Prices Received Index Increases 2 Points The preliminary All Farm Products Index of Prices Received in November was 93 based on 1990-92=100, up 2 points (2.2 percent) from the October index. The seasonal change in the mix of commodities farmers sell affect the overall index. Higher seasonal marketings of cotton, milk, cattle, and cottonseed more than offset the relatively lower marketings of soybeans, peanuts, potatoes, and lettuce. These marketing changes account for most of the November index increase. Higher prices for broilers, eggs, potatoes, and corn slightly offset price decreases for milk, soybeans, oranges, hogs, and lettuce. Compared with November 1998, the All Farm Products Index was 6 points (6.1 percent) lower. Price decreases from November 1998 for milk, cotton, soybeans, and corn more than offset price increases for cattle, hogs, apples, and calves. Prices Paid Index Unchanged The November Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 117 percent of the 1990-92 average. The index was unchanged from October but 3 points (2.6 percent) above November 1998. Lower prices in November for herbicides, potash and phosphate materials, and mixed fertilizers were offset by higher prices for feeder cattle, feed concentrates, nitrogen fertilizers, and feeder pigs. Prices Received by Farmers The November All Farm Products Index was 93 percent of its 1990-92 base, up 2.2 percent from the October index but 6.1 percent below the November 1998 index. All Crops: The November index was 89, up 1.1 percent from October but 12 percent below November 1998. Price increases from October for feed grains and hay, potatoes and dry beans, vegetables, and cotton partially offset price decreases for oilseeds, fruit and nuts, tobacco, and food grains. Food Grains: The November Food Grains Index, at 87, was unchanged from the previous month but 17 percent below November 1998. The November all wheat price, at $2.54 per bushel, was down 4 cents from the October price and 41 cents below November 1998. A major factor in the decline was the lower prices received for poor quality durum wheat sold for livestock feed. Feed Grains & Hay: The November index was 77, up 1.3 percent from last month but 10 percent below November 1998. The corn price, at $1.72 per bushel, was up 3 cents from October but 21 cents below the November 1998 price. Expectations for 1999/2000 marketing year ending stocks of over 2 billion bushels are keeping prices low. The all hay price, at $74.00 per ton, was up 30 cents from last month but $7.40 below November 1998. The increase was mostly due to a $1.30 per ton increase in the alfalfa hay price. Oil-Bearing Crops: The November Oil-Bearing Crops Index, at 80, was unchanged from the October index but 21 percent below November 1998. The soybean price, at $4.35 per bushel, decreased 12 cents from October and was $1.04 below November 1998. Cotton: The November index, at 77, was up 1.3 percent from October but 28 percent below November 1998. The cotton price, at 46.8 cents per pound, was up 0.9 cent from October. Reinstatement of Step 2, the export subsidy to encourage sales abroad, has given prices a slight boost. Cottonseed prices were up from last month but well below last year. Livestock and Products: The November index, at 98, was up 2.1 percent from last month and 1.0 percent from November 1998. Compared with a year ago, prices were up for hogs, cattle, calves, and turkeys but down for all milk, broilers, and eggs. Meat Animals: The November Meat Animals Index, at 87, was unchanged from last month but up 21 percent from a year ago. The November hog price was $32.90 per cwt, down $1.10 from October but up $14.10 from a year ago. The November beef cattle price of $66.20 was unchanged from last month but $8.10 above November 1998. Strong retail demand continues to support farm prices. Dairy Products: The November index, at 110, was down 4.3 percent from October and 19 percent from November 1998. The November all milk price, at $14.40 per cwt, was down 60 cents from October and $3.40 from last year. October milk production was up 4.3 percent from last year. November prices decreased for both fluid and manufacturing grade milk. Cheese prices decreased the first three weeks of November. Poultry and Eggs: The November index, at 114, was up 12 percent from October but 8.1 percent below a year ago. The November broiler price, at 37.4 cents per pound, was up 3.9 cents from October. Supplies were tight for some regions due to the holiday processing schedule. Market egg prices increased 16.9 cents to 49.0 cents per dozen, a seasonal increase in prices due to holiday demand. Turkey prices increased 0.2 cent to 45.6 cents per pound, as cold storage holdings of turkeys remain below last year's level. Reliability of Prices Received Estimates Definition: Prices received represent sales from producers to first buyers. They include all grades and qualities. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of 2600 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Statistical Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's price represents a 3-5 day period around the mid-month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of "Agricultural Prices". Reliability: U.S. price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods of summarization for non-probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid by Farmers The November Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 117 (1990-92=100), the same as October 1999 but 2.6 percent above November 1998. Production Index: The November Farm Production, Goods, and Services Index, at 114, was up 0.9 percent from last month and 3.6 percent above last year. Higher prices in November for feeder cattle, feed concentrates, nitrogen fertilizers, and feeder pigs more than offset lower prices for herbicides, potash and phosphate materials, and mixed fertilizers. Feed: The Feed Index, at 101, was 2.0 percent higher than the October index but 1.0 percent below last November. Since October, prices were higher for all feed components. Livestock and Poultry: The index for livestock and poultry purchases, at 105, was 4.0 percent higher than last month and 22 percent above last year. Since October, prices were higher for both feeder cattle and calves and feeder pigs. The November feeder cattle price, at $88.30 per cwt, was up $3.00 per cwt from October and $15.80 per cwt above November 1998. Fertilizer: The Fertilizer Index, at 107, was up 1.9 percent from October but 0.9 percent less than November a year ago. Higher November prices for nitrogen fertilizers more than offset lower prices for potash and phosphate materials and mixed fertilizers. Agricultural Chemicals: The chemical index, at 125, was up 0.8 percent from last month and 2.5 percent above November 1998. Higher prices in November for insecticides more than offset lower prices for herbicides. Fuels: The Fuels Index, at 116, was up 2.7 percent from October and 49 percent above November 1998. All fuel component prices were higher during November. Compared to last year, the LP Gas Index was up 99 percent; the Diesel Index was up 43 percent; and the Gasoline Index was up 38 percent. Farm Machinery: The November Farm Machinery Index was 133, up 0.8 percent from October but 0.7 percent below last November. Tractors and other machinery prices were higher during November while self-propelled machinery prices were unchanged. Consumer Price Index: The Consumer Price Index for All Urban Consumers (CPI-U) rose 0.2 percent in October, before seasonal adjustment, to a level of 168.2 (1982-84=100). For the 12-month period ending in October, the CPI-U has increased 2.6 percent. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Statistical Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of "Agricultural Prices". The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization in April are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors for major items around 10 percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
