Prices Received Index Drops 3 Points The All Farm Products Index of Prices Received in September was 98 based on 1990-92=100, down 3 points (3.0 percent) from August. Price decreases from August for hogs, cattle, corn, and grapes more than offset price increases for milk, tobacco, tomatoes, and apples. The seasonal changes in the mix of commodities farmers sell also affect the overall index level. Lower seasonal marketings of cattle, broilers, wheat, and grapes more than offset the relatively higher marketings of soybeans, peanuts, corn, and cotton. These changes contributed one point of the three point decline in the overall index. Compared with September 1997, the All Farm Products Index was 9 points (8.4 percent) lower. Price decreases from September 1997 for hogs, corn, cattle, and wheat more than offset price increases for milk, broilers, grapes, and onions. Prices Paid Index Down 1 Point The September Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 113 percent of the 1990-92 average. The index was down 1 point (0.9 percent) from August 1998 and 4 points (3.4 percent) below September 1997. Since August, lower prices for feed components, feeder livestock, fertilizers, and fuels accounted for most of the index decline. Pr 1 (9-98) Prices Received by Farmers The September All Farm Products Index was 98 percent of its 1990-92 base, down 3.0 percent from August and down 8.4 percent from September 1997. All Crops: The September index was 100, down 3.8 percent from August and 12 percent below September 1997. From August, price decreases for feed grains and hay, fruits, and oilseeds more than offset price increases for tobacco and vegetables. Food Grains: The September index, at 86, was up 1.2 percent from the previous month but 32 percent below September 1997. The September all wheat price, at $2.37 per bushel, was down 2 cents from August and $1.29 below September 1997. This is the lowest monthly all wheat price since August 1987. Feed Grains & Hay: The September index was 83, down 8.8 percent from last month and 27 percent below September 1997. The corn price, at $1.76 per bushel, was down 14 cents from August and 76 cents below the September 1997 price. This is the lowest monthly corn price since December 1987. Oil-Bearing Crops: The September index, at 93, was down 5.1 percent from August and 16 percent below September 1997. Soybean prices, at $5.15 per bushel, decreased 28 cents from August and were $1.57 below September 1997. This is the lowest monthly soybean price since October 1987. Fruit and Nuts: The September fruit and nuts index, at 131, was down 7.7 percent from the previous month but up 0.8 percent from September 1997. Lower prices for grapes, lemons, and strawberries accounted for most of the decrease from August. Commercial Vegetables: The September index, at 112, was up 0.9 percent from last month but 5.1 percent below September 1997. Higher prices from last month for tomatoes, cucumbers, and cauliflower more than offset lower prices for lettuce and onions. Livestock and Products: The September index, at 97, was down 1.0 percent from the August index and 2.0 percent from September 1997. Compared with a year ago, prices were up for all milk and broilers, but were lower for cattle, hogs, calves, eggs, and turkeys. Meat Animals: The September index, at 73, was down 6.4 percent from last month and 21 percent from a year earlier. The September hog price was $29.40 per cwt, down $5.70 from August and $21.00 below a year ago. The September beef cattle price of $55.80 was down $1.60 from last month and $7.80 below September 1997. August cattle slaughter was down 2 percent from a year ago. However, heavier slaughter weights have kept beef production slightly above last year and resulted in lower cattle prices. Dairy Products: The September index, at 124, was up 5.1 percent from August and 24 percent above September 1997. The September all milk price, at $16.20 per cwt, was up 80 cents from July and up $3.10 from last year. August milk production was down 0.4 percent from last year. Prices increased for both fluid and manufacturing grade milk. Cheddar cheese prices continued to increase during September. Poultry and Eggs: The September index, at 128, was 3.0 percent below August but 10 percent above a year ago. The September broiler price at 45.9 cents per pound was down 1.0 cent from August, a seasonal decline. Market egg prices decreased 1.8 cents to 49.6 cents per dozen. Production increases and softness in demand contributed most to the decline in price. Turkey prices, continuing their seasonal increase, were up 1.4 cents from last month to 40.2 cents per pound. Turkey stocks in cold storage at the end of August were 5 percent below a year ago. Monthly prices refer to all potatoes sold in a given month regardless of the year harvested. Citrus Prices Revised State and U.S. monthly average prices and equivalent returns, and marketing year average prices for the 1995-96, 1996-97 and 1997-98 citrus crops are shown on pages 27 through 51 of this publication. These data, together with the September Agricultural Prices 1966-97 issues, supplement to the September 1965 issue, supplements to the October 1953-1964 issues and Statistical Bulletin No. 322 published in September 1962, bring to date the citrus price bulletin published as a supplement to the November 1952 issue of Agricultural Prices. Revised monthly prices refer to all fruit sold in a given month regardless of the crop year in which the fruit was harvested. Marketing year average prices refer to the prices received by growers for the entire marketing season for any one crop year. The crop year 1997-98 as shown on all citrus tables in this publication refers to the crop which bloomed in 1997 and was marketed during the 1997-98 season. For example, the 1997-98 marketing year average price received by California growers for tangerines refers to marketings from October 1997 through June 1998. In some years the season may vary a month or two, but a price was estimated only for those months with sufficient movement. Monthly and marketing year average prices are weighted by box size at the U.S. level for grapefruit, oranges, and tangerines. Approximate net contents per box are as follows: Grapefruit: Arizona and California - 67 lbs., Florida - 85 lbs., and Texas - 80 lbs; Lemons - 76 lbs; Limes - 88 lbs.; Oranges: Arizona and California - 75 lbs., Florida - 90 lbs., and Texas - 85 lbs.; Tangelos - 90 lbs.; Tangerines: Arizona and California - 75 lbs. and Florida - 95 lbs.; Temples - 90 lbs. Citrus prices are based on weighted average f.o.b. packed prices received for fresh fruit and weighted average prices received at the processing plant door for processing fruit. Equivalent returns for fresh and processed fruit are calculated at the packinghouse-door level and on-tree level by deducting hauling, picking, sorting, grading, packing, cooling, marketing, and other costs from the two base prices. In some cases, this results in negative returns. They include all grades and qualities. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of 2600 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Statistical Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's price represents a 3-5 day period around the mid-month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of "Agricultural Prices". Reliability: U.S. price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods of summarization for non-probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid by Farmers The September Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 113 (1990-92=100), down 0.9 percent from August 1998 and 3.4 percent below September 1997. Production Index: The farm production, goods, and services index for September 1998, at 110, was 0.9 percent below last month and 6.0 percent below last year. Since August, lower prices for feed components, feeder cattle and feeder pigs, fertilizers, and fuels accounted for most of the index decline. Feed: At 97, the feed index was 4.0 percent less than August and 22 percent less than last September. Since August all feed components, except for oats, had lower prices with feed concentrates and feed grains contributing most to the index decline. Livestock and Poultry: The index for livestock and poultry purchases was 80, 3.6 percent below last month and 17 percent below last year. The September feeder cattle and calf price and feeder pig price were both lower. Feeder cattle and calf price, at $66.00 per cwt, was down $3.40 from August. Fertilizer: The fertilizer index, at 111, was down 0.9 percent from August and 6.7 percent less than September a year ago. Since August, prices were lower for both nitrogen fertilizer materials and mixed fertilizers. Agricultural Chemicals: At 123, the chemical index increased 0.8 percent from last month and was up 2.5 percent from September 1997. Higher prices in September for herbicides more than offset lower insecticide prices. Fuels: The fuels index, at 80, was down 3.6 percent from a month earlier and 27 percent below September 1997. Compared to last month, prices were lower for gasoline and LP gas but unchanged for diesel fuel. Gasoline contributed most to the index decline. Farm Machinery: The September farm machinery index was 132, the same as August but 1.5 percent above last September. Since August, other machinery prices were marginally higher but not enough to change the index. Consumer Price Index: The August 1998 Consumer Price Index for all urban consumers (CPI-U) rose 0.1 percent before seasonal adjustment to a level of 163.4 (1982-84=100). This compares to the July index of 163.2. For the 12-month period ending in August, the overall index has increased 1.6 percent. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Statistical Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of "Agricultural Prices". The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization in April are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors for major items around 10 percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
