The June Flaxseed price for South Dakota is footnoted as "6/ Insufficient sales to establish price." Page A-29 has been revised. The table showing Pears for Fresh Use was published with data under incorrect month titles. **************************************************************************** Farm Prices Received Index Up 2 Points From Last Month The preliminary All Farm Products Index of Prices Received by Farmers in July was 100, based on 1990-92=100, up 2 points (2.0 percent) from the June index. Higher prices for wheat, soybeans, hogs, and corn more than offset decreased prices for broilers, milk, eggs, and cattle. The seasonal change in the mix of commodities farmers sell often affects the overall index. Higher marketings for grapes, wheat, tobacco, and tomatoes more than offset decreased marketings of milk, cantaloupe, potatoes, and asparagus. The All Farm Products Index was 8 points (7.4 percent) below July last year. Lower prices for broilers, cattle, hogs, and strawberries more than offset higher prices for wheat, corn, soybeans, and potatoes. The Food Commodities Index increased by 1 point (1.0 percent) over last month to 98, but was 11 percent below July last year. Prices Paid Index Unchanged The July Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 123 percent of the 1990-92 average. The index was unchanged from June but 1 point (0.8 percent) below July 2001. Lower prices in July for LP gas, feeder pigs, and hay and forages were offset by higher prices for feeder cattle, feed concentrates, nitrogen fertilizers, and feed grains. The all potato price is a record high, at $11.40 per cwt, up $1.45 from the previous month and $4.94 above last July. Lower supplies of the 2001 crop combined with a late spring 2002 crop were responsible for the record high price. The previous high was $10.60 in July of 1989. The dry edible bean price, at $25.60 per cwt, was $1.10 below last month but $8.80 above July 2001. Cotton: The July index, at 53, was down 8.6 percent from June and 17 percent below July 2001. Commercial Vegetables: The July index, at 121, was up 5.2 percent from last month, but 3.2 percent below July 2001. Price increases during July for asparagus, sweet corn, cucumbers, lettuce, and tomatoes more than offset price decreases for onions, broccoli, snap beans, and carrots. LIVESTOCK AND PRODUCTS: The July index, at 89, was down 2.2 percent from last month and down 21 percent from July 2001. Compared with a year ago, prices were higher for turkeys, but lower for all milk, eggs, broilers, hogs, all cattle, calves, and turkeys. Meat Animals: The July index, at 86, was up 1.2 percent from last month, but down 16 percent from a year ago. The July hog price was $38.20 per cwt, up $2.40 from June, but down $13.50 from this same time a year ago. The July beef cattle price of $63.30 was down $0.80 from last month, and down $8.50 from July, 2001. Price increases in hogs more than offset a decline in the price for all cattle. Dairy Products: The July index, at 86, was down 3.4 percent from June and 31 percent below July, 2001. The July all milk price, at $11.20 per cwt, was down 40 cents from June and down $5.00 from last year. The July price for fluid grade milk decreased 50 cents from June and the price for manufacturing grade milk dropped 40 cents from June. Prices for both grades of milk decreased $5.00 per cwt. from the previous year. Poultry and Eggs: The July 2002 index, at 97, was down 5 percent from June and 18 percent below a year ago. July market egg prices, at .381 cents per dozen, decreased 6.4 cents from June due to a seasonal decrease in demand. The July broiler price, at 31.0 cents per pound, decreased 2.0 cents from June. Turkey prices, averaging 38.3 cents per pound, were up 1.4 cents from the previous month. Export demand is still questionable for all poultry with numerous factors such as trade negotiations and restrictions affecting trade. Poultry stocks in cold storage are increasing, putting downward pressure on prices. Also, domestic demand has softened for most poultry products. Seasonal Adjustment Factors, Eggs and Milk Base prices used in calculating parity prices are averages of prices received by farmers for several years; therefore, any seasonal variation is largely averaged out. To facilitate comparisons with parity prices, monthly prices for eggs and milk are adjusted for seasonal variation. The table below presents the adjustment factors which will be used the next 12 months. The adjusted price is calculated by dividing the monthly price by the adjustment factor. The factors are based on prices for the years 1992-2001. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of 2600 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Statistical Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's price represents a 3-5 day period around the mid-month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of "Agricultural Prices". Reliability: U.S. price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods of summarization for non- probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid by Farmers The July Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 123 (1990-92=100), unchanged from June 2002 but 0.8 percent below July 2001. PRODUCTION INDEX: The July Farm Production, Goods, and Services Index, at 118, was unchanged from last month but 1.7 percent below last year. Lower prices in July for LP gas, feeder pigs, and hay and forages offset higher prices for feeder cattle, feed concentrates, nitrogen fertilizers, and feed grains. Feed: The Feed Index, at 112, was 1.8 percent more than June and 2.8 percent above last July. Since June, higher prices for feed concentrates, feed grains, complete feeds, and feed supplements more than offset lower prices for hay and forages. Livestock and Poultry: The Index for Livestock and Poultry purchases, at 96, was 1.1 percent higher than last month but 16 percent below last year. Since June, higher prices for feeder cattle more than offset lower prices for feeder pigs. The July feeder cattle price at, $79.20 per cwt, was up $1.80 per cwt from the June price. Fertilizer: The Fertilizer Index, at 111, was up 1.8 percent from June but 6.7 percent less than July a year ago. Since June, higher prices for nitrogen fertilizers and mixed fertilizers more than offset lower prices for potash and phosphate materials. Agricultural Chemicals: The Chemical Index, at 118, was unchanged from last month but 1.7 percent below last July. Fuels: The Fuels Index, at 106, was down 0.9 percent from a month earlier and 7.8 percent below July 2001. Compared to last month, prices were lower for LP gas but higher for diesel fuel and gasoline. Farm Machinery: The July Farm Machinery Index was 147, unchanged from June but 2.1 percent above last July. Prices Paid by Farmers Definition: Prices paid by farmers represent the average costs of inputs purchased by farmers and ranchers to produce agricultural commodities. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Statistical Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of "Agricultural Prices". The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization in April are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors for major items around 10 percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
