The 2002 September ($0.179 per pound) and December ($0.175 per pound) U.S. monthly peanut prices were corrected on page 52. The August 2003 fresh apple price for Washington on page 17 was inadvertently left blank and has been updated to $0.203/pound. The U.S. fresh apple price was corrected to $0.258/pound on pages 8 and 17. The August 2003 U.S. Fruit and Nut, All Crops, and All Farm Products indexes on page 5 were corrected to: 1910-14 1992-90 All Farm Products 687 No Change All Crops 550 111 Fruits and Nuts 835 120 *************************************************************************** August Farm Prices Received Index Up From Last Month The preliminary All Farm Products Index of Prices Received by Farmers in August is 108, based on 1990-92=100, up 3 points (2.9 percent) from the July Index. Since last month both the All Crops Index and the Livestock and Products Index show increases. Higher prices for wheat, dairy, cattle, and lettuce more than offset lower prices for grapes, cantaloup, soybeans, and hogs. The seasonal change in the mix of commodities farmers sell, based on the past 3-year average, also affects the overall index. Increased average marketings of tobacco, cattle, grapes, and sweet corn more than offset decreased marketings of wheat, hay, dairy, and broilers. This preliminary All Farm Products Index is up 8 points (8.0 percent) from August, 2002. Higher prices for cattle, broilers, hogs, and tomatoes more than offset lower prices for corn, wheat, hay, and turkeys. The Food Commodities Index also increased 5 points (4.8 percent) above last month to 109, and is 12 points (12.4 percent) above August last year. Prices Paid Index Unchanged The August Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) is 127 percent of the 1990-92 average. The index is unchanged from July but 3 points (2.4 percent) above August 2002. Lower prices in August for feeder pigs, hay and forages, nitrogen fertilizers, and LP gas were offset by higher prices for feeder cattle, diesel fuel, gasoline, and feed supplements. Prices Received by Farmers The August All Farm Products Index is 108 percent of its 1990-92 base, up 2.9 percent from July and 8.0 percent above August 2002. ALL CROPS: The index is 111, up 1.8 percent from July but 1.8 percent below August 2002. Price increases from last month for food grains, commercial vegetables, and potatoes and dry beans more than offset price decreases for fruits and nuts, feed grains and hay, oil-bearing crops, and cotton. Food Grains: The index, at 111, is up 13 percent from last month's index but 2.6 percent below August 2002. The August all wheat price, at $3.44 per bushel, is up 49 cents from the July price but 19 cents below August 2002. The August all wheat production forecast is down 1 percent from July but 42 percent above 2002. Feed Grains & Hay: The index is 100, down 2.0 percent from last month's index and 9.1 percent below August 2002. The corn price, at $2.13 per bushel, is down 4 cents from July and 25 cents below the August 2002 price. Corn production is forecast 12 percent above 2002. The all hay price, at $85.30 per ton, is down $3.70 from last month and $7.10 below August 2002. Oil-Bearing Crops: The index, at 99, is down 4.8 percent from the July index but unchanged from August 2002. The soybean price, at $5.56 per bushel, decreased 27 cents from July but is 3 cents above August 2002. Soybean production is expected to be 5 percent greater than 2002. Potatoes & Dry Beans: The index, at 127, is 20 percent above last month but 5.9 percent below August 2002. The all potato price, at $7.71 per cwt, is $1.28 above the previous month but 29 cents below last August. The dry edible bean price, at $17.90 per cwt, is $1.10 above July but $5.30 below August 2002. Cotton: The index, at 73, is down 3.9 percent from July but 35 percent above August 2002. The August price, at 44.0 cents per pound, is down 2.1 cents from the previous month but 11.0 cents above last August. Cotton production is forecast 1 percent below last year's production. Fruits & Nuts: The fruits and nuts index, at 120, is down 2.4 percent from the previous month and 3.2 percent lower than August 2002. Decreases in the prices of grapes, peaches, pears, and grapefruit more than offset price increases for apples and lemons. Commercial Vegetables: The index, at 129, is 9.3 percent above last month's index and 7.5 percent above August 2002. Price increases for lettuce, tomatoes, snap beans, and sweet corn more than offset price decreases for cantaloup, onions, broccoli, and cauliflower. LIVESTOCK & PRODUCTS: The index, at 105, is up 4.0 percent from last month and up 21 percent from August 2002. Compared with a year ago, prices are higher for all cattle, broilers, all milk, hogs, eggs, and calves, but lower for turkeys. Meat Animals: The index, at 103, is up 2.0 percent from last month and 23 percent from last year. The August hog price of $41.10 per cwt is down $1.70 from July but up $9.20 from a year ago. The August beef cattle price of $78.50 is up $2.70 from last month and up $14.10 from August 2002. Dairy Products: The index, at 100, is up 8.7 percent from July and 15 percent from August 2002. The August all milk price of $13.00 per cwt is up $1.00 from last month and $1.70 from August 2002. The fluid grade milk price is up $1.00 and the manufactured grade milk price is up $1.10 from the previous month. Poultry & Eggs: The index, at 114, is up 4.6 percent from July and 23 percent from a year ago. Market egg prices, at an August record of 66.9 cents per dozen, increased 14.5 cents from July due to strong demand from fresh and breaker markets. The August broiler price, at 37.0 cents per pound, increased 1.0 cent from July. Broiler price strength came from strong summer demand, high protein prices, and steady supplies. The August turkey price, at 32.2 cents per pound, is down 0.9 cents from last month. Reliability of Prices Received Estimates Definition: Prices received represent sales from producers to first buyers. They include all grades and qualities. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of 2600 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Statistical Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's preliminary price represents a 3-5 day period around the 15th of the month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of Agricultural Prices. Reliability: U.S. price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods of summarization for non-probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid by Farmers The August Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) is 127 (1990-92=100), unchanged from July 2003 but 2.4 percent above August 2002. PRODUCTION INDEX: The August farm production, goods, and services index, at 123, is unchanged from last month but 2.5 percent above last year. Lower prices in August for feeder pigs, hay and forages, nitrogen fertilizers, and LP gas offset higher prices for feeder cattle, diesel fuel, gasoline, and feed supplements. Feed: The index, at 113, is the same as July but 2.6 percent below last August. Since July, lower prices for hay and forages and feed grains offset slightly higher prices for feed supplements. Livestock and Poultry: The index for livestock and poultry purchases, at 107, is 0.9 percent higher than last month and 10 percent above last year. Since July, higher prices for feeder cattle more than offset lower prices for feeder pigs. The August feeder cattle price, at $93.60 per cwt, is up $3.10 per cwt from the July price. Feeder pig prices declined $16.50 per cwt during August to $58.50. Fertilizer: The index, at 121, is down 0.8 percent from July but 13 percent more than August a year ago. Since July, prices are lower for nitrogen fertilizers and potash and phosphate materials. Agricultural Chemicals: The chemicals index, at 119, is unchanged from last month and last August. Fuels: The index, at 141, is up 2.2 percent from a month earlier and 21 percent above August 2002. Compared to last month, prices are higher for diesel fuel and gasoline but lower for LP gas. Farm Machinery: The index is 149, unchanged from July but 0.7 percent above last August. Since July, prices are higher for tractors. CONSUMER PRICE INDEX: The July 2003 Consumer Price Index for all urban consumers (CPI-U) rose 0.1 percent before seasonal adjustment to a level of 183.9 (1982-84=100). This compares to the June index of 183.7. For the 12-month period ending in June, the overall index has increased 2.1 percent. Prices Paid by Farmers Definition: Prices paid by farmers represent the average costs of inputs purchased by farmers and ranchers to produce agricultural commodities. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for, agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Prices Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Statistical Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of Agricultural Prices. The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization in April are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors for major items around 10 percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
