Higher prices for lettuce, strawberries, cantaloupes, and wheat were partially offset by lower prices for cattle, onions, peaches, and celery. The seasonal change in the mix of commodities farmers sell often affects the overall index. Higher seasonal marketings of tobacco, cattle, grapes, and sweet corn were offset by lower marketings of wheat, hay, strawberries, and milk. Compared with August 2000, the All Farm Products Index was 13 points (14 percent) higher. Price increases from August 2000 for milk, broilers, cattle, and corn were partially offset by lower prices for eggs, turkeys, tomatoes, and cotton. Prices Paid Index Unchanged The August Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 123 percent of the 1990-92 average. The index was unchanged from July but 4 points (3.4 percent) above August 2000. Lower prices in August for nitrogen fertilizers, LP gas, feeder cattle and calves, and herbicides offset higher prices paid for complete feeds, feed concentrates, and feed grains. Prices Received by Farmers The August All Farm Products Index was 109 percent of its 1990-92 base, up 1.9 percent from July and 14 percent above August 2000. All Crops: The August index was 107, up 4.9 percent from July and 10 percent above August 2000. Price increases from last month for commercial vegetables, cotton, fruits and nuts, and oil-bearing crops more than offset price decreases for tobacco and potatoes and dry beans. Food Grains: The August index, at 89, was up 1.1 percent from last month's index and 9.9 percent above August 2000. The August all wheat price, at $2.70 per bushel, was up 7 cents from the July price and 30 cents above August 2000. The August all wheat production forecast was up 1 percent from July but down 11 percent from 2000. Feed Grains & Hay: The August index was 96, up 1.1 percent from last month's index and 22 percent above August 2000. The corn price, at $1.93 per bushel, was up 5 cents from July and 41 cents above the August 2000 price. Corn production is forecast 7 percent below 2000. The all hay price, at $97.70 per ton, was up $1.40 from last month and $17.20 above August 2000. Oil-Bearing Crops: The August index, at 88, was up 2.3 percent from the July index and 11 percent higher than August 2000. The soybean price, at $4.87 per bushel, increased 8 cents from July and 42 cents from August 2000. Soybean production is expected to be 4 percent larger than the previous record high set last year. Fruit and Nuts: The August fruit and nuts index, at 124, was up 2.5 percent from the previous month and 12 percent greater than August 2000. Increases in the prices of strawberries, lemons, and apples more than offset declines in the prices of peaches, grapes, and pears. Strawberry prices have increased due to reduced supplies. Commercial Vegetables: The August index, at 141, was 18 percent above last month's index and up 9.3 percent from August 2000. Price increases for lettuce, cantaloupes, and tomatoes more than offset price decreases for onions, celery, and asparagus. The iceberg lettuce market is experiencing higher prices resulting from reduced supply because of adverse July weather in California. Livestock and Products: The August index, at 111, was down 0.9 percent from last month but up 16 percent from August 2000. Compared with a year ago, prices were higher for all milk, broilers, cattle, and hogs, but lower for eggs and turkeys. The price of calves was unchanged. Meat Animals: The August index, at 101, was down 1.0 percent from last month but up 9.8 percent from a year ago. The August hog price was $51.70 per cwt, unchanged from July but up $7.90 from a year ago. Hog slaughter in recent weeks has been running about 4 percent below a year ago. The August beef cattle price of $70.90 was down $1.00 from last month but up $5.40 from August 2000. July cattle on feed numbers were up 7 percent from last year. Dairy Products: The August index, at 125, was up 0.8 percent from July and 30 percent above August 2000. The August all milk price, at $16.30 per cwt, was up $.10 from July and $3.80 above last year. August prices increased for both fluid and manufacturing grade milk. Cheese prices decreased the first week of August but increased the next two weeks. Poultry and Eggs: The August 2001 index, at 120, was up 0.8 percent from July and 14 percent above a year ago. The August broiler price, at 42.0 cents per pound, was unchanged from July. Broiler markets were steady as production moderated and export demand continued strong. August market egg prices, at 38.4 cents per dozen, were up 3.4 cents from July. July production was 2 percent above last year but markets improved some from relatively low levels. Turkey prices increased 0.2 cents to 38.8 cents per pound. July stocks of frozen whole turkeys were 15 percent above year ago levels, while placements for the marketing year were up 1 percent. Reliability of Prices Received Estimates Definition: Prices received represent sales from producers to first buyers. They include all grades and qualities. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of 2600 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Statistical Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's price represents a 3-5 day period around the mid-month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of "Agricultural Prices". Reliability: U.S. price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods of summarization for non-probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid by Farmers The August Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 123 (1990-92=100), unchanged from July but 3.4 percent above August 2000. Production Index: The August farm production, goods, and services index, at 119, was down 0.8 percent from last month but 3.5 percent above last year. Lower prices in August for nitrogen fertilizers, LP gas, feeder cattle and calves, and herbicides more than offset higher prices paid for complete feeds, feed concentrates, and feed grains. Feed: The Feed Index, at 110, was 1.9 percent more than July and 15 percent greater than last August. All subcomponents of the Feed Index increased since July, with increased prices paid for complete feeds, feed concentrates, and feed grains having the most impact on the feed index. Livestock and Poultry: The index for livestock and poultry purchases, at 113, was 0.9 percent less than July but 5.6 percent above last year. Lower prices for feeder cattle and calves since July account for the index decline. The August feeder cattle price, at $93.40 per cwt, was down $1.00 per cwt from the July price. Fertilizer: The Fertilizer Index, at 115, was down 4.2 percent from July but was 3.6 percent higher than a year ago. Since July, lower prices for nitrogen fertilizers had the most impact on the index, as prices for mixed fertilizers and potash and phosphate materials also declined. Agricultural Chemicals: The chemical index, at 117, was down 0.8 percent from last month and 2.5 percent below last August. Lower prices in August for herbicides and insecticides account for decline. Fuels: The Fuels Index, at 113, was down 3.4 percent from a month earlier and 14 percent less than August 2000. Compared to last month, prices were lower for LP gas, gasoline, and diesel fuel. Farm Machinery: The August Farm Machinery Index was 143, unchanged from July but 2.1 percent above last August. Since July, prices for the tractors component of the machinery index were fractionally lower. Consumer Price Index: The July 2001 Consumer Price Index for All Urban Consumers (CPI-U) declined 0.3 percent, before seasonal adjustment, to a level of 177.5 (1982-84=100). The 0.3 percent drop in the CPI-U is the first monthly decline since April 2000. This compares to the June index of 178.0. For the 12-month period ending in July, the overall index has increased 3.2 percent. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Statistical Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of "Agricultural Prices". The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization in April are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors for major items around 10 percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
