Changes were also made to 1999-2000 monthly prices for WI and U.S. All Hay, Alfalfa Hay and Other Hay on pages A-44 through A-49. *********************************************************************** Prices Received Index Declines 1 Point The preliminary All Farm Products Index of Prices Received in August was 97 based on 1990-92=100, down 1 point (1.0 percent) from the July index. Lower prices for broilers, cattle, hogs, and corn more than offset price increases for eggs, tomatoes, sweet corn, and grapes. The seasonal change in the mix of commodities farmers sell often affects the overall index. Higher seasonal marketings of tobacco, cattle, grapes, and sweet corn more than offset lower marketings of wheat, hay, milk, and broilers. These marketing changes kept the index from falling one more point. Compared with August 1999, the All Farm Products Index was 2 points (2.0 percent) lower. Price decreases from August 1999 for milk, corn, broilers, and oranges more than offset price increases for hogs, cattle, sweet corn, and calves. Prices Paid Index Down 1 Point The August Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 119 percent of the 1990-92 average. The index was down 0.8 percent from July but 4 points (3.5 percent) above August 1999. Lower prices in August for feeder cattle, feed concentrates, feed grains, and feeder pigs more than offset higher prices for nitrogen fertilizers, diesel fuel, LP gas, and other chemicals. Prices Received by Farmers The August All Farm Products Index was 97 percent of its 1990-92 base, down 1.0 percent from July and 2.0 percent from August 1999. All Crops: The August index was 97, up 1.0 percent from July but 3.0 percent below August 1999. Price increases from last month for fruits and nuts, tobacco, and cotton more than offset price decreases for feed grains and hay and food grains. Food Grains: The August index, at 78, was unchanged from last month's revised index but 10.3 percent below August 1999. The August all wheat price, at $2.30 per bushel, was down 2 cents from the July price and 23 cents below August 1999. The August all wheat production forecast was up 1 percent from July. Feed Grains & Hay: The August index was 77, down 6.1 percent from last month's revised index and 9.4 percent below August 1999. The corn price, at $1.48 per bushel, was down 16 cents from July and 27 cents below the August 1999 price. This is the lowest price since August 1987. Corn Production is forecast at a record high level. The all hay price, at $80.50 per ton, was up 30 cents from last month and $1.60 above August 1999. Oil-Bearing Crops: The August index, at 78, was down 3.7 percent from the revised July index but unchanged from August 1999. The soybean price, at $4.38 per bushel, decreased 15 cents from July and 1 cent from August 1999. Soybeans production is expected to be 9 percent larger than the previous record. Fruit and Nuts: The August fruit and nuts index, at 129, was up 4.9 percent from the previous month but down 6.5 percent from August 1999. Increases in the prices of grapes, lemons, peaches, and apples more than offset declines in the prices of strawberries and oranges. Commercial Vegetables: The August index, at 118, was unchanged from last month's revised index but 12 percent above August 1999. Price increases for tomatoes, sweet corn, celery, and asparagus were offset by price decreases for onions, broccoli, cantaloupes, and cucumbers. Livestock and Products: The August index, at 97, was down 3.0 percent from last month and down 1.0 percent from August 1999. Compared with a year ago, prices were higher for hogs, cattle, calves, and eggs but lower for all milk and broilers. Meat Animals: The August index, at 92, was down 4.2 percent from last month but up 8.2 percent from a year ago. The August hog price was $44.40 per cwt, down $4.10 from July but up $8.20 from a year ago. Hog slaughter has started to increase seasonally. The August beef cattle price of $65.10 was down $2.40 from last month but up $1.60 from August 1999. August cattle on feed numbers were up 11 percent from last year. Dairy Products: The August index, at 96, was down 1.0 percent from July and down 17 percent from August 1999. The August all milk price at $12.50 per cwt, was down 20 cents from July and down $2.60 from last year. August prices decreased for both fluid and manufacturing grade milk. Cheese prices have decreased since the beginning of August. Poultry and Eggs: The August index, at 110, was down 1.8 percent from both last month and August last year. The August broiler price, at 35.0 cents per pound, was down 2.5 cents from July, with steady to slow demand and adequate supplies. Market egg prices increased 13.3 cents per dozen from July to 50.7 cents per dozen with moderate to good demand and some regional shortages of breaking stock. Turkey prices increased 1.0 cent seasonally to 42.9 cents per pound. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of 2600 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Statistical Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's price represents a 3-5 day period around the mid-month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of "Agricultural Prices". Reliability: U.S. price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods of summarization for non-probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid by Farmers The August Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 119 (1990-92=100), 0.8 percent lower than July 2000 but 3.5 percent above August 1999. Production Index: The August farm production, goods, and services index, at 116, was unchanged from last month but 4.5 percent above last year. Lower prices in August for feeder cattle, feed concentrates, feed grains, and feeder pigs offset higher prices for nitrogen fertilizers, diesel fuel, LP gas, and other chemicals. Feed: The Feed Index, at 97, was 3.0 percent less than July but unchanged from last August. Since July, lower prices for feed concentrates, feed grains, complete feeds, and feed supplements more than offset slightly higher prices for hay and forages. Livestock and Poultry: The index for livestock and poultry purchases, at 107, was 3.6 percent lower than last month but 19 percent above last year. Since July, prices were lower for feeder cattle and feeder pigs. The August feeder cattle price, at $90.20 per cwt, was down $3.40 per cwt from the July price. Fertilizer: The Fertilizer Index, at 115, was up 2.7 percent from July and 12 percent more than August a year ago. Since July, prices were higher for all components. Agricultural Chemicals: The chemical index, at 121, was unchanged from both last month and last August. Slightly lower prices in August for insecticides offset slightly higher prices for herbicides and other chemicals. Fuels: The Fuels Index, at 129, was down 0.8 percent from a month earlier but 22 percent above August 1999. Compared to last month, prices were lower for gasoline but slightly higher for diesel fuel and LP gas. Farm Machinery: The August Farm Machinery Index was 139, unchanged from July but 2.2 percent above last August. Consumer Price Index: The July 2000 Consumer Price Index for all urban consumers (CPI-U) rose 0.2 percent before seasonal adjustment to a level of 172.6 (1982-84=100). This compares to the June index of 171.3. For the 12-month period ending in July, the overall index has increased 3.5 percent. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Statistical Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of "Agricultural Prices". The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization in April are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors for major items around 10 percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
