Prices Received Index Up 4 Points The Preliminary All Farms Products Index of Prices Received in November was 97 based on 1990-92=100, up 4 points (4.3 percent) from the October Index. Higher prices for broilers, cattle, corn and cauliflower were partially offset by lower prices for hogs, peanuts, milk and apples. The seasonal change in the mix of commodities farmers sell often affects the overall index. Higher seasonal marketings of cotton, milk, cattle and cottonseed were partially offset by lower marketings of soybeans, peanuts, potatoes and lettuce. Compared with November 1999, the All Farm Products Index was 4 points (4.3 percent) higher. Price increases from November 1999 for cotton, cattle, corn and tomatoes were partially offset by lower prices for milk, apples, oranges and potatoes. Prices Paid Index Unchanged The November Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 121 percent of the 1990-92 average. The index was unchanged from October but 5 points (4.3 percent) above November 1999. Lower prices in November for diesel fuel and gasoline were offset by higher prices for nitrogen fertilizers, complete feeds, feeder cattle, and feed grains. Pr 1 (11-00) Prices Received by Farmers The November All Farm Products Index was 97 percent of its 1990-92 base, up 4.3 percent from both the October index and the November 1999 index. All Crops: The November index was 96, up 5.5 percent from October and 7.9 percent above November 1999. From October, index increases for cotton, commercial vegetables, and feed grains and hay were partially offset by index decreases for fruit and nuts and tobacco. Food Grains: The November index, at 89, was up 1.1 percent from the previous month but unchanged from November 1999. The November all wheat price, at $2.72 per bushel, was up 4 cents from October and 6 cents above November 1999. Feed Grains & Hay: The November index was 84, up 5.0 percent from last month and 9.1 percent above November 1999. The corn price, at $1.83 per bushel, was up 9 cents from October and 13 cents above November 1999. Oil-Bearing Crops: The November index, at 84, was up 3.7 percent from October and 2.4 percent above November 1999. The soybean price, at $4.51 per bushel, increased 6 cents from both the previous month and November 1999. Cotton: The November index, at 96, was up 4.3 percent from October and 32 percent above November 1999. The November price was up 2.3 cents from the previous month. Fruit and Nuts: The November fruit and nut index, at 107, was down 11 percent from the previous month and 7.0 percent below November 1999. Decreases in the price of apples, lemons, and grapefruit more than offset price increases for oranges and grapes. Commercial Vegetables: The November index, at 141, was up 14 percent from last month and 42 percent above November 1999. Price increases during November for cauliflower, broccoli, lettuce, and tomatoes more than offset price decreases for cucumbers, sweet corn, onions, and snap beans. Livestock and Products: The November index, at 99, was up 3.1 percent from last month and 1.0 percent from November 1999. Compared with a year ago, prices were higher for cattle, calves, hogs, eggs, and turkeys but lower for all milk. Meat Animals: The November index, at 92, was unchanged from last month but up 5.7 percent from a year ago. The November hog price was $35.90 per cwt, down $5.50 from October but up $2.50 from a year ago. October slaughter was up 9 percent from last month but down 1 percent from a year ago. The November beef cattle price of $69.50 was up $2.80 from last month and $3.30 from November 1999. Calf, feeder cattle, fed cattle and cow prices increased during November as the cattle on feed inventory and placements continue to decline year over year. Dairy Products: The November index, at 93, was down 3.1 percent from October and down 16 percent from November 1999. The November all milk price at $12.20 per cwt, was down 30 cents from October and down $2.20 from last year. November prices decreased for both fluid and manufacturing grade milk. Cheese prices have decreased since the beginning of November. Poultry and Eggs: The November index, at 119, was up 11 percent from last month and up 2.6 percent from November last year. The November broiler price, at 38.0 cents per pound, was up 5.0 cents from October. Lower egg sets in recent weeks have helped broiler prices to rebound from last month. Market egg prices increased 6.7 cents per dozen from October to 58.4 cents per dozen, a seasonal increase. Turkey prices increased 1.1 cents to 47.0 cents per pound as cold storage stocks continue to be below last year's levels. Reliability of Prices Received Estimates Definition: Prices received represent sales from producers to first buyers. They include all grades and qualities. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of 2600 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Statistical Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's price represents a 3-5 day period around the mid-month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of "Agricultural Prices". Reliability: U.S. price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods of summarization for non-probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid by Farmers The November Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 121 (1990-92=100), unchanged from October 2000 but 4.3 percent above November 1999. Production Index: The November farm production, goods, and services index, at 118, was up 0.9 percent from last month and 5.4 percent above last year. Higher prices in November for nitrogen fertilizers, complete feeds, feeder cattle, and feed grains more than offset lower prices for diesel fuel and gasoline. Feed: The Feed Index, at 102, was 2.0 percent more than October and 5.2 percent above last November. Since October, higher prices for complete feeds, feed grains, feed supplements, and hay and forages more than offset lower prices for feed concentrates. Livestock and Poultry: The index for livestock and poultry purchases, at 112, was 0.9 percent higher than last month and 6.7 percent above last year. Since October, prices were higher for feeder cattle and feeder pigs. The November feeder cattle price, at $95.40 per cwt, was up $1.40 per cwt from the October price. Fertilizer: The Fertilizer Index, at 117, was up 1.7 percent from October and 14 percent higher than a year ago. Since October, higher prices for nitrogen fertilizers and potash and phosphate materials more than offset lower prices for mixed fertilizers. Agricultural Chemicals: The chemical index, at 120, was unchanged from last month but 0.8 percent above last November. Slightly lower prices during November for herbicides and other chemicals offset slightly higher prices for insecticides. Fuels: The Fuels Index, at 153, was up 0.7 percent from a month earlier and 37 percent above November 1999. Compared to last month, higher prices for LP gas more than offset slightly lower prices for diesel fuel and gasoline. Farm Machinery: The November Farm Machinery Index was 137, unchanged from October and last November. Since October, prices for tractors and other machinery were fractionally higher. Consumer Price Index: The October 2000 Consumer Price Index for all urban consumers (CPI-U) rose 0.1 percent before seasonal adjustment to a level of 174.0 (1982-84=100). This compares to the September index of 172.7. For the 12-month period ending in October, the overall index has increased 3.4 percent. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Statistical Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of "Agricultural Prices". The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization in April are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors for major items around 10 percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
