Prices Received Index Rises 3 Points The All Farm Products Index of Prices Received in April was 105 based on 1990-92=100, up 3 points (2.9 percent) from March. Price increases from March for lettuce, cattle, broilers, and oranges more than offset price decreases for corn, milk, eggs, and soybeans. The seasonal changes in the mix of commodities farmers sell also affect the overall index level. Higher seasonal marketings of cattle, strawberries, milk, and oranges more than offset the relatively lower marketings of soybeans, corn, cotton, and wheat. These changes contributed one point of the three point increase in the overall index. Compared with April 1997, the All Farm Products Index was 1 point (0.9 percent) lower. Price decreases from April 1997 for hogs, soybeans, corn, and wheat more than offset price increases for lettuce, strawberries, milk, and tomatoes. Prices Paid Index Unchanged The April Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 116 percent of the 1990-92 average. The index was unchanged from March 1998 but 0.9 percent below April 1997. Since March, lower prices for feed grains, feed supplements, and mixed fertilizers were offset by higher prices for replacement livestock, farm machinery, fuels, and seeds. Pr 1 (4-98) Prices Received by Farmers The April All Farm Products Index was 105 percent of its 1990-92 base, up 2.9 percent from March but down 0.9 percent from April 1997. All Crops: The April index was 116, up 4.5 percent from March but unchanged from April 1997. From March, price increases for vegetables, fruits, and potatoes and dry beans more than offset price decreases for feed grains and hay, oilseeds, and food grains. Food Grains: The April index, at 115, was down 2.5 percent from the previous month and 18 percent below April 1997. The April all wheat price, at $3.23 per bushel, was down 9 cents from March and 87 cents below the April 1997 price. Feed Grains & Hay: The April index was 107, down 5.3 percent from last month and 14 percent below April 1997. The corn price, at $2.36 per bushel, was down 18 cents from March and 44 cents below the April 1997 price. The all hay price, at $101.00 per ton, was up $3.50 from March. Oil-Bearing Crops: The April index, at 111, was down 2.6 percent from March and 24 percent below April 1997. Soybean prices, at $6.22 per bushel, decreased 18 cents from March and were $2.01 below April 1997. Fruits and Nuts: The April all fruit and nuts index, at 108, was up 15 percent from the previous month and up 20 percent from April 1997. Higher prices from last month for oranges and strawberries more than offset lower prices for apples. Citrus movement was seasonal, with more processing oranges moving as a result of strong demand. Commercial Vegetables: The April index, at 156, was up 23 percent from last month and 38 percent above April 1997. Higher prices from last month for lettuce and tomatoes more than offset lower prices for celery, asparagus, and carrots. Lettuce supplies were tight due to the inability of producers to plant on schedule earlier in the spring. Livestock and Products: The April index, at 95, was unchanged from the March index but down 4.0 percent from April 1997. Compared with a year ago, prices were up for calves and all milk, but were lower for beef cows, steers and heifers, hogs, broilers, eggs, and turkeys. Meat Animals: The April index, at 84, was up 2.4 percent from last month but down 11 percent from a year earlier. The April hog price was $35.00 per cwt, up 20 cents from March and $18.80 below a year ago. The April beef cattle price averaged $63.20 per cwt, up $1.90 from last month but $1.60 below April 1997. Hog slaughter was running about 8 percent above a year ago during April. Cattle on feed inventory levels continue to decline. This, combined with tightening of feeder cattle supplies, resulted in the increase in beef cattle prices. Dairy Products: The April index, at 108, was down 1.8 percent from March but was 6.9 percent above April 1997. The April all milk price, at $14.10 per cwt, was down 30 cents from March but up 90 cents from last year. March milk production was up 1.4 percent from last year. Prices decreased for both fluid and manufacturing grade milk. Cheese prices continued to decline in April. Poultry and Eggs: The April index, at 109, was 0.9 percent above March but 1.8 percent below a year ago. The April broiler price, at 36.5 cents per pound, was up 1.3 cents from March, a seasonal increase due to warmer weather. A decrease in domestic demand for eggs, along with the weak export market, decreased market egg prices 7.5 cents to 49.6 cents per dozen. Turkey prices increased 1.1 cents to 35.7 cents per pound. Cold storage holdings continue to be above last year's holdings. They include all grades and qualities. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of 2600 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Statistical Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's price represents a 3-5 day period around the mid-month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of "Agricultural Prices". Reliability: U.S. price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods of summarization for non-probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid by Farmers The April Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 116 (1990-92=100), unchanged from March 1998 but 0.9 percent below April 1997. Production Index: The farm production, goods, and services index for April 1998, at 114, was the same as last month but down 2.6 percent from a year ago. Since March, lower prices for feed grains, feed supplements, and mixed fertilizers were offset by higher prices for replacement livestock, farm machinery, fuels, and seeds. Feed: At 111, the feed index was 0.9 percent below March and 13 percent less than last April. Since March, prices were for lower feed grains and supplements which more than offset higher complete feeds, concentrates, and hay. Livestock and Poultry: The index for livestock and poultry purchases was 94, up 3.3 percent from last month but unchanged from last year. Prices were higher in April for both feeder cattle and feeder pigs. Feeder cattle and calf prices, at $80.30 per cwt, were up $2.30 from March. April feeder pig prices rose $1.50 per cwt, to $64.00. Fertilizer: The fertilizer index, at 114, was the same as March but fell 8.1 percent from April a year ago. Since March, slightly higher prices for nitrogen, phosphate, and potash materials were offset by lower prices for mixed fertilizer. Agricultural Chemicals: At 122, the chemical index was unchanged from last month but increased 2.5 percent from last year. Lower fungicide prices in April were offset by slightly higher herbicide and insecticide prices. Fuels: The fuels index, at 91, was up 2.2 percent from a month earlier but 13 percent below April 1997. Compared to last month, prices were higher for diesel fuel, gasoline, and LP gas, with diesel fuel contributing most to the increase. Seeds: At 123, the seeds index rose 2.5 percent from April 1997. Since the last survey in April 1997, prices were higher for all row crop seeds but prices were lower for all small grain seeds except rice. Seed prices for grasses and legumes were mixed, with tall fescue showing a substantial decline from last year. Farm Machinery: The April farm machinery index was 132, up 0.8 percent from March and 3.9 percent above last April. Since March, prices were higher for other machinery, self-propelled machinery, and tractors. Consumer Price Index: The March 1998 Consumer Price Index for all urban consumers (CPI-U) rose 0.2 percent before seasonal adjustment to a level of 162.2 (1982-84=100). This compares to the February index of 161.9. For the 12-month period ending in March, the overall index has increased 1.4 percent. Prices Paid by Farmers Definition: Prices paid by farmers represent the average costs of inputs purchased by farmers and ranchers to produce agricultural commodities. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for, agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Prices Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Statistical Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of "Agricultural Prices". The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization in April are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors for major items around 10 percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
