April Farm Prices Received Index Up From Last Month The preliminary All Farm Products Index of Prices Received by Farmers in April is 101, based on 1990-92=100, up two 2 points (2.0 percent) from the March Index. Higher prices for cattle, lettuce, onions, and soybeans more than offset lower prices for tomatoes, broilers, wheat, and hogs. The seasonal change in the mix of commodities farmers sell, based on the past 3-year average, also affects the overall index. Increased average marketings of strawberries, cattle, oranges, and milk offset decreased marketings of soybeans, corn, cotton, and wheat. This preliminary All Farm Products Index is up 7 points (7.4 percent) from April, 2002. Higher prices for cattle, corn, soybeans, and broilers more than offset lower prices for potatoes, dry beans, celery, and lemons. The Food Commodities Index increased 3 points (3.1 percent) above last month to 99, and is 6 points (6.4 percent) above April last year. Prices Paid Index Up 1 Point The April Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 128 percent of the 1990-92 average. The index was up 1 point from March and 5 points (4.1 percent) above April 2002. Higher prices in April for feeder cattle, self-propelled machinery, hay and forages, and feed grains more than offset lower prices for diesel fuel, complete feeds, milk cows, and feeder pigs. Pr 1 (4-03) Prices Received by Farmers The April Prices Received by Farmers Index for All Farm Products is 101 percent of its 1990-92 base, up 2.0 percent from the March index and 7.4 percent above the April 2002 index. ALL CROPS: The April index is 111, up 5.7 percent from March and 11 percent above April 2002. From March, index increases for commercial vegetables, fruits and nuts, potatoes and dry beans, oil-bearing crops, and feed grains and hay more than offset index decreases for tobacco, food grains, and cotton. Food Grains: The April index, at 97, is down 4.0 percent from the previous month but 15 percent above April 2002. The April all wheat price, at $3.34 per bushel, is down 20 cents from March but 51 cents greater than April 2002. The rice price, at $4.22 per cwt, increased 8 cents from March and is 28 cents above April 2002. Feed Grains & Hay: The April index, at 107, is up 0.9 percent from last month and 16 percent above April 2002. The corn price, at $2.35 per bushel, is up 2 cents from last month and 44 cents above April 2002. The all hay price, at $94.50 per ton, is $1.70 above March but $3.80 below last April. Oil-Bearing Crops: The April index, at 106, is 5.0 percent above last month and 33 percent above April 2002. The soybean price, at $5.90 per bushel, is up 30 cents from March and $1.43 above April 2002. The sunflower price, at $12.40 per cwt, decreased 10 cents from March but is $1.90 above April 2002. Potatoes & Dry Beans: The April index, at 116, is 5.5 percent above last month but 16 percent below April 2002. The all potato price, at $7.11 per cwt, is up 43 cents from the previous month but 89 cents below last April. The dry edible bean price, at $15.50 per cwt, is 30 cents above last month but $12.00 below April 2002. Cotton: The April index, at 74, is down 5.1 percent from March but 64 percent above April 2002. The April price, at 45.0 cents per pound, is down 2.3 cents from the previous month but 17.8 cents above last April. Fruits & Nuts: The April index, at 98, is up 14 percent from the previous month and 8.9 percent above April 2002. The strawberry price, at 77.0 cents per pound, is up 14.7 cents from March and 17.0 cents above April 2002. Commercial Vegetables: The April index, at 138, is 14 percent above both last month and April 2002. The lettuce price, at $14.40 per cwt, increased $4.76 from a month ago and is 30 cents above last April. The onion price, at $38.10 per cwt, increased $16.30 from March and is up $21.90 from April 2002. The tomato price, at $32.20 per cwt, is $21.10 below last month and $2.10 less than April 2002. LIVESTOCK & PRODUCTS: The April index, at 93, is unchanged from last month and up 4.5 percent from April 2002. Compared with a year ago, prices are higher for all cattle, broilers, eggs, hogs, and turkeys, but lower for all milk and calves. Meat Animals: The April index, at 96, is down 3.2 percent from last month but up 10 percent from last year. The April hog price of $33.80 per cwt is down 90 cents from March but up $2.10 from a year ago. The April beef cattle price of $75.00 is up $2.30 from last month and up $7.70 from April 2002. Dairy Products: The April index, at 83, is down 1.2 percent from March and 14 percent below April 2002. The April all milk price of $10.90 per cwt is down 10 cents from March and down $1.60 from last year. The fluid grade milk price is down 10 cents from last month but the manufactured grade milk price is up 10 cents from the previous month. Poultry & Eggs: The April index, at 99, is down 3.9 percent from March, but up 13.8 percent from a year ago. April market egg prices, at 52.0 cents per dozen, increased 0.2 cents from March due to seasonal influences. The April broiler price, at 31.0 cents per pound, decreased 2.0 cents from March. The broiler export market is still suspect with domestic demand good but exports weak. The April turkey price, at 35.1 cents per pound, is unchanged from last month. They include all grades and qualities. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of 2600 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Statistical Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's preliminary price represents a 3-5 day period around the 15th of the month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of "Agricultural Prices". Reliability: U.S. price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods of summarization for non- probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid by Farmers The April Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) was 128 (1990-92=100), up 0.8 percent from than March 2003 and 4.1 percent above April 2002. PRODUCTION INDEX: The April Farm Production, Goods, and Services Index, at 123, is up 0.8 percent from last month and 4.2 percent above last year. Higher prices in April for feeder cattle, self-propelled machinery, hay and forages, and feed grains, and more than offset lower prices for diesel fuel, complete feeds, milk cows, and feeder pigs. Feed: The Feed Index, at 114, is the same as March but 4.6 percent above last April. Since March, slightly lower prices for complete feeds offset slightly higher prices for hay and forages, and feed grains. Livestock and Poultry: The index for livestock and poultry purchases, at 102, is 4.1 percent higher than last month but unchanged from last year. Since March, higher prices for feeder cattle more than offset lower prices for milk cows and feeder pigs. The April feeder cattle price at, $83.60 per cwt, was up $5.60 per cwt from the March price. The April feeder pigs price declined $3.00 to $110.00 per cwt. Milk Cows, at $1300 per head, are down $70.00 since January 2003. Fertilizer: The Fertilizer Index, at 129, is unchanged from March but 21 percent more than April a year ago. Since March, slightly lower prices for nitrogen fertilizers had no effect on the Fertilizer Index. Agricultural Chemicals: The chemical index, at 121, is up 0.8 percent from last month and 1.7 percent above last April. Higher prices in April for insecticides more than offset lower prices for fungicides. Fuels: The Fuels Index, at 143, is down 2.1 percent from a month earlier but 25 percent above April 2002. Compared to last month, prices were lower for diesel fuel, LP gas, and gasoline. Seeds: The retail seeds index is 157, up 13 points from April 2002. Price changes are mostly higher for row crops, with the exception of peanuts and potatoes. Potato seed sales are slower than usual due to disease concern and an uncertain market. Corn seed prices are up 11% due to more biotechnology corn sales, lower 2002 production, and higher all corn price for 2003. Prices for all small grain seeds are up, with the exception of rice, which is unchanged from a year ago. Seed price changes for all grasses and legume seeds were mixed except for substantial increases in alfalfa seed and timothy seed. Tall fescue is down 13% from April 2002. Farm Machinery: The April Farm Machinery Index is 149, up 1.4 percent from March and 1.4 percent above last April. Since March, prices were higher for self-propelled machinery, which accounts for most of the increase. CONSUMER PRICE INDEX: The March 2003 Consumer Price Index for all urban consumers (CPI-U) rose 0.6 percent before seasonal adjustment to a level of 184.2 (1982-84=100). This compares to the February index of 183.1. For the 12-month period ending in March, the overall index has increased 3.0 percent. Prices Paid by Farmers Definition: Prices paid by farmers represent the average costs of inputs purchased by farmers and ranchers to produce agricultural commodities. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for, agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Prices Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Statistical Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of "Agricultural Prices". The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization in April are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors for major items around 10 percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
