XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX August Farm Prices Received Index Up 1 Point From Last Month The preliminary All Farm Products Index of Prices Received by Farmers in August was 101, based on 1990-92=100, up 1 point (1.0 percent) from the July index. Higher prices for corn, wheat, strawberries, and lettuce more than offset decreased prices for hogs, broilers, grapes, and potatoes. The seasonal change in the mix of commodities farmers sell often affects the overall index. Higher marketings for tobacco, cattle, grapes, and sweet corn more than offset decreased marketings of wheat, hay, milk, and strawberries. The current All Farm Products Index is 9 points (8.2 percent) below August, 2001. Lower prices for broilers, hogs, cattle, and lettuce more than offset higher prices for corn, wheat, soybeans, and grapes. The Food Commodities Index increased by 1 point (1.0 percent) over last month to 99, but was 14 points (12 percent) below August last year. Prices Paid Index Unchanged The August Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 124 percent of the 1990-92 average. The index was unchanged from July 2002 and August 2001. Lower prices in August for feeder pigs, hay and forages, LP gas, and potash and phosphate materials were offset by higher prices for complete feeds, feed grains, feed concentrates, and feeder cattle. Pr 1 (8-02) Prices Received by Farmers The August All Farm Products Index was 101 percent of its 1990-92 base, up 1.0 percent from July but 8.2 percent below August 2001. ALL CROPS: The August index was 116, up 4.5 percent from July and 6.4 percent above August 2001. Price increases from last month for feed grains and hay, food grains, commercial vegetables, oil-bearing crops, and fruits and nuts more than offset price decreases for potatoes and dry beans, cotton, and tobacco. Food Grains: The August index, at 113, was up 7.6 percent from last month and 26 percent above August 2001. The August all wheat price, at $3.60 per bushel, was up 39 cents from the July price and 86 cents above August 2001. The August all wheat production forecast was down 4 percent from July and 14 percent below 2001. Feed Grains & Hay: The August index was 112, up 9.8 percent from last month and 17 percent above August 2001. The corn price, at $2.48 per bushel, was up 35 cents from July and 58 cents above the August 2001 price. August corn production was forecast 7 percent below 2001. The all hay price, at $93.70 per ton, was up $0.10 from last month but $3.70 below August 2001. Oil-Bearing Crops: The August index, at 101, was 5.2 percent above the July level and 16 percent higher than August 2001. The soybean price, at $5.65 per bushel, increased 30 cents from July and 80 cents from August 2001. Soybean production is expected to be 9 percent smaller than 2001. Potatoes & Dry Beans: The August index, at 144, was 18 percent below last month but 15 percent above August 2001. The all potato price, at $8.64 per cwt, was $2.16 below the previous month but $1.03 above last August. Fall harvest is becoming active, resulting in lower prices. The dry edible bean price, at $22.10 per cwt, was $2.40 below July but $4.70 above August 2001. The onset of dry bean harvest in major States is causing prices to go down seasonally after a good 2001 marketing year. Cotton: The August index, at 52, was down 16 percent from July and 12 percent below August 2001. The August price, at 31.5 cents per pound, was down 6.1 cents from the previous month and 4.5 cents below last August. Cotton production is forecast 9 percent below last year's record high production. However, world stocks are abundant. Fruits & Nuts: The August fruit and nuts index, at 134, was up 3.9 percent from the previous month and 3.1 percent greater than August 2001. Increases in the prices of strawberries, peaches, oranges, and apples more than offset declines in the prices of grapes and grapefruit. Strawberry prices have increased due to seasonally reduced supplies. Commercial Vegetables: The August index, at 125, was 6.8 percent above last month but 14 percent below August 2001. Price increases for lettuce, cucumbers, and carrots more than offset price decreases for cantaloup, onions, sweet corn, and tomatoes. The iceberg lettuce market is experiencing higher prices resulting from reduced supply. LIVESTOCK & PRODUCTS: The August index, at 87, was down 2.2 percent from last month, and down 22 percent from August 2001. Compared with a year ago, prices were higher for eggs, but lower for all milk, broilers, hogs, all cattle, calves, and turkeys. Meat Animals: The August index, at 85, was down 2.3 percent from last month, and down 15 percent from a year ago. The August hog price of $34.20 per cwt, was down $5.00 from July, and down $16.60 from this same time a year ago. Hogs being marketed earlier than expected and at a lighter weight pushed prices downward. The August beef cattle price of $63.60 was down $0.20 from last month, and down $7.00 from August 2001. Dairy Products: The August index, at 86, was unchanged from July but 32 percent below August 2001. The August all milk price, at $11.20 per cwt, was unchanged from July but down $5.30 from last year. The August price for fluid grade milk increased 10 cents from July while the price for manufacturing grade milk rose 30 cents from July. Both fluid and manufactured grade milk prices decreased from the previous year. Poultry & Eggs: The August 2002 index, at 94, was down 3 percent from July and 22 percent below a year ago. August market egg prices at 43.9 cents per dozen increased 5.8 cents from July due to a seasonal increase in demand. The August broiler price, at 29.0 cents per pound, decreased 2.0 cents from July. The broiler price has not been this low since December 1990, due to abundant supplies of broilers and other meats, and significantly lower exports. Turkey prices, averaging 37.9 cents per pound, were down 0.4 cents from the previous month. Poultry stocks are increasing in cold storage putting downward pressure on prices. Reliability of Prices Received Estimates Definition: Prices received represent sales from producers to first buyers. They include all grades and qualities. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of 2600 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Statistical Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's price represents a 3-5 day period around the mid-month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of "Agricultural Prices". Reliability: U.S. price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods of summarization for non- probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid by Farmers The August Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 124 (1990-92=100), unchanged from July 2002 and August 2001. PRODUCTION INDEX: The August Farm Production, Goods, and Services Index, at 120, was up 0.8 percent from last month but unchanged from last year. Higher prices in August for complete feeds, feed grains, feed concentrates, and feeder cattle more than offset lower prices for feeder pigs, hay and forages, LP gas, and potash and phosphate materials. Feed: The Feed Index, at 121, was 5.2 percent more than July and 9.0 percent above last August. Since July, higher prices for complete feeds, feed grains, feed concentrates, and feed supplements more than offset lower prices for hay and forages. Livestock and Poultry: The Index for Livestock and Poultry purchases, at 97, was 1.0 percent higher than last month but 14 percent below last year. Since July, higher prices for feeder cattle more than offset lower prices for feeder pigs. The August feeder cattle price at, $81.60 per cwt, was up $2.40 per cwt from the July price. Fertilizer: The Fertilizer Index, at 109, was unchanged from July but 5.2 percent less than August a year ago. Since July, prices were slightly lower for potash and phosphate materials and nitrogen fertilizers. Agricultural Chemicals: The Chemical Index, at 118, was unchanged from last month but 1.7 percent below last August. Fuels: The Fuels Index, at 111, was unchanged from a month earlier but 6.7 percent below August 2001. Compared to last month, prices were slightly lower for LP gas and gasoline but slightly higher for diesel fuel. Farm Machinery: The August Farm Machinery Index was 147, unchanged from July but 1.4 percent above last August. Since July, slightly lower prices for tractors offset slightly higher prices for other machinery. CONSUMER PRICE INDEX: The July 2002 Consumer Price Index for all urban consumers (CPI-U) rose 0.1 percent before seasonal adjustment to a level of 180.1 (1982-84=100), compared to the June index of 179.9. For the 12-month period ending in July, the overall index has increased 1.5 percent. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Statistical Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of "Agricultural Prices". The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization in April are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors for major items around 10 percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes). USDA Data Users' Forum October 21, 2002 Holiday Inn Mart Plaza Chicago, Illinois The USDA's National Agricultural Statistics Service will hold a public forum for open exchange between Federal agricultural statistics agencies and data users on October 21, 2002. Agency representatives will provide updates on pending changes in the various statistical and information programs and will seek comments from data users. The USDA's Agricultural Marketing Service, Economic Research Service, Foreign Agricultural Service, and World Agricultural Outlook Board, as well as the U.S. Census Bureau's Foreign Trade Division, will also participate in the forum.
