Prices Received Index Drops 4 Points The All Farm Products Index of Prices Received in July was 94 based on 1990-92=100, down 4 points (4.1 percent) from June. Price decreases from June for corn, wheat, hogs, and cattle more than offset price increases for milk, potatoes, oranges, and asparagus. The seasonal changes in the mix of commodities farmers sell also affect the overall index. Lower seasonal marketings of milk, cantaloupes, oranges, and potatoes more than offset the relatively higher marketings of grapes, wheat, tomatoes, and grain sorghum. Compared with July 1998, the All Farm Products Index was 8 points (7.8 percent) lower. Price decreases from July 1998 for corn, soybeans, broilers, and wheat more than offset price increases for cattle, turkeys, potatoes, and oranges. Prices Paid Index Down 1 Point The July Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 116 percent of the 1990-92 average. The index was down 1 point from June but unchanged from July 1998. Since June, lower prices for feed grains, feeder pigs, hay and forages, nitrogen fertilizers, and feed supplements were partially offset by higher prices for feeder cattle, insecticides, diesel fuel, feed concentrates, and gasoline. Prices Received by Farmers The July All Farm Products Index was 94 percent of its 1990-92 base, down 4.1 percent from June and down 7.8 percent from July 1998. All Crops: The July index was 93, down 7.0 percent from June and 13 percent below July 1998. From June, sharp price decreases for feed grains and hay, food grains, vegetables, and oilseeds much more than offset price increases for potatoes and dry beans. Food Grains: The July index, at 75, was down 14 percent from the previous month and 16 percent below July 1998. The July all wheat price, at $2.15 per bushel, was down 35 cents from June and 41 cents below July 1998. This is the lowest price since August 1977. Feed Grains & Hay: The July index was 80, down 12 percent from last month and 21 percent below July 1998. The corn price, at $1.65 per bushel, was down 32 cents from June and 54 cents below the July 1998 price. This is the lowest corn price since November 1987. The all hay price, at $78.40 per ton, was down $3.30 from last month and $10.20 below July 1998. Oil-Bearing Crops: The July index, at 73, was down 8.8 percent from June and 34 percent below July 1998. This is the lowest the index has been since the index was first calculated for 1975. The soybean price, at $4.04 per bushel, decreased 40 cents from June and was $2.10 below July 1998. This was the lowest July price since 1972. Fruit and Nuts: The July fruit and nuts index, at 133, was up 2.3 percent from the previous month and 3.1 percent above July 1998. Increases in the July prices of oranges, lemons, grapefruit, and pears more than offset declines in grape, peach, and strawberry prices. Commercial Vegetables: The July index, at 101, was down 9.0 percent from last month and 15 percent below July 1998. Price decreases during July for tomatoes, cantaloupes, carrots, and broccoli more than offset price increases for asparagus, cucumbers, snap beans, and onions. Livestock and Products: The July index, at 94, was down 1.1 percent from last month and 2.1 percent from July 1998. Compared with a year ago, prices were up for cattle, turkeys, and calves but down for broilers, hogs, all milk, and eggs. Meat Animals: The July index, at 81, was down 3.6 percent from last month but 1.3 percent above a year ago. The July hog price, at $31.20 per cwt, was down $3.00 from June and $5.70 below a year ago. Year to date pork production is 4 percent above last year. The July beef cattle price of $62.10 was down $1.60 from last month but $3.70 above July 1998. July Cattle on feed numbers were up 4 percent from last year. Poultry and Eggs: The July index, at 113, was unchanged from June but 8.1 percent below a year ago. The July broiler price, at 38.1 cents per pound, decreased 0.4 cent from June and was 5.9 cents below a year earlier. Market egg prices increased 2.3 cents to 39.9 cents per dozen. Turkey prices increased 0.3 cent to 41.8 cents per pound. Weekly broiler chick placements during June and July have been running 3-4 percent above a year earlier. Egg production was up 4 percent in June. Cold storage holdings of turkeys on June 30, 1999 were 15 percent lower than a year earlier. Dairy Products: The July index, at 104, was up 4.0 percent from June but down 4.6 percent from July 1998. The July all milk price, at $13.60 per cwt, was up 50 cents from June but down 60 cents from last year. June milk production was up 3.4 percent from last year. July prices increased for both fluid and manufacturing grade milk. Cheese prices have increased for the past eight weeks. They include all grades and qualities. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of 2600 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Statistical Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's price represents a 3-5 day period around the mid-month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of "Agricultural Prices". Reliability: U.S. price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods of summarization for non-probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid by Farmers The July Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 116 (1990-92=100), 0.9 percent less than June 1999 but unchanged from July 1998. Production Index: The farm production, goods, and services index for July, at 113, was unchanged from last month but 1.7 percent below last year. Since June, lower prices for feed grains, feeder pigs, hay and forages, nitrogen fertilizers, and feed supplements offset higher prices for feeder cattle, insecticides, diesel fuel, feed concentrates, and gasoline. Feed: The feed index, at 97, was 3.0 percent less than June and 13 percent below last July. Since June, lower prices for feed grains, hay and forages, and feed supplements more than offset higher prices for feed concentrates. Livestock and Poultry: The index for livestock and poultry purchases, at 92, was 1.1 percent lower than than last month but 11 percent above last year. Since June, lower prices for feeder pigs more than offset higher prices for feeder cattle. Fertilizer: The fertilizer index, at 104, was down 1.0 percent from June and 8.0 percent less than July a year ago. Since June, lower prices for nitrogen fertilizers more than offset slightly higher prices for potash and phosphate materials. Agricultural Chemicals: The chemical index, at 125, was up 4.2 percent from last month and 2.5 percent more than last July. Prices were higher in July for both insecticides and other chemicals. Fuels: The fuels index, at 97, was up 5.4 percent from a month earlier and 11 percent above July 1998. Compared to last month, prices were higher for all fuel components. Farm Machinery: The July farm machinery index was 135, unchanged from June but 1.5 percent above last July. Since June, slightly lower prices for self-propelled machinery offset slightly higher prices for other machinery. Consumer Price Index: The June 1999 Consumer Price Index for all urban consumers (CPI-U) before seasonal adjustment, at 166.2 (1982-84=100), was unchanged from May. For the 12-month period ending in June, the overall index increased 2.0 percent. Prices Paid by Farmers Definition: Prices paid by farmers represent the average costs of inputs purchased by farmers and ranchers to produce agricultural commodities. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Statistical Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of "Agricultural Prices". The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization in April are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors for major items around 10 percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
