Pr 1 (4-01)a Prices Received Index up 4 Points The Preliminary All Farm Products Index of Prices Received in April was 107 based on 1990-92=100, up 4 points (3.9 percent) from the March Index. Higher prices for strawberries, milk, oranges, and hay were partially offset by lower prices for tomatoes, broilers, soybeans, and corn. The seasonal change in the mix of commodities farmers sell often affects the overall index. Higher seasonal marketings of cattle, milk, cucumbers, and broilers were partially offset by lower marketings of soybeans, corn, cotton, and hogs. Compared with April 2000, the All Farm Products Index was 7 points (7.0 percent) higher. Price increases from April 2000 for milk, strawberries, cattle, and broilers were partially offset by lower prices for lettuce, soybeans, corn, and tomatoes. Prices Paid Index Up 1 Point The April Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 124 percent of the 1990-92 average. The index was up 1 point (0.8 percent) from March and 5 points (4.2 percent) above April 2000. Higher prices in April for feeder cattle, hay and forages, feeder pigs, and self-propelled machinery more than offset lower prices for feed grains, nitrogen fertilizers, insecticides, and gasoline. Prices Received by Farmers The April All Farm Products Index was 107 percent of its 1990-92 base, up 3.9 percent from the March index and up 7.0 percent from the April 2000 index. All Crops: The April index was 106, up 8.2 percent from March and 3.9 percent above April 2000. From March, index increases for fruits and nuts, and cotton more than offset index decreases for tobacco, vegetables, and oil-bearing crops. Food Grains: The April index, at 91, was down 1.1 percent from the previous month but 7.1 percent above April 2000. The April all wheat price, at $2.84 per bushel, was down 3 cents from March but 27 cents above April 2000. Feed Grains & Hay: The April index, at 90, was unchanged from last month but 1.1 percent below April 2000. The corn price, at $1.91 per bushel, was down 4 cents from last month and 12 cents below April 2000. The all hay price, at $94.80 per ton, was $7.60 above March and $16.60 above last April. Grain sorghum, at $3.34 per cwt, was up 5 cents from March and 10 cents above April last year. Oil-Bearing Crops: The April index, at 75, was down 3.8 percent from March and 16 percent below April 2000. The soybean price, at $4.18 per bushel, decreased 21 cents from March and was 82 cents below April 2000. Potatoes and Dry Beans: The April index, at 92, was 1.1 percent below last month but 13 percent below April 2000. The all potato price, at $5.47 per cwt, was down 9 cents from the previous month and 99 cents below last April. A seasonal upward price trend since November was interrupted by a shift from winter to spring potatoes. The dry edible bean price, at $15.50 per cwt, was 50 cents above last month but 20 cents below April 2000. Cotton: The April index, at 72, was up 1.4 percent from March but 4.0 percent below April 2000. The April price, at 43.6 cents per pound, was up 0.4 cents from the previous month but 1.8 cents below last April. Fruit and Nuts: The April fruit and nut index, at 140, was up 46 percent from the previous month and 43 percent above April 2000. Strawberry prices jumped as California, the only major supplier, experienced adverse weather and increased holiday demand. Fresh California orange prices have increased with strong domestic and export demand. Processed prices in Florida increased due to higher pounds solids. Commercial Vegetables: The April index, at 133, was 3.6 percent below last month and 2.2 percent lower than April 2000. Tomato prices dropped as supplies rebounded in Florida. Livestock and Products: The April index, at 109, was up 0.9 percent from last month and up 11 percent from April 2000. Compared with a year ago, prices were higher for all milk, broilers, cattle, eggs, and calves, but lower for hogs and turkeys. Meat Animals: The April index, at 104 was up 1.0 percent from last month and 5.1 percent from a year ago. The April hog price was $46.70 per cwt, up 70 cents from March but down 70 cents from year ago. March hog slaughter was up 10 percent from last month. The April beef cattle price of $76.50 was up 20 cents from last month and $5.20 from April 2000. March cattle slaughter was up 13 percent from February. Dairy Products: The April index, at 110, was up 3.8 percent from March and 21 percent from April 2000. The April all milk price, at $14.40 per cwt, was up 50 cents from March and $2.50 from last year. April prices increased for both fluid and manufacturing grade milk. Cheese prices increased the first two weeks of April. Poultry and Eggs: The April index, at 116, was down 2.5 percent from March, but 9.4 percent above a year ago. The April broiler price, at 39.0 cents per pound, was down 1.0 cent from March. Domestic demand was weak for heavier weights while export demand remains strong. Supplies have moderated. Market egg prices decreased 2.6 cents to 49.2 cents per dozen, with ample supplies and weaker demand following Easter. Turkey prices increased 0.7 cents to 37.8 cents per pound. Demand was light to moderate with adequate supplies. They include all grades and qualities. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of 2600 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Statistical Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's price represents a 3-5 day period around the mid-month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of "Agricultural Prices". Reliability: U.S. price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods of summarization for non-probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid by Farmers The April Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 124 (1990-92=100), 0.8 percent higher than March 2001 and 4.2 percent above April 2000. Production Index: The April farm production, goods, and services index, at 120, was up 0.8 percent from last month and 3.4 percent above last year. Higher prices in April for feeder cattle, hay and forages, feeder pigs, and self- propelled machinery, more than offset lower prices for feed grains, nitrogen fertilizers, insecticides, and gasoline. Feed: The Feed Index, at 106, was 1.0 percent more than March and 3.9 percent above last April. Since March, higher prices for hay and forages, feed concentrates, feed supplements, and complete feeds more than offset lower prices for feed grains. Livestock and Poultry: The index for livestock and poultry purchases, at 112, was 2.8 percent higher than last month but unchanged from last year. Since March, prices were higher for both feeder cattle and calves, and feeder pigs. The April feeder cattle price at, $91.90 per cwt, was up $2.30 per cwt from the March price. Fertilizer: The Fertilizer Index, at 135, was unchanged from March but 27 percent above April a year ago. Since March, slightly lower prices for nitrogen fertilizers and mixed fertilizers offset slightly higher prices for potash and phosphate materials. Agricultural Chemicals: The chemical index, at 121, was unchanged from last month but 1.7 percent above last April. Slightly lower prices in April for insecticides and herbicides offset slightly higher prices for other chemicals. Fuels: The Fuels Index, at 127, was down 0.8 percent from a month earlier but 1.6 percent above April 2000. Compared to last month, prices were lower for gasoline, diesel fuel, and LP gas. Farm Machinery: The April Farm Machinery Index was 143, up 0.7 percent from March and 3.6 percent above last April. Since March, prices were higher for self-propelled machinery, other machinery, and tractors. Consumer Price Index: The March 2001 Consumer Price Index for all urban consumers (CPI-U) rose 0.2 percent before seasonal adjustment to a level of 176.2 (1982-84=100). This compares to the February index of 175.8. For the 12-month period ending in March, the overall index has increased 2.9 percent. Prices Paid by Farmers Definition: Prices paid by farmers represent the average costs of inputs purchased by farmers and ranchers to produce agricultural commodities. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for, agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Prices Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Statistical Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of "Agricultural Prices". The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization in April are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors for major items around 10 percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
