Fresh Temple prices for the equivalent on- tree level and processed Temple prices for the equivalent P.H.D. level have been corrected. ******************************************************************************* September Farm Prices Received Index Down 1 Point From Last Month The preliminary All Farm Products Index of Prices Received by Farmers in September was 99, based on 1990-92=100, down 1 point (1.0 percent) from the August index. Lower prices for hogs, potatoes, lettuce, and strawberries more than offset increased prices for wheat, corn, broccoli, and broilers. The seasonal change in the mix of commodities farmers sell also affects the overall index. Decreased marketings of cattle, wheat, broilers, and grapes more than offset increased marketings of soybeans, corn, peanuts, and potatoes. The preliminary All Farm Products Index is also 7 points (6.6 percent) below September 2001. Lower prices for milk, broilers, hogs, and lettuce more than offset higher prices for corn, wheat, soybeans, and broccoli. The Food Commodities Index decreased 1 point (1.0 percent) below last month to 97, and was 11.0 percent below September last year. Prices Paid Index Up 1 Point The September Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 125 percent of the 1990-92 average. The index was up 1 point (0.8 percent) from August and September 2001. Higher prices in September for complete feeds, feed grains, feeder cattle, and diesel fuel more than offset lower prices for feeder pigs. Prices Received by Farmers The September All Farm Products Index was 99 percent of its 1990-92 base, down 1.0 percent from the August index and 6.6 percent below the September 2001 index. ALL CROPS: The September index was 111, down 2.6 percent from August but up 7.8 percent from September 2001. From August, price increases for food crops and feed grains and hay were offset by price decreases in fruits and nuts, potatoes and dry beans, and oil-bearing crops. Food Grains: The September index, at 124, was up 8.8 percent from the previous month and 35 percent above September 2001. The September all wheat price, at $4.07 per bushel, was up 44 cents from August and $1.22 above September 2001. Feed Grains & Hay: The September index was 115, up 4.5 percent from last month and 25 percent above September 2001. The corn price, at $2.56 per bushel, was up 18 cents from August and 65 cents above the September 2001 price. From August, increases in corn, oats, sorghum, and hay prices more than offset decreases in barley. The September corn production forecast was down less than 1 percent from August and down 7 percent from 2001. Oil-Bearing Crops: The September index, at 90, was down 9.1 percent from August but up 11 percent from September 2001. The soybean price, at $5.54 per bushel, increased 1 cent from August and was $1.01 above September 2001. The lower index was due to a lower peanut price and a seasonal increase in market weights. Cotton: The September index, at 54, was unchanged from a month ago and 16 percent below September 2001. The cotton price, at 32.5 cents per pound, was down 0.5 cent from August and 6.0 cents below a year ago. Potatoes & Dry Beans: The September index, at 108, was 17 percent below last month but 4.8 percent above September 2001. The all potato price, at $6.53 per cwt, was down $1.12 from the previous month, but 49 cents above last September. Potato prices are declining as we approach the height of fall harvest season. The dry edible bean price, at $17.80 per cwt, fell $5.60 from the August average price and 30 cents below a year ago. Fruit & Nuts: The September fruit and nuts index, at 132, was down 2.2 percent from the previous month but up 2.3 percent from 2001. Price decreases in grapes, strawberries, peaches, pears, oranges, and lemons more than offset price increases for apples. Increased supplies of grapes, strawberries, peaches, and lemons have resulted in lower prices. Commercial Vegetables: The September index, at 120, was unchanged from last month but 11 percent below September 2001. Price increases during September for broccoli, cauliflower, snap beans, and cantaloups were offset by price decreases for carrots, tomatoes, sweet corn, cucumbers, lettuce, and onions. Cool weather conditions in California resulted in increased lettuce supplies. LIVESTOCK & PRODUCTS: The September index, at 86, was down 1.1 percent from last month and down 23 percent from September 2001. Compared with a year ago, prices were higher for eggs but lower for all milk, broilers, hogs, all cattle, turkeys, and calves. Meat Animals: The September index, at 81, was down 3.6 percent from last month and down 16 percent from a year ago. The September hog price of $26.50 per cwt was down $5.40 from August and down $18.70 from this same time a year ago. The September beef cattle price of $64.60 was up 30 cents from last month but down $4.40 from September 2001. Dairy Products: The September index, at 88, was up 1.1 percent from August but 33 percent below September 2001. The September all milk price of $11.50 per cwt was up 20 cents from August but down $5.60 from last year. The September price for fluid grade and manufacturing grade milk increased 20 cents from August. Both fluid and manufactured grade milk prices were down from the previous year. Poultry & Eggs: The September 2002 index, at 94, was unchanged from August and 22 percent below a year ago. September market egg prices, at 39.0 cents per dozen, decreased 4.9 cents from August due to continued expansion of layer flocks. The September broiler price, at 30.0 cents per pound, increased 1.0 cent from August. Analysts are optimistic about future exports. Turkey prices, averaging 36.9 cents per pound, were down 1.0 cent from the previous month. Increased poultry stocks in cold storage put downward pressure on prices. These data, together with the September Agricultural Prices 1966-2001 issues, supplement to the September 1965 issue, supplements to the October 1953-1964 issues and Statistical Bulletin No. 322 published in September 1962, bring to date the citrus price bulletin published as a supplement to the November 1952 issue of Agricultural Prices. Revised monthly prices refer to all fruit sold in a given month regardless of the crop year in which the fruit was harvested. Marketing year average prices refer to the prices received by growers for the entire marketing season for any one crop year. The crop year 2001-02 as shown on all citrus tables in this publication refers to the crop which bloomed in 2001 and was marketed during the 2001-02 season. For example, the 2001-02 marketing year average price received by California growers for tangerines refers to marketings from October 2001 through April 2002. In some years the season may vary a month or two, but a price was estimated only for those months with sufficient movement. Monthly and marketing year average prices are weighted by box size at the U.S. level for grapefruit, oranges, and tangerines. Approximate net contents per box are as follows: Grapefruit: Arizona and California - 67 lbs., Florida - 85 lbs., and Texas - 80 lbs; Lemons - 76 lbs; Limes - 88 lbs.; Oranges: Arizona and California - 75 lbs., Florida - 90 lbs., and Texas - 85 lbs.; Tangelos - 90 lbs.; Tangerines: Arizona and California - 75 lbs. and Florida - 95 lbs.; Temples - 90 lbs. They include all grades and qualities. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of 2600 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Statistical Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's price represents a 3-5 day period around the mid-month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of "Agricultural Prices". Reliability: U.S. price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods of summarization for non- probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid by Farmers The September Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 125 (1990-92=100), 0.8 percent higher than August 2002 and 0.8 percent above September 2001. PRODUCTION INDEX: The September Farm Production, Goods, and Services Index, at 121, was up 0.8 percent from last month and 0.8 percent above last year. Higher prices in September for complete feeds, feed grains, feeder cattle, and diesel fuel, more than offset lower prices for feeder pigs. Feed: The Feed Index, at 120, was 2.6 percent more than August and 9.1 percent above last September. Since August, prices were higher for complete feeds, feed grains, hay and forages, feed concentrates, and feed supplements. Livestock and Poultry: The Index for Livestock and Poultry purchases, at 98, was 1.0 percent higher than last month but 13 percent below last year. Since August, higher prices for feeder cattle more than offset lower prices for feeder pigs. The September feeder cattle price, at $83.30 per cwt, was up $1.70 per cwt from the August price. Fertilizer: The Fertilizer Index, at 110, was up 0.9 percent from August but 1.8 percent less than September a year ago. Prices were slightly higher in September for potash and phosphate materials and nitrogen fertilizers. Agricultural Chemicals: The Chemical index, at 118, was unchanged from last month but 1.7 percent below last September. Fuels: The Fuels Index, at 119, was up 4.4 percent from a month earlier but 11 percent below September 2001. Compared to last month, prices were higher for diesel fuel and LP gas. Farm Machinery: The September Farm Machinery Index was 148, up 0.7 percent from August and 1.4 percent above last September. Since August, prices were fractionally higher for other machinery. CONSUMER PRICE INDEX: The August 2002 Consumer Price Index for all urban consumers (CPI-U) rose 0.3 percent before seasonal adjustment to a level of 180.7 (1982-84=100). This compares to the July index of 180.1. For the 12-month period ending in August, the overall index has increased 1.8 percent. Prices Paid by Farmers Definition: Prices paid by farmers represent the average costs of inputs purchased by farmers and ranchers to produce agricultural commodities. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Statistical Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of "Agricultural Prices". The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization in April are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors for major items around 10 percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
