Prices Received Index up 2 Points The Preliminary All Farms Products Index of Prices Received in February was 99 based on 1990-92=100, up 2 points (2.1 percent) from the January Index. Higher prices for lettuce, broilers, oranges, and hogs were partially offset by lower prices for strawberries, soybeans, corn, and tomatoes. The seasonal change in the mix of commodities farmers sell often affects the overall index. Higher seasonal marketings of milk, cattle, broilers, and strawberries were partially offset by lower marketings of corn, soybeans, tobacco, and cotton. Compared with February 2000, the All Farm Products Index was 6 points (6.5 percent) higher. Price increases from February 2000 for cattle, lettuce, milk, and broilers were partially offset by lower prices for soybeans, corn, grapefruit, and potatoes. Prices Paid Index Up 2 Points The February Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 126 percent of the 1990-92 average. The index was up 2 points (1.6 percent) from January and 7 points (5.9 percent) above February 2000. Higher prices in February for nitrogen fertilizers, complete feeds, insecticides, and LP gas, were more than offset by lower prices for feeder cattle, feed grains, and potash and phosphate materials. Pr 1 (2-01) Prices Received by Farmers The February All Farm Products Index was 99 percent of its 1990-92 base, up 2.1 percent from the January index and up 6.5 percent from the February 2000 index. All Crops: The February index was 97, up 3.2 percent from January and 5.4 percent above February 2000. From January, index increases for commercial vegetables, potatoes and dry beans, tobacco, and fruits and nuts more than offset index decreases for oil-bearing crops, cotton, and food grains. Food Grains: The February index, at 91, was down 2.2 percent from the previous month but 7.1 percent above February 2000. The February all wheat price, at $2.83 per bushel, was down 2 cents from January but 29 cents above February 2000. Feed Grains & Hay: The February index, at 89, was unchanged from last month but 1.1 percent above February 2000. The corn price, at $1.92 per bushel, was down 6 cents from both last month and February 2000. The all hay price, at $86.80 per ton, was $1.90 above January and $12.50 above last February. Grain sorghum, at $3.39 per cwt, was up 2 cents from January and 33 cents above February last year. Oil-Bearing Crops: The February index, at 78, was down 7.1 percent from January and 9.3 percent below February 2000. The soybean price, at $4.37 per bushel, decreased 31 cents from January and was 42 cents below February 2000. Cotton: The February index, at 83, was down 3.5 percent from January but 7.8 percent above February 2000. The February price, at 50.3 cents per pound, was down 2.0 cents from the previous month but up 3.5 cents from last February. Fruit and Nuts: The February fruit and nut index, at 92, was up 1.1 percent from the previous month but 2.1 percent below February 2000. Since January, prices increased for oranges and grapefruit. Commercial Vegetables: The February index, at 144, was up 20 percent from last month and 66 percent above February 2000. Price increases during February for lettuce, broccoli, cauliflower, carrots, asparagus, and onions more than offset price declines for tomatoes, snap beans, and celery. Livestock and Products: The February index, at 102, was up 2.0 percent from last month and 8.5 percent from January 2000. Compared with a year ago, prices were higher for cattle, all milk, broilers, calves, and turkeys but lower for hogs, and eggs. Meat Animals: The February index, at 98, was up 1.0 percent from last month and 7.7 percent from a year ago. The February hog price was $38.60 per cwt, up $1.40 from January but down $1.30 from a year ago. The February beef cattle price of $74.70 was down 10 cents from last month but up $7.10 from February 2000. January cattle slaughter was up 10 percent from December. Marketing supplies are declining seasonally. Dairy Products: The February index, at 100, was down 1.0 percent from January but up 11 percent from February 2000. The February all milk price at $13.10 per cwt, was down 10 cents from January but up $1.30 from last year. February prices decreased for fluid but increased for manufacturing grade milk. Cheese and butter prices were increasing during February. Poultry and Eggs: The February index, at 112, was up 6.7 percent from January, and 7.7 percent above a year ago. The February broiler price, at 37.0 cents per pound, was up 3.0 cents from January. Broiler demand is strengthening seasonally while year-to-date placements have been down. Market egg prices increased 0.6 cents to 50.9 cents per dozen, reflecting some seasonal strength in demand. Turkey prices decreased 0.3 cents to 36.3 cents per pound. Demand is declining seasonally and frozen stocks are building. Reliability of Prices Received Estimates Definition: Prices received represent sales from producers to first buyers. They include all grades and qualities. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of 2600 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Statistical Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's price represents a 3-5 day period around the mid-month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of "Agricultural Prices". Reliability: U.S. price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods of summarization for non-probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid by Farmers The February Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 126 (1990-92=100), 1.6 percent higher than January 2001 and 5.9 percent above February 2000. Production Index: The February farm production, goods, and services index, at 123, was up 2.5 percent from last month and 7.0 percent above last year. Higher prices in February for nitrogen fertilizers, complete feeds, insecticides, and LP gas, more than offset lower prices for feeder cattle, feed grains, and potash and phosphate materials. Feed: The Feed Index, at 113, was 3.7 percent more than January and 12 percent above last February. Since January, higher prices for complete feeds, feed supplements, hay and forages, and feed concentrates more than offset lower prices for feed grains. Livestock and Poultry: The index for livestock and poultry purchases, at 108, was 2.7 percent lower than last month and 0.9 percent below last year. Since January, lower prices for feeder cattle more than offset higher prices for feeder pigs. The February feeder cattle price at, $88.90 per cwt, was down $3.30 per cwt from the January price. Fertilizer: The Fertilizer Index, at 153, was up 14 percent from January and 44 percent more than February a year ago. Since January, higher prices for nitrogen fertilizers and mixed fertilizers more than offset lower prices for potash and phosphate materials. Agricultural Chemicals: The chemical index, at 135, was up 6.3 percent from last month and 13 percent above last February. Prices were higher in February for insecticides and herbicides. Fuels: The Fuels Index, at 147, was up 2.8 percent from a month earlier and 18 percent above February 2000. Compared to last month, prices were higher for LP gas and gasoline but lower for diesel fuel. Farm Machinery: The February Farm Machinery Index was 137, unchanged from January but 0.7 percent below last February. Since January, slightly lower prices for other machinery offset slightly higher prices for self-propelled machinery. Consumer Price Index: The January 2001 Consumer Price Index for all urban consumers (CPI-U) rose 0.6 percent before seasonal adjustment to a level of 175.1 (1982-84=100). This compares to the December index of 174.0. For the 12-month period ending in January, the overall index has increased 3.7 percent. Prices Paid by Farmers Definition: Prices paid by farmers represent the average costs of inputs purchased by farmers and ranchers to produce agricultural commodities. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for, agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Prices Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Statistical Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of "Agricultural Prices". The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization in April are not designed directly to calculate sampling errors. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes). NEW INTERNET DATA BASE Now available at the NASS home page is access to our On-line Published Estimates Data Base. Limited commodities are now available for U.S. and State estimates. Data from our five year Historic Bulletins will be available in the data base when publications are released. E-MAIL SUBSCRIPTION All NASS reports are available by subscription free of charge direct to your e-mail address. Send an e-mail message to: usda-reports@usda.mannlib.cornell.edu.
