December Farm Prices Received Index Down 1 Point From Last Month The preliminary All Farm Products Index of Prices Received by Farmers in December is 97, based on 1990-92=100, down 1 point (1.0 percent) from the November index. Lower prices for wheat, lettuce, broccoli, and eggs more than offset higher prices for cattle, tomatoes, hogs, and strawberries. The seasonal change in the mix of commodities farmers sell also affects the overall index. Decreased marketings of cattle, soybeans, grapes, and corn offset increased marketings of wheat, tobacco, milk, and oranges. The preliminary All Farm Products Index is 4 points (4.3 percent) above December, 2001. Higher prices for soybeans, wheat, corn, and cattle more than offset lower prices for broilers, hogs, lettuce, calves, and dry beans. The Food Commodities Index declined 1 point (1.0 percent) from last month to 96, but is 2.1 percent above November last year. Prices Paid Index Unchanged The December Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) is 125 percent of the 1990-92 average. The index is unchanged from November but 3 points (2.5 percent) above December 2001. Lower prices in December for feed concentrates, complete feeds, gasoline, and hay and forages are offset by higher prices for feeder cattle, feeder pigs, and nitrogen fertilizers. Pr 1 (12-02) Prices Received by Farmers The December All Farm Products Index is 97 percent of its 1990-92 base, down 1.0 percent from the November index but 4.3 percent above the December 2001 index. ALL CROPS: The December index is 102, down 1.9 percent from November but 13 percent above the December 2001 index. Price decreases from November for fruits and nuts, commercial vegetables, and food grains more than offset price increases in potatoes, feed grains and hay, cotton, oil-bearing crops, and tobacco. Food Grains: The December index, at 119, is down 2.5 percent from the previous month but up 31 percent from December 2001. The all wheat price, at $3.93 per bushel, is down 32 cents from the November price but $1.05 above last December. The rice price, at $3.82 per cwt, is up 12 cents from November but 25 cents below a year ago. Feed Grains & Hay: The December index is 105, up 1.9 percent from last month and 14 percent above December 2001. The corn price, at $2.29 per bushel, is up 2 cents from November and 31 cents above last year's December price. The all hay price, at $92.60 per ton, is down $1.00 from last month and $3.00 below December 2001. Oil-Bearing Crops: The December index, at 98, is up 1.0 percent from November and 26 percent above the previous December. The soybean price, at $5.48 per bushel, increased 2 cents from November and is up $1.28 from the December 2001 price. Cotton: The December index, at 70, is up 1.4 percent from a month ago and 37 percent above December 2001. The cotton price, at 42.5 cents per pound, is up 0.6 cents from November and 11.7 cents above a year ago. Potatoes & Dry Beans: The December index, at 111, is up 8.8 percent from last month but 2.6 percent below December 2001. The all potato price, at $6.91 per cwt, is up 66 cents from the previous month and 25 cents above last December. The all dry bean price, at $15.50 per cwt, is down 60 cents from last month and $6.20 below December 2001. Fruit & Nuts: The December fruit and nut index, at 95, is down 17 percent from the previous month but 4.4 percent above December 2001. Price decreases for lemons, apples, grapefruit, and pears more than offset the price increases for strawberries, grapes, and oranges. Commercial Vegetables: The December index, at 110, is 8.3 percent below last month but is up 15 percent from December 2001. Price decreases during December for lettuce, broccoli, celery, and cucumbers more than offset price increases for tomatoes, cantaloup, onions, and carrots. LIVESTOCK & PRODUCTS: The December index, at 91, is up 1.1 percent from last month but down 5.2 percent from December 2001. Compared with a year ago, prices are higher for all cattle and eggs, but lower for broilers, all milk, hogs, calves, and turkeys. Meat Animals: The December index, at 88, is up 3.5 percent from last month and 3.5 percent from last year. The December hog price of $30.00 per cwt is up $2.20 from November but down $3.30 from this same time a year ago. The December beef cattle price of $70.20 is up $2.60 from last month and up $5.40 from December 2001. Dairy Products: The December index, at 91, is up 1.1 percent from November but 12 percent below December 2001. The December all milk price of $11.90 per cwt is up 10 cents from November but down $1.60 from last year. The fluid grade milk price is unchanged from last month but the manufactured grade milk price is down slightly from the previous month. Poultry & Eggs: The December 2002 index, at 96, is down 2 percent from November, and 12 percent below a year ago. December market egg prices, at 51.9 cents per dozen, decreased 4.4 cents from November reflecting the seasonal decrease as the holiday season declines. The December broiler price, at 29.0 cents per pound, is unchanged from November but remains below historic average levels. Broiler prices remain depressed due to large stocks in cold storage and decreased exports. December turkey prices, averaging 38.4 cents per pound, are down 1.1 cents from the previous month. Reliability of Prices Received Estimates Definition: Prices received represent sales from producers to first buyers. They include all grades and qualities. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of 2600 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Statistical Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's preliminary price represents a 3-5 day period around the 15th of the month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of "Agricultural Prices". Reliability: U.S. price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods of summarization for non- probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid by Farmers The December Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) is 125 (1990-92=100), unchanged from November 2002 but 2.5 percent above December 2001. PRODUCTION INDEX: The December Farm Production, Goods, and Services Index, at 121, is unchanged from last month but 3.4 percent above last year. Lower prices in December for feed concentrates, complete feeds, gasoline, and hay and forages, offset higher prices for feeder cattle, feeder pigs, and nitrogen fertilizers. Feed: The Feed Index, at 116, is 0.9 percent less than November but 6.4 percent above last December. Lower prices for feed concentrates, complete feeds, hay and forages account for the December index decline. Livestock & Poultry: The Index for Livestock and Poultry purchases, at 109, is 3.8 percent higher than last month but 0.9 percent below last year. Since November, prices are higher for feeder pigs and feeder cattle. The December feeder cattle price at, $89.20 per cwt, is up $2.50 per cwt from the November price. Fertilizer: The Fertilizer Index, at 113, is up 0.9 percent from November and 5.6 percent more than December a year ago. Higher prices for nitrogen fertilizers more than offset lower prices for potash and phosphate materials. Agricultural Chemicals: The Chemical Index, at 117, is unchanged from last month but 2.5 percent below last December. Slightly lower prices in December for insecticides offset slightly higher prices for herbicides. Fuels: The Fuels Index, at 122, is down 1.6 percent from a month earlier but 54 percent above December 2001. Compared to last month, prices are lower for gasoline and LP gas. Farm Machinery: The December Farm Machinery Index is 146, unchanged from November and last December. Since November, prices for self-propelled machinery, tractors, and other machinery are marginally higher. CONSUMER PRICE INDEX: The November 2002 Consumer Price Index for all urban consumers (CPI-U) is unchanged from the October index of 181.3 (1982-84=100). For the 12-month period ending in November, the overall index increased 2.2 percent. Prices Paid by Farmers Definition: Prices paid by farmers represent the average costs of inputs purchased by farmers and ranchers to produce agricultural commodities. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for, agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Statistical Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of "Agricultural Prices". The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization in April are not designed directly to calculate sampling errors. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
