October Farm Prices Received Index Down 4 Points From Last Month The preliminary All Farm Products Index of Prices Received by Farmers in October is 95, based on 1990-92=100, down 4 points (4.0 percent) from the September index. Lower prices for broilers, potatoes, corn, and soybeans more than offset increased prices for hogs, wheat, milk, and tobacco. The seasonal change in the mix of commodities farmers sell also affects the overall index. Decreased marketings of wheat, milk, grapes, and tobacco more than offset increased marketings of soybeans, corn, cotton, and sorghum. The current All Farm Products Index is 1 point (1.1 percent) above October, 2001. Lower prices for broilers, hogs, cattle, and peanuts are more than offset by higher prices for soybeans, corn, wheat, and sorghum. The Food Commodities Index decreased 4 points (4.1 percent) below last month to 93, and is 3.1 percent below October last year. Prices Paid Index Unchanged The October Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) is 125 percent of the 1990-92 average. The index is unchanged from September but 2 points (1.6 percent) above October 2001. Lower prices in October for milk cows, feed grains, nitrogen fertilizers, and hay and forages offset higher prices for complete feeds, feeder pigs, LP gas, and feeder cattle. Prices Received by Farmers The October All Farm Products Index is 95 percent of its 1990-92 base, down 4.0 percent from the September index but 1.1 percent above the October 2001 index. ALL CROPS: The October index is 101, down 8.2 percent from September but up 15 percent from October 2001. Price increases in September for food crops, cotton, tobacco, and oil-bearing crops are offset by price decreases in feed grains and hay, fruits and nuts, commercial vegetables, and potatoes and dry beans. Food Grains: The October index, at 129, is virtually unchanged from the previous month but 43 percent above October 2001. The October all wheat price, at $4.41 per bushel, is up 20 cents from September and $1.54 above October 2001. Feed Grains & Hay: The October index is 106, down 5.4 percent from last month but 23 percent above October 2001. The corn price, at $2.36 per bushel, is down 11 cents from September but 52 cents above the October 2001 price. From September, decreases in the corn, barley, sorghum, and hay prices more than offset increases in oats. Oil-Bearing Crops: The October index, at 90, is up 2.3 percent from September and up 22 percent from October 2001. The soybean price, at $5.16 per bushel, decreased 23 cents from September but is $1.07 above October 2001. Cotton: The October index, at 60, is up 3.4 percent from a month ago and 18 percent above October 2001. The cotton price, at 36.5 cents per pound, is up 1.3 cents from September and 5.8 cents above a year ago. Potatoes & Dry Beans: The October index, at 91, is 17 percent below last month and unchanged from October 2001. The all potato price, at $5.43 per cwt, is down $1.17 from the previous month, but 28 cents above last October. The dry edible bean price, at $16.10 per cwt, fell $1.80 from the September average price and $3.10 cents below a year ago. Fruit & Nuts: The October fruit and nuts index, at 129, is down 2.3 percent from the previous month but up 2.4 percent from 2001. Price decreases in grapes, pears, oranges, and grapefruit more than offset price increases for apples, strawberries, and lemons. Supplies are increasing for oranges, grapefruit, and tangerines as harvest begins. Commercial Vegetables: The October index, at 102, is down 15 percent from last month and 2.9 percent below October 2001. Price increases during October for cantaloups and tomatoes are offset by price decreases for broccoli, snap beans, cucumbers, and cauliflower. Shipments of many vegetables destined for export were diverted to the domestic market as a result of the west coast port shut- down. LIVESTOCK & PRODUCTS: The October index, at 87, is up 1.2 percent from last month but down 16 percent from October 2001. Compared with a year ago, prices are lower for broilers, all milk, hogs, turkeys, eggs, calves, and all cattle. Meat Animals: The October index, at 84, is up 3.7 percent from last month but down 7.7 percent from a year ago. The October hog price of $31.90 per cwt is up $5.20 from September but down $8.30 from this same time a year ago. The October beef cattle price of $64.10 is down 70 cents from last month and down $2.40 from October 2001. Dairy Products: The October index, at 91, is up 2.2 percent from September but 24 percent below October 2001. The October all milk price of $11.90 per cwt is up 30 cents from September but down $3.70 from last year. Both fluid and manufacturing grade milk prices increased from September. Poultry & Eggs: The October 2002 index, at 89, is down 5.3 percent from September and 26 percent below a year ago. October market egg prices, at 34.8 cents per dozen, decreased 4.2 cents from September due to continued expansion of layer flocks. The October broiler price, at 28.0 cents per pound, decreased 2.0 cents from September to the lowest price since November 1990. Lack of exports increased chicken stocks 33 percent above last year. Turkey prices, averaging 36.9 cents per pound, are unchanged from the previous month. Stocks of turkey parts in cold storage are significantly greater than last year. Weighted 1990-92 average equals 100. Reliability of Prices Received Estimates Definition: Prices received represent sales from producers to first buyers. They include all grades and qualities. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of 2600 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Statistical Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's price represents a 3-5 day period around the mid-month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of "Agricultural Prices". Reliability: U.S. price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods of summarization for non- probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid by Farmers The October Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) is 125 (1990-92=100), unchanged from September 2002 but 1.6 percent above October 2001. PRODUCTION INDEX: The October Farm Production, Goods, and Services Index, at 122, is up 0.8 percent from last month and 2.5 percent above last year. Higher prices in October for complete feeds, feeder pigs, LP gas, and feeder cattle, more than offset lower prices for milk cows, feed grains, nitrogen fertilizers, and hay and forages. Feed: The Feed Index, at 122, is 1.7 percent more than September and 12 percent above last October. Higher prices in September for complete feeds and feed concentrates more than offset lower prices for feed grains, hay and forages, and feed supplements. Livestock and Poultry: The Index for Livestock and Poultry purchases, at 101, is 3.1 percent higher than September but 11 percent less than a year ago. Since September, higher prices for feeder pigs and feeder cattle more than offset lower prices for milk cows. The October feeder cattle price, at $84.70 per cwt, is up $1.40 per cwt from the September price. Fertilizer: The Fertilizer Index, at 108, is down 0.9 percent from September and 1.8 percent less than October a year ago. Lower prices in September for nitrogen fertilizers more than offset higher prices for potash and phosphate materials and mixed fertilizers. Agricultural Chemicals: The Ag Chemicals Index, at 118, is unchanged from last month but 1.7 percent below last October. Fuels: The Fuels Index, at 137, increased 5.4 percent from a month earlier and is 30 percent above October 2001. Compared to last month, prices are higher for LP gas, diesel fuel, and gasoline. Farm Machinery: The October Farm Machinery Index is 147, up 0.7 percent from September and 1.4 percent above last October. Since September, prices are higher for self-propelled machinery and other machinery. CONSUMER PRICE INDEX: The September 2002 Consumer Price Index for all urban consumers (CPI-U) rose 0.2 percent before seasonal adjustment to a level of 181.0 (1982-84=100). This compares to the August index of 180.7. For the 12-month period ending in September, the overall index has increased 1.5 percent. Prices Paid by Farmers Definition: Prices paid by farmers represent the average costs of inputs purchased by farmers and ranchers to produce agricultural commodities. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Statistical Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of "Agricultural Prices". The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization in April are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors for major items around 10 percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
