Prices Received Index Declines 5 Points The preliminary All Farm Products Index of Prices Received in October was 92 based on 1990-92=100, down 5 points (5.2 percent) from the September index. The seasonal change in the mix of commodities farmers sell affect the overall index. Lower seasonal marketings of milk, wheat, tobacco, and grapes more than offset the relatively higher marketings of soybeans, corn, cotton lint and cottonseed. These marketing changes decreased the index four points. Price decreases from September account for one point of the decline. Lower prices for broilers, corn, milk, and eggs more than offset price increases for cattle, tobacco, oranges, and cucumbers. Compared with October 1998, the All Farm Products Index was 7 points (7.1 percent) lower. Price decreases from October 1998 for soybeans, broilers, milk, and corn more than offset price increases for cattle, calves, hogs, and oranges. Prices Paid Index Unchanged The October Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 116 percent of the 1990-92 average. The index was unchanged from September but 2 points (1.8 percent) above October 1998. Since September, lower prices for feed grains, feed concentrates, mixed fertilizers, and potash and phosphate materials were offset by higher prices for feeder cattle, feeder pigs, complete feeds, and nitrogen fertilizers. Pr 1 (10-99)a Prices Received by Farmers The October All Farm Products Index was 92 percent of its 1990-92 base, down 5.2 percent from the September index and 7.1 percent below the October 1998 index. All Crops: The October index was 88, down 7.4 percent from September and 12 percent below October 1998. Price decreases from September for feed grains and hay, vegetables, potatoes and dry beans, and oilseeds more than offset price increases for tobacco and cotton. Food Grains: The October index, at 87, was down 1.1 percent from the previous month and 13 percent below October 1998. The October all wheat price, at $2.49 per bushel, was down 8 cents from the September price and 28 cents below October 1998. Feed Grains & Hay: The October index was 75, down 7.4 percent from last month and 12 percent below October 1998. The corn price, at $1.66 per bushel, was down 9 cents from September and 25 cents below the October 1998 price. The all hay price, at $73.70 per ton, was down 80 cents from last month and $10.10 below October 1998. Oil-Bearing Crops: The October index, at 81, was down 2.4 percent from the revised September index and 13 percent below October 1998. The soybean price, at $4.49 per bushel, decreased 8 cents from September and was 69 cents below October 1998. Fruit and Nuts: The October fruit and nuts index, at 131, was unchanged from the previous month but 4.0 percent above October 1998. Increases in the prices of oranges, apples, lemons, and pears offset decreases in the prices of strawberries, grapes, and grapefruit. Commercial Vegetables: The October index, at 97, was down 6.7 percent from last month and 27 percent below October 1998. Price decreases for tomatoes, onions, broccoli, and celery more than offset price increases for cucumbers, lettuce, snap beans, and sweet corn. Livestock and Products: The October index, at 97, was down 1.0 percent from both last month and October 1998. Compared with a year ago, prices were up for cattle, hogs, calves, and turkeys but down for all milk, broilers, and eggs. Meat Animals: The October index, at 87, was up 3.6 percent from last month and up 16 percent from a year ago. The October hog price was $34.10 per cwt, up 40 cents from September and up $6.30 from a year ago. Strong retail demand and slightly higher exports pushed the price up. The October beef cattle price of $66.10 per cwt was $2.30 higher than last month and $8.10 above October 1998. Poultry and Eggs: The October index, at 102, was down 7.3 percent from September and 19 percent below a year ago. The October broiler price at 33.5 cents per pound decreased 3.0 cents from September. Prices were pushed down due to increased fourth quarter broiler production and strong competition from larger red meat supplies. Market egg prices decreased 7.6 cents to 32.1 cents per dozen. Market egg layer numbers on October 1 were 3.7 percent above a year ago and September egg production was 6 percent above a year earlier. Turkeys increased 0.9 cent to 45.4 cents per pound. End of September cold storage holdings of turkeys were 14 percent lower than a year earlier. Dairy Products: The October index, at 119, was down 1.7 percent from September and 13 percent from October 1998. The October all milk price, at $15.50 per cwt, was down 30 cents from September and down $2.20 from last year. September milk production was up 5.3 percent from last year. October prices decreased for both fluid and manufacturing grade milk. Cheese prices decreased during the first three weeks of October. They include all grades and qualities. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of 2600 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Statistical Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's price represents a 3-5 day period around the mid-month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of "Agricultural Prices". Reliability: U.S. price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods of summarization for non-probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid by Farmers The October Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 116 (1990-92=100), the same as September 1999 but 1.8 percent above October 1998. Production Index: The October farm production, goods, and services index, at 113, was up 0.9 percent from last month and 2.7 percent above last year. Higher prices in October for feeder cattle, feeder pigs, complete feeds, and nitrogen fertilizers more than offset lower prices for feed grains, feed concentrates, mixed fertilizers, and potash and phosphate materials. Feed: The feed index, at 98, was the same as September but 1.0 percent below last October. Since September, lower prices for feed grains, feed concentrates, feed supplements, and hay and forages offset higher prices for complete feeds. Livestock and Poultry: The index for livestock and poultry purchases, at 101, was 7.4 percent higher than last month and 17 percent above last year. Since September, prices were higher for feeder cattle and feeder pigs. Fertilizer: The fertilizer index, at 105, was up 1.0 percent from September but 3.7 percent less than October a year ago. Since September, higher prices for nitrogen fertilizers more than offset lower prices for mixed fertilizers and potash and phosphate materials. Agricultural Chemicals: The chemical index, at 123, was down 0.8 percent from last month but up 0.8 percent from last October. Lower prices in October for herbicides and insecticides more than offset higher prices for other chemicals. Fuels: The fuels index, at 116, was unchanged from a month earlier but 43 percent above October 1998. Compared to last month, prices were slightly lower for gasoline but slightly higher for diesel fuel. Farm Machinery: The October farm machinery index was 132, unchanged from September but 1.5 percent below last October. Consumer Price Index: The September 1999 Consumer Price Index for all urban consumers (CPI-U) rose 0.5 percent before seasonal adjustment to a level of 167.9 (1982-84=100). This compares to the August index of 167.1. For the 12-month period ending in September, the overall index has increased 2.6 percent. Prices Paid by Farmers Definition: Prices paid by farmers represent the average costs of inputs purchased by farmers and ranchers to produce agricultural commodities. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Statistical Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of "Agricultural Prices". The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization in April are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors for major items around 10 percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
