tomatoes, and onions. The seasonal changes in the mix of commodities farmers sell also affect the overall index level. Lower seasonal marketings of corn, soybeans, tobacco, and cotton more than offset the relatively higher marketings of milk, cattle, broilers, and hogs. These changes contributed one point of the three point decrease in the overall index. Compared with February 1997, the All Farm Products Index was 5 points (4.8 percent) lower. Price decreases from February 1997 for hogs, broilers, cattle, and corn more than offset price increases for milk, onions, potatoes, and calves. Prices Paid Index Down The February Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 115 percent of the 1990-92 average. The index was down 0.9 percent from both January 1998 and February 1997. Since January, lower prices for feed concentrates, fuels, complete feeds, corn, nitrogen fertilizers, and other hay more than offset slightly higher prices for feed supplements, agricultural chemicals, mixed fertilizers, and feeder pigs. Pr 1 (2-98) Prices Received by Farmers The February All Farm Products Index was 100 percent of its 1990-92 base, down 2.9 percent from January and down 4.8 percent from February 1997. All Crops: The February index was 108, down 1.8 percent from January and 4.4 percent below February 1997. From January, price decreases for vegetables, feed grains and hay, and oilseeds more than offset price increases for fruits, food grains, tobacco, and potatoes and dry beans. Food Grains: The February index, at 119, was up 2.6 percent from the previous month but 11 percent below February 1997. The February all wheat price, at $3.36 per bushel, was up 3 cents from January but 53 cents below the February 1997 price. Feed Grains & Hay: The February index was 112, down 0.9 percent from last month and 5.1 percent below February 1997. The corn price, at $2.50 per bushel, was down 6 cents from January and was 15 cents below the February 1997 price. The all hay price, at $97.20 per ton, was down 90 cents from January. Oil-Bearing Crops: The February index, at 118, was down 0.8 percent from Januar and 9.9 percent below February 1997. Soybean prices, at $6.63 per bushel, decreased 6 cents from January and were 75 cents below February 1997. Fruits and Nuts: The February all fruit and nuts index, at 86, was up 12 percent from the previous month but was 6.5 percent below February 1997. Higher prices from last month for oranges more than offset lower prices for apples, lemons, and grapefruit. In Florida, citrus movement was seasonal, with more processing grapefruit and less processing oranges moving. Cotton: The February index, at 101, was up 1.0 percent from last month but 9.8 percent below February 1997. The February cotton price, at 61.1 cents per pound, was up 0.3 cent from January but 7.0 cents per pound below February 1997. Livestock and Products: The February index, at 93, was down 1.1 percent from the January index and 5.1 percent from February 1997. Compared with a year ago, prices were up for beef cows, calves, and all milk, but were lower for steers and heifers, hogs, broilers, eggs, and turkeys. Meat Animals: The February index, at 81, was down 3.6 percent from last month and 10 percent from a year earlier. The February hog price was $35.30 per cwt, down 70 cents from January and $17.50 below a year ago. The February beef cattle price of $60.00 was down $2.50 from last month and $1.90 below February 1997. Hog slaughter is running about 10 percent above a year ago during February. Beef cattle prices continue to be under pressure because of weak export demand and large feedlot inventories. Price declines have led to a slower marketing pace and increased slaughter weights which in turn places even more downward pressure on beef cattle prices. Dairy Products: The February index, at 113, was unchanged from January but was 9.7 percent above February 1997. The February all milk price, at $14.70 per cwt, was unchanged from January, but up $1.20 from last year. January milk production was up 2.0 percent from last year. Prices remain steady for both fluid and manufacturing milk. Poultry and Eggs: The February index, at 104, was 1.0 percent below January and 12 percent below a year ago. The February broiler price at 34.4 cents per pound was up 1.3 cents from January, with steady to strong demand in some regions. Softening domestic demand and the weak export market decreased market egg prices 11.4 cents to 51.1 cents per dozen. Turkey prices decreased 1.5 cents to 34 cents per pound. Cold storage holdings of turkey remain high. Reliability of Prices Received Estimates Definition: Prices received represent sales from producers to first buyers. They include all grades and qualities. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of 2600 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Statistical Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's price represents a 3-5 day period around the mid-month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of "Agricultural Prices". Reliability: U.S. price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods of summarization for non-probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid by Farmers The February Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 115 (1990-92=100), down 0.9 percent from both January 1998 and February 1997. Production Index: The farm production, goods, and services index for February 1998, at 113, was down 0.9 percent from last month and 1.7 percent below a year ago. Since January, lower prices for feed concentrates, fuels, complete feeds, corn, nitrogen fertilizers, and other hay more than offset slightly higher prices for feed supplements, agricultural chemicals, mixed fertilizers, and feeder pigs. Feed: At 109, the feed index was 3.5 percent below January and 11 percent less than last February. Since January, slightly higher feed supplement, alfalfa hay, and grain sorghum prices were not enough to offset lower prices for feed concentrates, complete feeds, corn, other hay, and barley. Livestock and Poultry: The index for livestock and poultry purchases was 93, up 1.1 percent from last month and 4.5 percent above last year. Prices were higher in February for feeder pigs while feeder cattle and calf prices were unchanged from last month. Feeder cattle and calf prices, at $79.60 per cwt, were up $8.80 per cwt from February 1997. February feeder pig prices rose, but still remain $34.00 per cwt below a year ago. Fertilizer: The fertilizer index, at 114, was unchanged from January but fell 8.1 percent from February a year ago. Since January, lower nitrogen fertilizer and phosphate and potash material prices were offset by higher mixed fertilizer prices. Agricultural Chemicals: At 125, the chemical index was up 0.8 percent from last month and 5.9 percent higher than last year. Higher insecticide and herbicide prices in February accounted for the index increase. Fuels: The fuels index, at 79, was down 8.1 percent from a month earlier and 30 percent below February 1997. Compared to last month, prices were lower for diesel fuel, gasoline, and LP gas, with lower diesel fuel prices contributing most to the decline. Farm Machinery: The February farm machinery index was 129, the same as January but 1.6 percent above last February. Since January, prices were marginally lower for other machinery while prices for tractors and self-propelled machinery were unchanged. Consumer Price Index: The January 1998 Consumer Price Index for all urban consumers (CPI-U) rose 0.2 percent before seasonal adjustment to a level of 161.6 (1982-84=100). This compares to the December index of 161.3. For the 12-month period ending in January, the overall index has increased 1.6 percent. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for, agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Statistical Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of "Agricultural Prices". The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization in April are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors for major items around 10 percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
