Prices Received Index Drops 2 Points The preliminary All Farm Products Index of Prices Received in December was 91 based on 1990-92=100, down 2 points (2.2 percent) from the November index. Lower prices for milk, soybeans, wheat, and oranges more than offset price increases for lettuce, hogs, calves, and corn. The seasonal change in the mix of commodities farmers sell also affects the overall index. Lower seasonal marketings of cattle, grapes, soybeans, and corn more than offset the relatively higher marketings of tobacco, wheat, milk, and broilers. These marketing changes account for about one-half point of the December index decrease. Compared with December 1998, the All Farm Products Index was 7 points (7.1 percent) lower. Price decreases from December 1998 for milk, cotton, soybeans, and corn more than offset price increases for hogs, cattle, lettuce, and apples. Prices Paid Index Unchanged The December Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 117 percent of the 1990-92 average. The index was unchanged from November but 3 points (2.6 percent) above December 1998. Lower prices in December for hay and forages, mixed fertilizers, insecticides, and feed supplements were offset by higher prices for feeder cattle, feeder pigs, diesel fuel, and feed grains. Pr 1 (12-99) Prices Received by Farmers The December All Farm Products Index was 91 percent of its 1990-92 base, down 2.2 percent from the November index and 7.1 percent below the December 1998 index. All Crops: The December index was 88, down 1.1 percent from November and 12 percent below December 1998. Price decreases from November for oilseeds, food grains, fruit and nuts, and cotton more than offset price increases for vegetables, tobacco, and feed grains and hay. Food Grains: The December Food Grains Index, at 83, was down 6.7 percent from the previous month and 18 percent below December 1998.The December all wheat price, at $2.43 per bushel, was down 23 cents from the November price and 43 cents below December 1998. Feed Grains & Hay: The December index was 78, up 1.3 percent from last month but 12 percent below December 1998. The corn price, at $1.72 per bushel, was up 2 cents from November but 28 cents below the December 1998 price. The all hay price, at $71.10 per ton, was down $2.90 from last month and $6.40 below December 1998. Alfalfa hay prices were down from last month but other hay prices were up. Oil-Bearing Crops: The December Oil-Bearing Crops Index, at 79, was down 3.7 percent from the November index and 23 percent below December 1998. The soybean price, at $4.29 per bushel, decreased 16 cents from November and was $1.08 below December 1998. Cotton: The December index, at 72, was down 2.7 percent from November and 28 percent below December 1998. The cotton price, at 43.6 cents per pound, was down 1.1 cents from November. Cottonseed prices were up from last month but well below last year. Livestock and Products: The December index, at 95, was down 3.1 percent from last month and 2.1 percent from December 1998. Compared with a year ago, prices were higher for hogs, cattle, calves, and turkeys but lower for all milk, eggs, and broilers. Meat Animals: The December index, at 87, was unchanged from last month but up 32 percent from a year ago. The December hog price was $35.40 per cwt, up $2.00 from November and $20.70 from a year ago. The December beef cattle price of $66.40 was up 20 cents from last month and $9.60 from December 1998. Strong retail demand continues to support farm prices. Dairy Products: The December index, at 95, was down 13 percent from November and 32 percent from December 1998. The December all milk price, at $12.40 per cwt, was down $1.90 from November and $5.60 from last year. December prices decreased for both fluid and manufacturing grade milk. Cheese prices decreased the first two weeks of December but increased the third week. Poultry and Eggs: The December index, at 110, was 3.5 percent below November and 7.6 percent below a year ago. The December broiler price, at 36.8 cents per pound, was down 0.6 cent from November, a seasonal decline with adequate supply. Market egg prices decreased 5.7 cents to 43.3 cents per dozen. Supplies of eggs continue to be plentiful. Turkey prices decreased 3.4 cents to 42.2 cents per pound, following a seasonal trend. Reliability of Prices Received Estimates Definition: Prices received represent sales from producers to first buyers. They include all grades and qualities. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of 2600 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Statistical Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's price represents a 3-5 day period around the mid-month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of "Agricultural Prices". Reliability: U.S. price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods ofsummarization for non-probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid by Farmers The December Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 117 (1990-92=100), the same as November 1999 but 2.6 percent above December 1998. Production Index: The December farm production, goods, and services index, at 114, was up 0.9 percent from last month and 3.6 percent above last year. Higher prices in December for feeder cattle, feeder pigs, diesel fuel, and feed grains more than offset lower prices for hay and forages, mixed fertilizers, insecticides, and feed supplements. Feed: The feed index, at 99, was the same as November but 3.9 percent below last December. Since November, lower prices for hay and forages, feed concentrates, and feed supplements offset higher prices for feed grains and complete feeds. Livestock and Poultry: The index for livestock and poultry purchases, at 110, was 4.8 percent higher than last month and 29 percent above last year. Since November, prices were higher for both feeder cattle and feeder pigs. The December feeder cattle price of $91.90 per cwt was $3.60 above the November price. Fertilizer: The fertilizer index, at 104, was unchanged from November but 2.8 percent less than December a year ago. Since November, prices were slightly lower for mixed fertilizers, nitrogen fertilizers, and potash and phosphate materials. Agricultural Chemicals: The chemical index, at 122, was down 0.8 percent from last month and the same as December last year. Prices were lower in December for insecticides. Fuels: The fuels index, at 121, was up 1.7 percent from a month earlier and 78 percent above December 1998. Compared to last month, prices were higher for diesel fuel, gasoline, and LP gas. Farm Machinery: The December farm machinery index, at 133, was unchanged from November but 0.7 percent below last December. Since November, prices were slightly higher for other machinery and self-propelled machinery. Consumer Price Index: The Consumer Price Index for All Urban Consumers (CPI-U) rose 0.1 percent in November, before seasonal adjustment, to a level of 168.3 (1982-84=100). For the 12-month period ending in November, the overall index has increased 2.6 percent. Prices Paid by Farmers Definition: Prices paid by farmers represent the average costs of inputs purchased by farmers and ranchers to produce agricultural commodities. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for, agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Statistical Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of "Agricultural Prices". The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization in April are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors for major items around 10 percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
