Prices Received Index Drops 1 Point The All Farm Products Index of Prices Received in August was 101 based on 1990-92=100, down 1 point (1.0 percent) from July. Price decreases from July for corn, tomatoes, soybeans, and wheat offset price increases for milk, broilers, grapes, and eggs. The seasonal changes in the mix of commodities farmers sell also affect the overall index level; however, these changes were essentially offsetting in August. Compared with August 1997, the All Farm Products Index was 7 points (6.5 percent) lower. Price decreases from August 1997 for hogs, wheat, cattle, and corn more than offset price increases for milk, broilers, grapes, and peaches. Prices Paid Index Unchanged The August Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 115 percent of the 1990-92 average. The index was unchanged from July but 2 points (1.7 percent) below August 1997. Since July, lower prices for feed grains, fuels, nitrogen fertilizer, feeder pigs, and agricultural chemicals were offset by higher prices for feed concentrates, feeder cattle, complete feeds, and other hay. Pr 1 (8-98) Prices Received by Farmers The August All Farm Products Index was 101 percent of its 1990-92 base, down 1.0 percent from July and down 6.5 percent from August 1997. All Crops: The August index was 103, down 3.7 percent from July and 11 percent below August 1997. From July, price decreases for vegetables, feed grains and hay, oilseeds, and food grains more than offset price increases for fruit and nuts. Food Grains: The August index, at 87, was down 2.2 percent from the previous month and 29 percent below August 1997. This is the lowest the index has been since August 1991. The August all wheat price, at $2.46 per bushel, was down 10 cents from July. Feed Grains & Hay: The August index was 92, down 8.9 percent from last month and 20 percent below August 1997. The corn price, at $1.89 per bushel, was down 31 cents from July and 61 cents below the August 1997 price. This is the lowest monthly price for corn since April 1988. The all hay price, at $88.50 per ton, was down 10 cents from July. Oil-Bearing Crops: The August index, at 97, was down 13 percent from July and 24 percent below August 1997. Soybean prices, at $5.36 per bushel, decreased 77 cents from July and were $1.89 below August 1997. Fruit and Nuts: The August fruit and nuts index, at 143, was up 9.2 percent from the previous month and up 15 percent from August 1997. Higher prices for grapes, strawberries, lemons, and apples accounted for most of the increase from July. Commercial Vegetables: The August index, at 104, was down 15 percent from last month and 16 percent below August 1997. Lower prices from last month for tomatoes, onions, lettuce, and cantaloupes more than offset higher prices for sweet corn, broccoli, and asparagus. Livestock and Products: The August index, at 99, was up 3.0 percent from the July index but unchanged from August 1997. Compared with a year ago, prices were up for all milk, broilers, and eggs but were lower for hogs, cattle, calves, and turkeys. Meat Animals: The August index, at 79, was unchanged from last month but down 16 percent from a year earlier. The August hog price was $36.30 per cwt, down 40 cents from July and $19.00 below a year ago. The August beef cattle price of $57.90 was down 50 cents from last month and $6.00 below August 1997. July cattle slaughter is down 4 percent from a year ago but heavier slaughter weights have kept beef production slightly above last year and resulted in lower cattle prices. Dairy Products: The August index, at 117, was up 8.3 percent from July and was 21 percent above August 1997. The August all milk price, at $15.30 per cwt, was up $1.20 from July and up $2.60 from last year. July milk production was down 0.8 percent from last year. Prices increased for both fluid and manufacturing grade milk. Cheese prices continued to increase during August. Poultry and Eggs: The August index, at 132, was up 9 percent from July and 13 percent above a year ago. The August broiler price was at a record high 46.9 cents per pound, an increase of 3.7 cents from July. This is the highest monthly price for broilers since May 1989 which was 44.6 cents per pound. The record broiler price was a result of strong demand with only a modest increase in supply. Reports of larger than normal weather related death losses also affected the markets. Market egg prices increased 8.2 cents to 51.4 cents per dozen. Turkeys increased 1.3 cents to 38.8 cents per pound. Turkey prices continue to be below a year ago as demand has not met supply. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Statistical Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's price represents a 3-5 day period around the mid-month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of "Agricultural Prices". Reliability: U.S. price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods of summarization for non-probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid by Farmers The August Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 115 (1990-92=100), unchanged from July 1998 but 1.7 percent below August 1997. Production Index: The farm production, goods, and services index for August 1998, at 112, was the same as last month but dropped 4.3 percent from a year ago. Since July, lower prices for feed grains, fuels, nitrogen fertilizer, feeder pigs, and agricultural chemicals were offset by higher prices for feed concentrates, feeder cattle, complete feeds, and other hay. Feed: At 106, the feed index was unchanged from July but 12 percent less than last August. Since July, lower corn, sorghum, alfalfa hay, and oat prices were offset by higher prices for feed concentrates, complete feeds, other hay, feed supplements, and barley. Livestock and Poultry: The index for livestock and poultry purchases was 83, unchanged from last month but 14 percent below last year. Slightly higher August feeder cattle and calf prices were offset by lower feeder pig prices. Feeder cattle and calf prices, at $69.40 per cwt, were up 70 cents from July. Fertilizer: The fertilizer index, at 113, was down 0.9 percent from July and 5.0 percent less than August a year ago. Since July, lower nitrogen fertilizer prices were partially offset by marginally higher mixed fertilizer prices. Agricultural Chemicals: At 121, the chemical index decreased 0.8 percent from last month but was up 1.7 percent from last year. Lower prices in August for herbicides and fungicide more than offset slightly higher insecticide prices. Fuels: The fuels index, at 83, was down 2.4 percent from a month earlier and 23 percent below August 1997. Compared to last month, prices were lower for gasoline, diesel fuel, and LP gas, with gasoline contributing most to the index decline. Farm Machinery: The August farm machinery index was 132, the same as July but 2.3 percent above last August. Since July, other machinery prices were marginally higher but not enough to change the index. Consumer Price Index: The July 1998 Consumer Price Index for all urban consumers (CPI-U) rose 0.1 percent before seasonal adjustment to a level of 163.2 (1982-84=100). This compares to the June index of 163.0. For the 12-month period ending in July, the overall index has increased 1.7 percent. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Statistical Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of "Agricultural Prices". The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization in April are not designed directly to calculate sampling errors. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
