Prices Received Index Down 3 Points The Preliminary All Farm Products Index of Prices Received in September was 106 based on 1990-92=100, down 3 points (2.8 percent) from the August Index. Higher prices for lettuce, milk, broilers, and wheat were partially offset by lower prices for hogs, soybeans, strawberries, and cattle. The seasonal change in the mix of commodities farmers sell often affects the overall index. Lower seasonal marketings of cattle, broilers, wheat, and milk were partially offset by higher marketings of soybeans, peanuts, corn, and potatoes. Compared with September 2000, the All Farm Products Index was 9 points (9.3 percent) higher. Price increases from September 2000 for milk, corn, broilers, and cattle were partially offset by lower prices for cotton, apples, tomatoes, and turkeys. Prices Paid Index Up 1 Point The September Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 124 percent of the 1990-92 average. The index rose one point (0.8 percent) from August and was 4 points (3.3 percent) above September 2000. Higher prices in September for complete feeds, diesel fuel, gasoline, and LP gas more than offset lower prices paid for nitrogen fertilizers, mixed fertilizers, feeder cattle and calves, and potash and phosphorus fertilizers. Pr 1 (9-01) Prices Received by Farmers The September All Farm Products Index was 106 percent of its 1990-92 base, down 2.8 percent from the August index but 9.3 percent above the September 2000 index. All Crops: The September index was 103, down 3.7 percent from August but up 6.2 percent from September 2000. From August, price decreases for fruits and nuts, potatoes and dry beans, feed grains and hay, oil-bearing crops and cotton were partially offset by price increases for vegetables, tobacco, and food grains. Food Grains: The September index, at 91, was up 1.1 percent from the previous month and 11 percent above September 2000. The September all wheat price, at $2.80 per bushel, was up 7 cents from August and 37 cents above September 2000. Feed Grains & Hay: The September index was 93, down 3.1 percent from last month but 19 percent above September 2000. The corn price, at $1.92 per bushel, was up 2 cents from August and 31 cents above the September 2000 price. From August, decreases in the all barley and sorghum prices more than offset increases in corn, oats, and hay. The September corn production forecast was down slightly from August and down 7 percent from 2000. Oil-Bearing Crops: The September index, at 84, was down 3.4 percent from August but unchanged from September 2000. The soybean price, at $4.59 per bushel, decreased 24 cents from August but was 2 cents above September 2000. Cotton: The September index, at 57, was down 3.4 percent from a month ago and 31 percent below September 2000. The cotton price, at 34.3 cents per pound, was down 1.7 cents from August and 16.3 cents below a year ago. The potential for record high U.S. and World production, coupled with world economic uncertainty, continues to drive cotton prices down. Potatoes and Dry Beans: The September index, at 110, was 3.5 percent below last month but 41 percent above September 2000. The all potato price, at $6.72 per cwt, was down 12 cents from the previous month, but $2.07 above last September. Potato prices for September were above a year ago because of prospects for lower production and a late harvest start. The dry edible bean price at $18.00 per cwt, was 50 cents above last month and $2.40 above a year ago. Fruit and Nuts: The September fruit and nuts index, at 121, was down 4.0 percent from the previous month but up 5.2 percent from 2000. Price decreases in strawberries, pears, and lemons more than offset price increases for peaches, grapes, and apples. Increased supplies of strawberries, pears, and lemons have caused prices to drop. Commercial Vegetables: The September index, at 146, was up 2.8 percent from last month and 2.1 percent above September 2000. Price increases during September for lettuce, asparagus, and cucumbers more than offset price decreases for tomatoes, carrots, cantaloupes, and onions. Adverse weather conditions in California have caused lower supplies of lettuce resulting in higher prices. Livestock and Products: The September index, at 111, was unchanged from last month but up 13 percent from September 2000. Compared with a year ago, prices were higher for all milk, broilers, cattle, hogs, and calves but lower for eggs and turkeys. Meat Animals: The September index, at 97, was down 3.0 percent from last month but up 7.8 percent from a year ago. The September hog price was $45.80 per cwt, down $4.80 from August but up $4.20 from a year ago. Market hog supplies increased seasonally during September. The September beef cattle price of $70.00 was down 70 cents from last month but up $4.70 from September 2000. August cattle on feed numbers were up 5 percent from last year. Dairy Products: The September index, at 129, was up 2.4 percent from August and 30 percent above September 2000. The September all milk price, at $16.80 per cwt, was up 40 cents from August and $3.90 above last year. September prices increased for both fluid and manufacturing grade milk. Cheese prices increased the first three weeks of September. Poultry and Eggs: The September 2001 index, at 122, was up 1.7 percent from August and 7 percent above a year ago. The September broiler price, at 43.0 cents per pound, was up 1 cent from August. Broiler markets were steady as production moderated and export demand continued extremely strong. September market egg prices, at 37.6 cents per dozen, were down 0.8 cents from August. August egg production was up 2 percent. September turkey prices increased 1.6 cents to 40.4 cents per pound but were 4.4 cents below a year earlier. August stocks of frozen whole turkeys were 9 percent above year ago. Placements for the marketing year were up 1 percent. Revised monthly prices refer to all fruit sold in a given month regardless of the crop year in which the fruit was harvested. Marketing year average prices refer to the prices received by growers for the entire marketing season for any one crop year. The crop year 2000-01 as shown on all citrus tables in this publication refers to the crop which bloomed in 2000 and was marketed during the 2000-01 season. For example, the 2000-01 marketing year average price received by California growers for tangerines refers to marketings from October 2000 through April 2001. In some years the season may vary a month or two, but a price was estimated only for those months with sufficient movement. Monthly and marketing year average prices are weighted by box size at the U.S. level for grapefruit, oranges, and tangerines. Approximate net contents per box are as follows: Grapefruit: Arizona and California - 67 lbs., Florida - 85 lbs., and Texas - 80 lbs; Lemons - 76 lbs; Limes - 88 lbs.; Oranges: Arizona and California - 75 lbs., Florida - 90 lbs., and Texas - 85 lbs.; Tangelos - 90 lbs.; Tangerines: Arizona and California - 75 lbs. and Florida - 95 lbs.; Temples - 90 lbs. Citrus prices are based on weighted average f.o.b. packed prices received for fresh fruit and weighted average prices received at the processing plant door for processing fruit. Reliability of Prices Received Estimates Definition: Prices received represent sales from producers to first buyers. They include all grades and qualities. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of 2600 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Statistical Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's price represents a 3-5 day period around the mid-month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of "Agricultural Prices". Reliability: U.S. price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods of summarization for non-probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid by Farmers The September Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 124 (1990-92=100), up 0.8 percent from August and 3.3 percent above September 2000. Production Index: The September farm production, goods, and services index, at 120, was unchanged from last month but 3.4 percent above last year. Lower prices in September for nitrogen fertilizers, mixed fertilizers, feeder cattle and calves, and potash and phosphorus fertilizers offset higher prices paid for complete feeds, diesel fuel, gasoline, and LP gas. Feed: The Feed Index, at 113, was 1.8 percent more than August and 14 percent greater than last September. Higher prices for complete feeds, feed supplements, and feed grains subcomponents of the Feed Index account for the increase. Hay and forages and feed concentrate subcomponents were unchanged. Livestock and Poultry: The index for livestock and poultry purchases, at 112, was 0.9 percent less than August but 6.7 percent above last year. Lower prices for feeder cattle and calves and feeder pigs since August account for the index decline. The September feeder cattle price, at $92.80 per cwt, was down $0.60 per cwt from the August price. Fertilizer: The Fertilizer Index, at 112, was down 3.4 percent from August and was 0.9 percent less than a year ago. Lower nitrogen material prices had the most impact on the index decline as other fertilizer subcomponents also lower. Agricultural Chemicals: The chemical index, at 118, was unchanged from last month and 1.7 percent below last September. Slightly lower prices in September for insecticides had no effect on the index. Fuels: The Fuels Index, at 126, was up 7.7 percent from a month earlier but 17 percent less than September 2000. Compared to last month, prices were higher for diesel fuel, gasoline, and LP gas. Farm Machinery: The September Farm Machinery Index was 143, unchanged from August but 1.4 percent above last September. Since August, prices for the other machinery component of the machinery index was fractionally higher. Consumer Price Index: The August 2001 Consumer Price Index for All Urban Consumers (CPI-U) was unchanged, before seasonal adjustment, remaining at the July index level of 177.5 (1982-84=100). For the 12-month period ended in August, the overall index has increased 2.7 percent. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Statistical Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of "Agricultural Prices". The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes). USDA to Hold Public Forum October 15, 2001 Holiday Inn Mart Plaza Chicago, Illinois The National Agricultural Statistics Service will be organizing an open forum for Data Users. The purpose will be to provide updates on pending changes in the various statistical and information programs and to seek comments and input from data users. The other USDA agencies to be represented will include the Agricultural Marketing Service, the Economic Research Service, the Foreign Agricultural Service, and the World Agricultural Outlook Board.
