Farm Prices Received Index Up 4 Points The preliminary All Farm Products Index of Prices Received by Farmers in February was 99, using a 1990-92=100 base period, up 4 points (4.2 percent) from the January Index. Price increases for lettuce, cattle, broccoli, and potatoes more than offset decreased prices for broilers, tomatoes, peanuts and eggs. The seasonal change in the mix of commodities farmers sell affects the overall index. Higher marketings for milk, cattle, broilers, and hogs more than offset decreased marketings of corn, soybeans, tobacco, and wheat. Compared with February 2001, the All Farm Products Index was down 1 point (1.0 percent). Lower prices for cattle, broilers, eggs, and onions more than offset higher prices for lettuce, broccoli, potatoes, and oranges. Prices Paid Index Unchanged The February Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 122 percent of the 1990-92 average. The index was unchanged from January but 2 points (1.6 percent) below February 2001. Lower prices in February for complete feeds, hay and forages, mixed fertilizers, and feed grains offset higher prices for potash and phosphate materials, feeder pigs, LP gas, and nitrogen fertilizers. B-9 Prices Received by Farmers The February All Farm Products Index was 99 percent of its 1990-92 base, up 4.2 percent from the January index but down 1.0 percent from the February 2001 index. All Crops: The February index was 101, up 8.6 percent from January and 3.1 percent above February 2001. Since January, index increases for commercial vegetables, potatoes and dry beans, fruit and nuts, and cotton more than offset index decreases for food grains and tobacco. Food Grains: The February index, at 85, was down 3.4 percent from the previous month and 6.6 percent below February 2001. The February all wheat price, at $2.85 per bushel, was down 2 cents from January but 2 cents above February 2001. Feed Grains & Hay: The February index was 90, unchanged from both last month and February 2001. The corn price, at $1.93 per bushel, was down 4 cents from last month and 3 cents below February 2001. The all hay price, at $90.40 per ton, was $2.60 below January but $3.50 above last February. Grain sorghum, at $3.24 per cwt, was down 10 cents from January and 23 cents below February last year. Oil-Bearing Crops: The February index, at 76, was unchanged from January but 5.0 percent below February 2001. The soybean price, at $4.19 per bushel, decreased 3 cents from January and was 27 cents below February 2001. Cotton: The February index, at 49, was up 2.1 percent from January but 39 percent below February 2001. The February price, at 29.7 cents per pound, was up 0.8 cents from the previous month but down 18.8 cents from last February. Potatoes & Dry Beans: The February index, at 130, was up 11 percent from last month and 53 percent above February 2001. The all potato price, at $7.51 per cwt, was up 61 cents from January and $2.25 above last February. The all dry bean price, at $25.30 per cwt, was up $4.20 from the previous month and $10.00 above February 2001. Fruit & Nuts: The February fruit and nut index, at 86, was up 2.4 percent from the previous month and 3.6 percent above February 2001. Since January, the orange price increased 53 cents to $4.42 per box. Commercial Vegetables: The February index, at 189, was up 17 percent from last month and 29 percent above February 2001. Price increases during February for lettuce, broccoli, celery, and sweet corn more than offset price declines for tomatoes, cauliflower, and onions. Livestock and Products: The February index, at 97, was unchanged from last month and down 4.9 percent from February 2001. Compared with a year ago, prices were higher for all milk, but lower for all cattle, broilers, hogs, eggs, calves, and turkeys. Meat Animals: The February index, at 93, was up 3.3 percent from last month, but down 5.1 percent from a year ago. The February hog price was $38.40 per cwt, up $4.70 from December but down $.80 from a year ago. The February beef cattle price of $70.40 was up $3.30 from last month but down $4.30 from February 2001. January cattle on feed numbers were down 3 percent from last year. Dairy Products: The February index, at 102, was down 1.0 percent from January but 2.0 percent above February 2001. The February all milk price, at $13.30 per cwt, was down 10 cents from January but 30 cents above last year. February prices for fluid milk were unchanged from January but manufacturing grade milk decreased from last month. Poultry and Eggs: The February 2002 index, at 100, was down 9.2 percent from January, and 11 percent below a year ago. The February broiler price, at 34.0 cents per pound, decreased 3.0 cents from January. Domestic demand is light with an abundant supply. February market egg prices, at 36.6 cents per dozen, decreased 8.4 cents from January. Egg production increased 2 percent during January and without strong export shipments the egg price decreased. Turkey prices, averaging 34.1 cents per pound, were unchanged from the previous month, with demand and trading light and supplies adequate. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of 2600 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Statistical Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's price represents a 3-5 day period around the mid-month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of "Agricultural Prices". Reliability: U.S. price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods of summarization for non-probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid by Farmers The February Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 122 (1990-92=100), unchanged from January 2002 but 1.6 percent below February 2001. Production Index: The February Farm Production, Goods, and Services Index, at 117, was unchanged from last month but 3.3 percent below a year ago. Lower prices in February for complete feeds, hay and forages, mixed fertilizers, and feed grains offset higher prices for potash and phosphate materials, feeder pigs, LP gas, and nitrogen fertilizers. Feed: The Feed Index, at 106, was 0.9 percent less than January and 1.9 percent below last February. Since January, prices were lower for complete feeds, hay and forages, feed grains, feed concentrates, and feed supplements. Livestock and Poultry: The Index for Livestock and Poultry purchases, at 110, was 0.9 percent higher than last month and 1.9 percent above a year ago. Since January, prices were higher for feeder pigs and feeder cattle. The February feeder cattle price, at $87.00 per cwt, was up $.30 per cwt from the January price. Fertilizer: The Fertilizer Index, at 106, was up 1.0 percent from January but 24 percent less than February a year ago. Since January, higher prices for potash and phosphate materials and nitrogen fertilizers more than offset lower prices for mixed fertilizers. Agricultural Chemicals: The Chemical Index, at 122, was unchanged from last month but 0.8 percent above last February. Prices in February were slightly higher for insecticides. Fuels: The Fuels Index, at 83, was up 1.2 percent from a month earlier but 39 percent below February 2001. Compared to last month, prices were higher for LP gas and gasoline but lower for diesel fuel. Farm Machinery: The February Farm Machinery Index was 141, unchanged from January but 0.7 percent below last February. Since January, slightly lower prices for other machinery offset slightly higher prices for self-propelled machinery. Consumer Price Index: The January 2002 Consumer Price Index for all urban consumers (CPI-U) rose 0.2 percent before seasonal adjustment to a level of 177.1 (1982-84=100). This compares to the December index of 176.7. For the 12-month period ending in January, the overall index has increased 1.1 percent. Prices Paid by Farmers Definition: Prices paid by farmers represent the average costs of inputs purchased by farmers and ranchers to produce agricultural commodities. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. Separate prices paid surveys are conducted for, agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Prices Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Statistical Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of "Agricultural Prices". The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization in April are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors for major items around 10 percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
