Prices Received Index Down 1 Point The Preliminary All Farm Products Index of Prices Received in July was 106 based on 1990-92=100, down 1 point (0.9 percent) from the June Index. Lower prices for cattle, grapes, celery, and peaches were partially offset by higher prices for soybeans, corn, cantaloupes, and broilers. The seasonal change in the mix of commodities farmers sell often affects the overall index. Higher seasonal marketings of grapes, wheat, tomatoes, and grain sorghum were more than offset by lower marketings of milk, cantaloupes, strawberries, and potatoes. Compared with July 2000, the All Farm Products Index was 10 points (10 percent) higher. Price increases from July 2000 for milk, broilers, wheat, cattle, and corn were partially offset by lower prices for lettuce, sweet corn, turkeys, and barley. Prices Paid Index Unchanged The July Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 124 percent of the 1990-92 average. The index was unchanged from June but 4 points (3.3 percent) above July 2000. Lower prices in July for nitrogen fertilizers, diesel fuel, gasoline, and insecticides were offset by higher prices paid for feed concentrates, feed supplements, feed grains, hay and forages, and complete feeds. Pr 1 (7-01) Prices Received by Farmers The July All Farm Products Index was 106 percent of its 1990-92 base, down 0.9 percent from the June index but 10 percent above the July 2000 index. All Crops: The July index was 101, unchanged from June but 7.4 percent above July 2000. From June, index decreases for cotton and vegetables were offset by index increases for potatoes and dry beans, oil-bearing crops, feed grains and hay, and fruits and nuts. Food Grains: The July food grain index, at 91, was at the same level as the previous month but 17 percent above July 2000. The July all wheat price, at $2.72 per bushel, was down 2 cents from the June price but 40 cents above July 2000. Increased marketings of lower valued winter wheat led to the decline. Feed Grains and Hay: The July index was 95, up 4.4 percent from last month and up 16 percent from July 2000. The corn price, at $1.88 per bushel, was up 11 cents from June and 24 cents above the July 2000 price. Declining conditions in the Corn Belt drove prices higher. The all hay price, at $96.30 per ton, was up 50 cents from last month and $16.10 above July 2000. Oil-Bearing Crops: The July oil-bearing crop index, at 88, was up 10 percent from June and 8.6 percent above July 2000. The soybean price, at $4.92 per bushel, was up 46 cents from June and 39 cents above July 2000. The price increase was due to June acreage being lower than expected and declining crop condition. Cotton: The July index, at 64, was down 4.5 percent from a month ago and 21 percent below July 2000. The cotton price, at 38.7 cents per pound, was down 1.7 cents from June and 10.1 cents below July 2000. Prices declined due to the large acreage, both domestically and abroad, which has resulted in higher production and higher ending stocks expectations. Potatoes and Dry Beans: The July index, at 117, was 9.3 percent above last month and 6.4 percent higher than July 2000. The all potato price, at $7.23 per cwt, was up 76 cents from the previous month and 30 cents above last July. Potato prices have reached their highest level in two years. A short spring crop in California and a diversion of last fall's crop led to the price surge. The dry edible bean price, at $16.30 per cwt, was unchanged from last month but $2.10 above July 2000. Fruit and Nuts: The July fruit and nut index, at 121, was up 3.4 percent from the previous month and 12 percent above July 2000. Fresh California oranges, which command a higher price than processing oranges from Florida, dominated the market as Florida's season was virtually over. The increase to the index was tempered, however, by a price decrease for grapes. The fresh grape price returned to a more typical level, down from June's initial price for the season, which is historically higher. Commercial Vegetables: The July index, at 113, was 5.0 percent below last month and 5.0 percent lower than July 2000. Celery prices decreased from last month's record high levels as more supplies became available. Cauliflower prices dropped from June as shipments increased. Livestock and Products: The July index, at 111, was down 0.9 percent from last month but up 12 percent from July 2000. Compared with a year ago, prices were higher for all milk, broilers, cattle, hogs, and calves, but lower for turkeys and eggs. Meat Animals: The July index, at 100 was down 3.8 percent from last month but up 4.2 percent from a year ago. The July hog price was $51.40 per cwt, down $0.80 from June but up $3.10 from year ago. The July beef cattle price, at $70.80, was down $2.70 from last month but up $3.30 from July 2000. July 1 cattle on feed numbers were up 6 percent from last year. Dairy Products: The July index, at 125, was up 1.6 percent from June and 30 percent above July 2000. The July all milk price, at $16.30 per cwt, was up $0.20 from June and $3.70 above last year. July prices increased for both fluid and manufacturing grade milk. Cheese prices increased the first three weeks of July. Poultry and Eggs: The July index, at 119, was up 1.7 percent from June and 12 percent above a year ago. The July broiler price, at 42 cents per pound, was up .01 cent from June. Production has moderated and export demand remains strong. July market egg prices, at 35 cents per dozen, were down 0.8 cents from June. June table egg production was up 3 percent from May with summer demand sluggish. Turkey prices increased slightly to 38.6 cents per pound. June stocks of frozen whole turkeys were 15 percent above year ago levels, while placements for the marketing year were up 1 percent. They include all grades and qualities. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of 2600 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Statistical Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's price represents a 3-5 day period around the mid-month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of "Agricultural Prices". Reliability: U.S. price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods of summarization for non-probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid by Farmers The July Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 124 (1990-92=100), unchanged from June but 3.3 percent above July 2000. Production Index: The July farm production, goods, and services index, at 120, was unchanged from last month but 3.4 percent above last year. Lower prices in July for nitrogen fertilizers, diesel fuel, gasoline, and insecticides were offset by higher prices paid for feed concentrates, feed supplements, feed grains, hay and forages, and complete feeds. Feed: The Feed Index, at 110, was 2.8 percent more than June and 10 percent above last July. All subcomponents of the Feed Index have increased since June, with increased prices paid for feed concentrates, feed supplements, and feed grains having the most impact on the index. Livestock and Poultry: The index for livestock and poultry purchases, at 114, was 0.9 percent higher than last month and 2.7 percent above last year. Since June, lower prices for feeder cattle and calves and feeder pigs were more than offset by higher prices for replacement milk cows. The July feeder cattle price, at $94.40 per cwt, was down $0.10 per cwt from the June price. Fertilizer: The Fertilizer Index, at 120, was down 4.0 percent from June but was 9.1 percent greater than a year ago. Since June, lower prices for nitrogen fertilizers more than offset slightly higher prices for mixed fertilizers and potash and phosphate materials. Agricultural Chemicals: The chemical index, at 119, was down 0.8 percent from both last month and last July. Lower prices in July for insecticides and herbicides more than offset fractionally higher prices for other chemicals. Fuels: The Fuels Index, at 124, was down 6.8 percent from a month earlier and 7.5 percent less than July 2000. Compared to last month, prices were lower for diesel fuel, gasoline, and LP gas. Farm Machinery: The July Farm Machinery Index was 143, unchanged from June but 2.1 percent above last July. Since June, prices were slightly higher for other farm machinery. Consumer Price Index: The June 2001 Consumer Price Index for All Urban Consumers (CPI-U) increased 0.2 percent, before seasonal adjustment, to a level of 178.0 (1982-84=100). This compares to the May index of 177.7. For the 12- month period ending in June, the overall index has increased 3.2 percent. Prices Paid by Farmers Definition: Prices paid by farmers represent the average costs of inputs purchased by farmers and ranchers to produce agricultural commodities. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Statistical Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of "Agricultural Prices". The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization in April are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors for major items around 10 percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
