Prices Received Index Declines Sharply The preliminary All Farm Products Index of Prices Received by Farmers in October was 95, based on 1990-92=100, down a record 10 points (9.5 percent) from the September Index. When compared to the historical base of 1910-1914, the index shows a 66 point decline, becoming the largest month-to-month decrease in recorded history. The previous record one-month decline was 57 points, and occurred between the months of August and September, 1973. A significant downturn in prices for lettuce, milk, soybeans, hogs, corn, broilers, and cattle combined with seasonal shifts in marketings set the stage for the monthly downturn in the index. The seasonal change in the mix of commodities farmers sell often affects the overall index. Overall marketing changes accounted for 6 of the 10 point decrease in the October index (1990- 92=100). When compared with October 2000, however, the All Farm Products Index was still 2 points (2.2 percent) higher. Price increases from October 2000 for milk, broilers, feed grains, fruits, and potatoes more than offset decreases in oilseeds, cotton, vegetables and eggs. Prices Paid Index Unchanged The October Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 123 percent of the 1990-92 average. The index was unchanged from September but 2 points (1.7 percent) above October 2000. Lower prices in October for nitrogen fertilizer materials, diesel fuel, gasoline, and feed concentrates were offset by higher prices paid for milk cows, feeder cattle and calves, and potash and phosphorus fertilizers. Prices Received by Farmers The October All Farm Products Index was 95 percent of its 1990-92 base, down 9.5 percent from the September index but 2.2 percent above the October 2000 index. All Crops: The October index was 87, down 14 percent from September and 4.4 percent below October 2000. Price decreases from September for commercial vegetables, feed grains and hay, cotton, oil bearing crops, and potatoes and dry beans more than offset a price increase for tobacco. Food Grains: The October index, at 90, was down 2.2 percent from the previous month but 2.3 percent above October 2000. The October all wheat price, at $2.86 per bushel, was up 1 cent from the September price and 18 cents above October 2000. The October rice price, at $4.69 per cwt, was down 9 cents from the September price and 92 cents below a year ago. Feed Grains & Hay: The October index was 84, down 8.7 percent from last month but 5.0 percent above October 2000. The corn price, at $1.79 per bushel, was down 12 cents from September but 5 cents above October 2000. The October corn production forecast was higher than the September forecast but down 5 percent from last year. The all hay price, at $99.40 per ton, was up 80 cents from last month and $14.50 above October 2000. Oil-Bearing Crops: The October index, at 74, was down 8.6 percent from both the September index and October 2000. The soybean price, at $4.10 per bushel, decreased 43 cents from September and was 35 cents below October 2000. Soybean production is expected to be 5 percent larger than the previous record high set last year. Cotton: The October index, at 57, was down 11 percent from a month ago and 38 percent below October 2000. The cotton price, at 34.4 cents per pound, was down 4.1 cents from September and 21.1 cents below a year ago. This is the lowest monthly price since March 1975. Weak domestic consumption, along with potential record high production, continues to depress cotton prices. Potatoes and Dry Beans: The October index, at 96, was 5.9 percent below last month but 26 percent above October 2000. The all potato price, at $5.50 per cwt, was down 55 cents from the previous month but $1.18 above last October. Potato prices declined seasonally during harvest. The dry edible bean price, at $19.10 per cwt, was $1.00 above last month and $3.50 above a year ago. Fruit and Nuts: The October fruit and nut index, at 121, was unchanged from the previous month but 8.0 percent above October 2000. Price increases during October for apples, strawberries, and lemons were offset by price decreases for oranges, grapes, grapefruit, and pears. A 10 percent decrease in the apple production forecast, when compared to 2000, contributed to the apple price increase. More movement of lower priced processing citrus and higher citrus production forecasts led to decreased overall prices for oranges and grapefruit. Commercial Vegetables: The October index, at 102, was down 23 percent from last month and 18 percent below October 2000. Price decreases for lettuce, onions, cucumbers, snap beans, celery, and asparagus more than offset price increases for tomatoes, carrots, broccoli, cantaloup, and sweet corn. The October lettuce price, at $11.90, is down $14.30 from September and $4.30 below last year. The September price had gone up sharply due to limited supplies after weather related production delays. For October, production picked back up and has been supplemented by supplies from Canada. Livestock and Products: The October index, at 106, was down 3.6 percent from last month but up 9.3 percent from October 2000. Compared with a year ago, prices were higher for all milk, broilers, and cattle, but lower for hogs, turkeys, eggs, and calves. Meat Animals: The October index, at 92, was down 4.2 percent from last month but unchanged from a year ago. The October hog price was $41.00 per cwt, down $4.10 from September and down 40 cents from a year ago. Hog slaughter for recent weeks has been above a year ago. The October beef cattle price of $67.50 was down $1.50 from last month but up 80 cents from October 2000. September cattle on feed numbers were up 1 percent from last year. Dairy Products: The October index, at 124, was down 4.6 percent from September but 29 percent above October 2000. The October all milk price, at $16.20 per cwt, was down 80 cents from September but $3.70 above last year. October prices decreased for both fluid and manufacturing grade milk. Cheese prices decreased the first three weeks of October. Poultry and Eggs: The October 2001 index, at 121, was down 0.8 percent from September, but 9 percent above a year ago. The October broiler price, at 41.0 cents per pound, was down 2 cents from September. Broiler markets were softer seasonally, but export demand continued strong. October market egg prices, at 44.6 cents per dozen, were up 7.0 cents from September. September egg production was 3 percent above last year but demand increased seasonally. Turkey prices increased 3.6 cents to 44.0 cents per pound. Demand for Thanksgiving marketings increased. September stocks of frozen whole turkeys were 2 percent above year ago levels. They include all grades and qualities. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of 2600 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Statistical Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's price represents a 3-5 day period around the mid-month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of "Agricultural Prices". Reliability: U.S. price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods of summarization for non-probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid by Farmers The October Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 123 (1990-92=100), unchanged from September but 1.7 percent above October 2000. Production Index: The October Farm Production, Goods, and Services Index, at 119, was unchanged from last month but 1.7 percent above last year. Lower prices in October for nitrogen fertilizer materials, diesel fuel, gasoline, and feed concentrates were offset by higher prices paid for milk cows, feeder cattle and calves, and potash and phosphorus fertilizers. Feed: The Feed Index, at 109, was 0.9 percent less than September but 7.9 percent greater than last October. Lower prices for feed concentrates, feed grains, and feed supplements account for the decrease. Livestock and Poultry: The Index for Livestock and Poultry purchases, at 113, was 0.9 percent greater than September and 1.8 percent above last year. Higher prices for milk cows and feeder cattle and calves since September account for the index increase. The October feeder cattle price, at $93.40 per cwt, was up $0.60 per cwt from the September price due to a larger proportion of lighter weight animals being sold. Fertilizer: The Fertilizer Index, at 107, was down 3.6 percent from September and 7.0 percent below a year ago. Lower prices for nitrogen material and mixed fertilizer were partially offset by rising potash and phosphorus prices. Agricultural Chemicals: The Chemical Index, at 121, was unchanged from last month but 0.8 percent above last October. Slightly higher prices in October for insecticides had no effect on the index. Fuels: The Fuels Index, at 116, was down 8.7 percent from a month earlier and 22 percent less than October 2000. Compared to last month, lower prices for diesel fuel and gasoline more than offset slightly higher LP gas prices. Farm Machinery: The October Farm Machinery Index was 140, unchanged from September and October 2000. Since September, prices for the tractors subcomponent of the machinery index was fractionally higher. Consumer Price Index: The September 2001 Consumer Price Index for All Urban Consumers (CPI-U) rose 0.5 percent, before seasonal adjustment, to a level of 178.3 (1982-84=100). For the 12-month period ended in September, the overall index has increased 2.6 percent. Prices Paid by Farmers Definition: Prices paid by farmers represent the average costs of inputs purchased by farmers and ranchers to produce agricultural commodities. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Statistical Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of "Agricultural Prices". The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization in April are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors for major items around 10 percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Program Change: Effective January 1, 1995, the National Agricultural Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
