Farm Prices Received Index Down 10 Points From Last Month The preliminary All Farm Products Index of Prices Received by Farmers in April was 95, based on 1990-92=100, down 10 points (9.5 percent) from the revised March index. Declining lettuce prices along with decreases for hogs, eggs, and cattle, more than offset increased prices for onions, hay, apples, and potatoes. The seasonal change in the mix of commodities farmers sell often affects the overall index. Higher marketings for cattle, strawberries, milk, and oranges more than offset decreased marketings of soybeans, corn, wheat, and cotton. Compared with April last year, the All Farm Products Index was down 11 points (10.4 percent). Lower prices for broilers, milk, hogs, and cattle more than offset higher prices for potatoes, tomatoes, apples, and carrots. The food commodities index decreased by 13.0 percent over both last month and last year. Prices Paid Index Unchanged The April Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 123 percent of the 1990-92 average. The index was unchanged from March but 1 point (0.8 percent) below April 2001. Lower prices in April for feeder cattle, feeder pigs, feed grains, and insecticides, were offset by higher prices for field crop seeds, hay and forages, gasoline, nitrogen fertilizers, and diesel fuel. Prices Received by Farmers The April Prices Received by Farmers Index for All Farm Products was 95 percent of its 1990-92 base, down 9.5 percent from the March index and 10 percent below the April 2001 index. All Crops: The April index was 100, down 15 percent from March and 2.9 percent below April 2001. From March, index decreases for cotton, oil-bearing crops, food grains, fruits and nuts, feed grains and hay, and tobacco more than offset index increases for potatoes and dry beans and commercial vegetables. Food Grains: The April index, at 83, was down 2.3 percent from the previous month and 9.8 percent below April 2001. The April all wheat price, at $2.80 per bushel, was down 7 cents from March and 6 cents below April 2001. Demand continues to be sluggish. Feed Grains & Hay: The April index, at 90, was down 1 percent from last month but unchanged from April 2001. The corn price, at $1.86 per bushel, was down 8 cents from last month and 3 cents below April 2001. Prices are down due to weak imports, favorable planting conditions, and the expected acreage increase. The all hay price, at $99.90 per ton, was $8.50 above March and 90 cents higher than last April. Oil-Bearing Crops: The April index, at 79, was unchanged from March but 5.3 percent above April 2001. Soybeans, at $4.38 per bushel, were unchanged from March. The sunflower price, at $9.71 per cwt, decreased 49 cents from March but was $2.04 above April 2001. Potatoes and Dry Beans: The April index, at 147, was 1.4 percent above last month and 60 percent above April 2001. The all potato price, at $8.61 per cwt, was up 11 cents from the previous month and $3.14 above last April. The dry edible bean price, at $26.70 per cwt, was 10 cents above last month and $11.10 above April 2001. Prices for both commodities continue to be higher than last year due to reduced supplies. Cotton: The April index, at 50, was up 2 percent from March but 29 percent below April 2001. The April price, at 30.3 cents per pound, was up 0.4 cent from the previous month but 12.3 cents below last April. Demand remains high, but large carryover continues to keep prices depressed. Fruits and Nuts: The April index, at 86, was down 6.5 percent from the previous month and 17 percent below April 2001. The strawberry price, at 62.7 cents per pound, was down 24.6 cents from March and 13 cents below April 2001. Prices decline as harvest picks up. Commercial Vegetables: The April index, at 130, was 52 percent below last month and 5.8 percent less than April 2001. The lettuce price, at $19.30 per cwt, decreased $67.10 from a month ago and was $2.30 below last April. Increasing supplies from several production areas simultaneously brought prices back down to normal levels. The tomato price, at $30.20 per cwt, was $8.30 below last month but $11.20 higher than April 2001. Livestock and Products: The April index, at 90, was down 5.3 percent from last month and 17 percent from April 2001. Compared with a year ago, prices were lower for all milk, hogs, broilers, all cattle, eggs, turkeys, and calves. Meat Animals: The April index, at 87, was down 5.4 percent from last month, and 16 percent from a year ago. The April hog price was $30.50 per cwt, down $5.50 from March, and $17.30 from this same time a year ago. The April beef cattle price of $67.80 was down $2.90 from last month and down $7.60 from April 2001. Decreased poultry exports pulled down prices of hogs and cattle. Dairy Products: The April index, at 96, was down 1.0 percent from March, and 14 percent below April 2001. The April all milk price, at $12.50 per cwt, was down 20 cents from March, and down $2.10 from last year. Prices for both fluid and manufacturing grade milk decreased from March and the previous year. Poultry and Eggs: The April index, at 91, was down 10 percent from March and 22 percent below a year ago. The April broiler price, at 30.0 cents per pound, decreased 2.0 cents from March. Export demand dropped with an uncertain outlook. April market egg prices, at 32.1 cents per dozen, decreased 19.4 cents from March. Domestic demand dropped after an early Easter Holiday. Turkey prices, averaging 32.6 cents per pound, were down 0.3 cents from the previous month. Demand was steady and supplies more than adequate for buyers' needs. They include all grades and qualities. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of 2600 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Statistical Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's price represents a 3-5 day period around the mid-month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of "Agricultural Prices". Reliability: U.S. price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods of summarization for non-probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid by Farmers The April Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 123 (1990-92=100), unchanged from March 2002 but 0.8 percent below April 2001. PRODUCTION INDEX: The April Farm Production, Goods, and Services Index, at 118, was unchanged from last month but 1.7 percent below last year. Lower prices in April for feeder cattle, feeder pigs, feed grains, and insecticides offset higher prices for field crop seed, hay and forages, gasoline, nitrogen fertilizers, and diesel fuel. Feed: The Feed Index, at 109, was the same as March but 2.8 percent above last April. Since March, slightly lower prices for feed grains, feed supplements, and feed concentrates offset higher prices for hay and forages and complete feeds. Livestock and Poultry: The Index for Livestock and Poultry purchases, at 101, was 4.7 percent lower than last month and 11 percent below last year. Since March, lower prices for feeder cattle and feeder pigs more than offset higher prices for poultry. The April feeder cattle price, at $80.40 per cwt, was down $3.50 per cwt from the March price. Fertilizer: The Fertilizer Index, at 107, was unchanged from March but 21 percent less than April a year ago. Since March, slightly lower prices for mixed fertilizers and potash and phosphate materials offset slightly higher prices for nitrogen fertilizers. Agricultural Chemicals: The Chemical Index, at 119, was unchanged from last month but 1.7 percent below last April. Prices were slightly lower in April for insecticides, herbicides, and other chemicals. Fuels: The Fuels Index, at 114, was up 1.8 percent from a month earlier but 10 percent below April 2001. Compared to last month, prices were higher for gasoline, diesel fuel, and LP gas. Farm Machinery: The April Farm Machinery Index was 147, unchanged from March but 2.8 percent above last April. Since March, prices were slightly higher for other machinery, self-propelled machinery, and tractors. CONSUMER PRICE INDEX: The March 2002 Consumer Price Index for all urban consumers (CPI-U) rose 0.6 percent before seasonal adjustment to a level of 178.8 (1982-84=100). This compares to the February index of 177.8. For the 12-month period ending in March, the overall index has increased 1.5 percent. Prices Paid by Farmers Definition: Prices paid by farmers represent the average costs of inputs purchased by farmers and ranchers to produce agricultural commodities. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for, agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Prices Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Statistical Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of "Agricultural Prices". The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization in April are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors for major items around 10 percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990- 92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
