Prices Received Index Unchanged The Preliminary All Farms Products Index of Prices Received in December was 98 based on 1990-92=100, unchanged from the November index. Higher prices for soybeans, cattle, hogs, and eggs were offset by lower prices for broilers, lettuce, turkeys, and cauliflower. The seasonal change in the mix of commodities farmers sell often affects the overall index. Higher seasonal marketings of tobacco, wheat, milk, and broilers were offset by lower marketings of cattle, soybeans, grapes, and corn. Compared with December 1999, the All Farm Products Index was 7 points (7.7 percent) higher. Price increases from December 1999 for cotton, cattle, eggs, and hogs were partially offset by lower prices for broilers, apples, oranges, and lemons. Prices Paid Index Unchanged The December Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 121 percent of the 1990-92 average. The index was unchanged from November but 4 points (3.4 percent) above December 1999. Lower prices in December for insecticides, diesel fuel, gasoline, and feed concentrates were offset by higher prices for feeder cattle, complete feeds, nitrogen fertilizers, and feeder pigs. Pr 1 (12-00) Prices Received by Farmers The December All Farm Products Index was 98 percent of its 1990-92 base, unchanged from the November index but up 7.7 percent from the December 1999 index. All Crops: The December index was 96, down 1.0 percent from November but 7.9 percent above December 1999. From November, index decreases for fruit and nuts, commercial vegetables, cotton, and food grains more than offset index increases for oil-bearing crops, feed grains and hay, and potatoes and dry beans. Food Grains: The December index, at 91, was down 1.1 percent from the previous month but 7.1 percent above December 1999. The December all wheat price, at $2.75 per bu, was down 8 cents from November but 23 cents above December 1999. Feed Grains & Hay: The December index was 88, up 3.5 percent from last month and 7.3 percent above December 1999. The corn price, at $1.91 per bushel, was up 5 cents from November and 9 cents above December 1999. The all hay price, at $85.10 per ton, was 10 cents above November and $13.10 above last December. Grain sorghum, at $3.35 per cwt, was up 8 cents from November and 73 cents above December last year. Oil-Bearing Crops: The December index, at 88, was up 4.8 percent from November and 7.3 percent above December 1999. The soybean price, at $4.84 per bushel, increased 29 cents from November and was 41 cents above December 1999. Cotton: The December index, at 95, was down 1.0 percent from November but 34 percent above December 1999. The December price, at 57.4 cents per pound, was down 0.6 cents from the previous month but up 14.6 cents from last December. Fruit and Nuts: The December fruit and nut index, at 83, was down 22 percent from the previous month and was 12 percent below December 1999. Since November, prices decreased for grapefruit, oranges, pears, and apples. Commercial Vegetables: The December index, at 125, was down 13 percent from last month but 29 percent above December 1999. Price decreases during December for cauliflower, broccoli, snap beans, lettuce, and tomatoes more than offset price increases for carrots, sweet corn, cucumbers, celery, and onions. Livestock and Products: The December index, at 101, was up 1.0 percent from last month and 6.3 percent from December 1999. Compared with a year ago, prices were higher for eggs, all milk, hogs, cattle, and calves but lower for turkeys and broilers. Meat Animals: The December index, at 95, was up 3.3 percent from last month and 8.0 percent from a year ago. The December hog price was $40.60 per cwt, up $4.20 from November and $5.00 from a year ago. November hog slaughter was down 1 percent from October and 2 percent from a year earlier. The December beef cattle price of $71.20 was up $2.10 from last month and $4.60 from December 1999. November cattle slaughter was down 7 percent from October. Dairy Products: The December index, at 99, was up 3.1 percent from November and 6.5 percent from December 1999. The December all milk price at $12.90 per cwt, was up 30 cents from November and 70 cents from last year. December prices increased for both fluid and manufacturing grade milk. Cheese prices have increased since the beginning of December. Poultry and Eggs: The December index, at 114, was down 4.2 percent from November but 3.6 percent above a year ago. The December broiler price, at 35.0 cents per pound, was down 3.0 cents from November. Demand was soft seasonally compared to other meats. Market egg prices increased 11.0 cents to 69.4 cents per dozen, a seasonal increase in prices due to holiday demand. Turkey prices decreased 6.5 cents to 40.5 cents per pound following their normal seasonal decline as the holiday season winds down. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of 2600 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Statistical Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's price represents a 3-5 day period around the mid-month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of "Agricultural Prices". Reliability: U.S. price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods of summarization for non-probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid by Farmers The December index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 121 (1990-92=100), unchanged from November 2000 but 3.4 percent above December 1999. Production Index: The December farm production, goods, and services index, at 118, was up 0.9 percent from last month and 4.4 percent above last year. Higher prices in December for feeder cattle, complete feeds, nitrogen fertilizers, and feeder pigs, more than offset lower prices for insecticides, diesel fuel, gasoline, and feed concentrates. Feed: The Feed Index, at 103, was 1.0 percent more than November and 5.1 percent above last December. Since November, higher prices for complete feeds, feed grains, hay and forages, and feed supplements more than offset lower prices for feed concentrates. Livestock and Poultry: The index for livestock and poultry purchases, at 115, was 2.7 percent higher than last month and 4.5 percent above last year. Since November, prices were higher for feeder cattle and feeder pigs. The December feeder cattle price at, $96.90 per cwt, was up $1.50 per cwt from the November price. Fertilizer: The Fertilizer Index, at 117, was up 0.9 percent from November and 14 percent more than December a year ago. Since November, higher prices for nitrogen fertilizers more than offset lower prices for mixed fertilizers and potash and phosphate materials. Agricultural Chemicals: The chemical index, at 117, was down 1.7 percent from both last month and December 1999. Lower prices in December for insecticides account for the index decline. Fuels: The Fuels Index, at 152, was down 1.9 percent from a month earlier but 36 percent above December 1999. Compared to last month, prices were lower for diesel fuel and gasoline but higher for LP gas. Farm Machinery: The December Farm Machinery Index was 137, unchanged from November and last December. Since November, prices were fractionally lower for self-propelled machinery. Consumer Price Index: The November 2000 Consumer Price Index for all urban consumers (CPI-U) rose 0.1 percent, before seasonal adjustment, to a level of 174.1 (1982-84=100). This compares to the October index of 174.0. For the 12-month period ending in November, the overall index has increased 3.5 percent. Prices Paid by Farmers Definition: Prices paid by farmers represent the average costs of inputs purchased by farmers and ranchers to produce agricultural commodities. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for, agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Statistical Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of "Agricultural Prices". The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
