Prices Received Index Drops 1 Point The All Farm Products Index of Prices Received in February was 96 based on 1990-92=100, down 1 point (1.0 percent) from January. Price decreases from January for milk, soybeans, tomatoes, and corn more than offset price increases for cattle, hogs, oranges, and potatoes. The seasonal changes in the mix of commodities farmers sell also affect the overall index level. Higher seasonal marketings of milk, cattle, broilers, and eggs more than offset the relatively lower marketings of corn, soybeans, tobacco, and cotton. These seasonal marketing changes limited the decline in the overall index. Compared with February 1998, the All Farm Products Index was 5 points (5.0 percent) lower. Price decreases from February 1998 for corn, soybeans, hogs, and wheat more than offset price increases for milk, oranges, broilers, and almonds. Prices Paid Index Unchanged The February Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 115 percent of the 1990-92 average. The index was unchanged from January but 2 points (1.7 percent) below February 1998. Since January, lower prices for herbicides, feed grains, and LP gas were offset by higher prices for feeder pigs, feeder cattle, gasoline, and feed concentrates. Pr 1 (2-99) Prices Received by Farmers The February All Farm Products Index was 96 percent of its 1990-92 base, down 1.0 percent from January and down 5.0 percent from February 1998. All Crops: The February index was 97, down 1.0 percent from January and 11 percent below February 1998. From January, price decreases for oilseeds, vegetables, feed grains, and food grains more than offset price increases for potatoes and dry beans, tobacco, and fruit and nuts. Food Grains: The February index, at 101, was unchanged from the previous month but was 14 percent below February 1998. The February all wheat price, at $2.72 per bushel, was down 8 cents from January and 55 cents below February 1998. Feed Grains & Hay: The February index was 90, was down 1.1 percent from last month and 20 percent below February 1998. The corn price, at $2.01 per bushel, was down 5 cents from January and 54 cents below the February 1998 price. The all hay price, at $79.00 per ton, was up 20 cents from last month but was $17.10 below February 1998. Oil-Bearing Crops: The February index, at 88, was down 8.3 percent from January and 25 percent below February 1998. The soybean price, at $4.83 per bushel, decreased 49 cents from January and was $1.74 below February 1998. This was the lowest monthly soybean price since March 1987. Fruit and Nuts: The February fruit and nuts index, at 100, was unchanged from the previous month but up 15 percent from February 1998. An increase in the price of oranges offset declines in most other fruit prices. Commercial Vegetables: The February index, at 97, was down 9.3 percent from last month and was 17 percent below February 1998. Carrots, cauliflower, and snap beans were, the only vegetables with price increases from last month. Livestock and Products: The February index, at 95, was down 1.0 percent from last month but up 1.1 percent from February 1998. Compared with a year ago, prices were down for hogs, cattle, and calves but up for all milk, broilers, turkeys, and eggs. Meat Animals: The February index, at 77, was up 2.7 percent from last month but 6.1 percent below a year ago. The February hog price was $28.10 per cwt, up $1.80 from January but $7.80 below a year ago. The February beef cattle price of $60.20 was up $1.20 from last month but 20 cents below February 1998. Market hog supplies continue to decline and cattle in feedlots were down 3 percent on February 1. Poultry and Eggs: The February index, at 109, was 4.4 percent below January but 4.8 percent above a year ago. The February broiler price, at 36.6 cents per pound, was down 1.3 cents from January, with demand declining seasonally. Softer domestic demand and the weak export market decreased market egg prices 8.1 cents to 50.1 cents per dozen. Supplies of eggs continue to be above a year ago. Turkey prices increased 0.9 cent to 35.7 cents per pound as storage supplies and placements continue to run below a year earlier. Dairy Products: The February index, at 123, was down 7.5 percent from January but was 8.8 percent above February 1998. The February all milk price, at $16.00 per cwt, was down $1.40 from January but up $1.30 from last year. January milk production was up 3.7 percent from last year. Prices decreased for both fluid and manufacturing grade milk. Cheese prices decreased during February. Reliability of Prices Received Estimates Definition: Prices received represent sales from producers to first buyers. They include all grades and qualities. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of 2600 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Statistical Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's price represents a 3-5 day period around the mid-month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of "Agricultural Prices". Reliability: U.S. price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods of summarization for non-probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid by Farmers The February Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 115 (1990-92=100), the same as January 1999 but 1.7 percent below February 1998. Production Index: The farm production, goods, and services index for February, at 112, was up 0.9 percent from last month but 2.6 percent below last year. Since January higher prices for feeder pigs, feeder cattle, gasoline, feed concentrates, feed supplements, and diesel fuel more than offset lower prices for herbicides, feed grains,and LP gas. Feed: At 98, the feed index was 1.0 percent more than January but 14 percent less than last February. Since January, higher prices for concentrates, supplements, complete feeds, and hays and forages more than offset lower prices for feed grains. Livestock and Poultry: The index for livestock and poultry purchases, at 93, was 3.3 percent higher than than last month but 1.1 percent below February 1998. Since January, prices were higher for feeder pigs and feeder cattle. Fertilizer: The fertilizer index, at 107, was unchanged from January but 6.1 percent less than February a year ago. Since January, higher prices for mixed fertilizers offset slightly lower prices for potash and phosphate and nitrogen fertilizers. Agricultural Chemicals: At 115, the chemical index was down 2.5 percent from last month and 5.7 percent less than last February. Lower prices in February for herbicides more than offset higher prices for insecticides and other chemicals. Fuels: The fuels index, at 77, was up 4.1 percent from a month earlier but 19 percent below February 1998. Compared to last month, prices were higher for gasoline and diesel fuel but lower for LP gas. Farm Machinery: The February farm machinery index was 133, unchanged from January but 1.5 percent above last February. Since January, prices were slightly higher for self-propelled machinery. Consumer Price Index: The January 1999 Consumer Price Index for all urban consumers (CPI-U) rose 0.2 percent before seasonal adjustment to a level of 164.3 (1982-84=100). This compares to the December index of 163.9. For the 12-month period ending in January, the overall index has increased 1.7 percent. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for, agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Statistical Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of "Agricultural Prices". The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization in April are not designed directly to calculate sampling errors. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
