Prices Received Index Increases 2 Points The preliminary All Farm Products Index of Prices Received in February was 92 based on 1990-92=100, up 2 points (2.2 percent) from the January index. The seasonal change in the mix of commodities farmers sell affects the overall index. Higher seasonal marketings of milk, cattle, broilers, and hogs more than offset the relatively lower marketings of corn, soybeans, tobacco, and cotton. These marketing changes accounted for most of the February index increase. Higher prices for hogs, eggs, corn, and soybeans offset price decreases for lettuce, broilers, milk, and apples. Compared with February 1999, the All Farm Products Index was 4 points (4.2 percent) lower. Price decreases from February 1999 for milk, lettuce, oranges, and cotton more than offset price increases for cattle, hogs, calves, and apples. Prices Paid Index Up 1 Point The February Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 119 percent of the 1990-92 average. The index was up 1 point from January and 4 points (3.5 percent) above February 1999. Higher prices in February for diesel fuel, nitrogen fertilizers, feed grains, and feeder pigs more than offset lower prices for feeder cattle, herbicides, feed supplements, and LP gas. Pr 1 (2-00) Prices Received by Farmers The February All Farm Products Index was 92 percent of its 1990-92 base, up 2.2 percent from the January index but 4.2 percent below the February 1999 index. All Crops: The February index was 89, up 2.3 percent from January but 9.2 percent below February 1999. Price increases from January for feed grains and hay, oilseeds, food grains, and fruit and nuts more than offset price decreases for vegetables and potatoes and dry beans. Food Grains: The February Food Grains Index, at 87, was up 2.4 percent from the previous month but 14 percent below February 1999. The February all wheat price, at $2.58 per bushel, was up 8 cents from the January price but 15 cents below February 1999. The rice price, at $6.09 per cwt, was up 6 cents from last month but $2.93 below a year earlier. Feed Grains & Hay: The February index was 87, up 3.6 percent from last month but 4.4 percent below February 1999. The corn price, at $1.96 per bushel, was up 6 cents from January but 9 cents below the February 1999 price and the lowest February price since February 1988. The all hay price, at $72.60 per ton, was up 80 cents from last month but $7.30 below February 1999. Both alfalfa and other hay prices were up from last month but below a year earlier. Oil-Bearing Crops: The February Oil-Bearing Crops Index, at 85, was up 3.7 percent from the January index but 3.4 percent below February 1999. The soybean price, at $4.75 per bushel, increased 13 cents from January but was 5 cents below February 1999. Cotton: The February index, at 72, was up 1.4 percent from January but 22 percent below February 1999. The cotton price, at 43.4 cents per pound, was up 0.3 cent from January but down 12.2 cents from last February. This is the lowest February cotton price since 1975. Cottonseed prices, at $108.00 per ton, were up $7.00 from last month. Livestock and Products: The February index, at 94, was unchanged from last month and from February 1999. Compared with a year ago, prices were higher for cattle, hogs, calves, and eggs but lower for all milk and broilers. Turkeys prices were unchanged from last year. Meat Animals: The February index, at 91, was up 1.1 percent from last month and 18 percent from a year ago. The February hog price was $39.60 per cwt, up $2.80 from January and $11.90 from a year ago. Strong retail demand and a decrease in slaughter continue to hold hog prices up. The February beef cattle price of $67.50 was down 30 cents from last month but up $6.90 from February 1999. Dairy Products: The February index, at 90, was down 2.2 percent from January and 24 percent from February 1999. The February all milk price, at $11.80 per cwt, was down 20 cents from January and down $3.70 from last year. January milk production was up 4.7 percent from last year. February prices decreased for both fluid and manufacturing grade milk. Cheese prices showed little change through the first three weeks of February. Poultry and Eggs: The February index, at 104, was unchanged from January but 4.6 percent below a year ago. The February broiler price, at 33.5 cents per pound, was down 1.5 cents from January. Market egg prices increased 12.6 cents during February to 52.3 cents per dozen. An increase in export demand caused prices to move higher. Turkey prices decreased 0.7 cent to 35.7 cents per pound, following a normal seasonal pattern. Reliability of Prices Received Estimates Definition: Prices received represent sales from producers to first buyers. They include all grades and qualities. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of 2600 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Statistical Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's price represents a 3-5 day period around the mid-month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of "Agricultural Prices". Reliability: U.S. price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods of summarization for non-probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid by Farmers The February Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 119 (1990-92=100), 0.8 percent higher than January and 3.5 percent above February 1999. Production Index: The February farm production, goods, and services index, at 115, was unchanged from last month but 3.6 percent above last year. Lower prices in February for feeder cattle, herbicides, feed supplements, and LP gas offset higher prices for diesel fuel, nitrogen fertilizers, feed grains, and feeder pigs. Feed: The Feed Index, at 103, was 1.0 percent more than January but unchanged from February 1999. Since January, higher prices for feed grains, hay and forages, complete feeds, and feed concentrates more than offset lower prices for feed supplements. Livestock and Poultry: The index for livestock and poultry purchases, at 109, was 1.8 percent lower than last month but 16 percent above last year. Since January, lower prices for feeder cattle more than offset higher prices for feeder pigs. The February feeder cattle price at, $89.00 per cwt, was down $3.20 per cwt from the January price. Fertilizer: The Fertilizer Index, at 109, was up 1.9 percent from January and 2.8 percent more than February a year ago. Since January, higher prices for nitrogen fertilizers and mixed fertilizers more than offset lower prices for potash and phosphate materials. Agricultural Chemicals: The chemical index, at 119, was down 1.7 percent from last month and 0.8 percent below last February. Lower prices in February for herbicides and other chemicals more than offset higher prices for insecticides. Fuels: The Fuels Index, at 132, was up 5.6 percent from a month earlier and 100 percent above February 1999. Compared to last year the diesel fuels index was up 113 percent. The gasoline index was up 79 percent from last year. Compared to last month, prices were higher for both diesel fuel and gasoline but lower for LP gas. Farm Machinery: The February Farm Machinery Index was 133, unchanged from January but 0.7 percent below last February. Since January, prices were slightly higher for tractors, self-propelled machinery, and other machinery. Consumer Price Index: The January 2000 Consumer Price Index for all urban consumers (CPI-U) rose 0.2 percent before seasonal adjustment to a level of 168.7 (1982-84=100). This compares to the December 1999 index of 168.3. For the 12-month period ending in January, the overall index has increased 2.7 percent. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for, agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Prices Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Statistical Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of "Agricultural Prices". The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
