October Farm Prices Received Index Up 3 Points From Last Month The preliminary All Farm Products Index of Prices Received by Farmers in October is 113, based on 1990-92=100, 3 points above the September Index. Since last month, the Livestock & Products Index was higher while the All Crops Index was unchanged. Higher commodity prices for cattle, soybeans, dairy, and lettuce more than offset lower prices for corn, hogs, wheat, and potatoes. The seasonal change in the mix of commodities farmers sell, based on the past 3-year average, also affects the overall index. Increased average marketings of soybeans, corn, cotton, and cottonseed more than offset decreased marketings of dairy, grapes, wheat, and tobacco. This preliminary All Farm Products Index is up 18 points (18.9 percent) above October 2002. Higher prices for cattle, soybeans, broilers, and lettuce more than offset lower prices for corn, wheat, potatoes, and hay. The Food Commodities Index increased 5 points (4.5 percent) from last month to 117, and is 24 points (25.8 percent) above September last year. This index value is the highest since records began in 1975. Prices Paid Index Up 1 Point The October Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) is 130 percent of the 1990-92 average. The index is up 1 point from September and 5 points (4.0 percent) above October 2002. Higher prices in October for feeder cattle, feed concentrates, complete feeds, and feeder pigs more than offset lower prices for feed grains, gasoline, LP gas, and tractors. Prices Received by Farmers The October All Farm Products Index is 113 percent of its 1990-92 base, up 2.7 percent from the September index and 19 percent above the October 2002 index. ALL CROPS: The index is 111, unchanged from September but up 9.9 percent from October 2002. Index increases from September for oil-bearing crops, cotton, commercial vegetables, and tobacco offset index decreases for feed grains and hay, potatoes and dry beans, food grains, and fruits and nuts. Food Grains: The index, at 106, is down 3.6 percent from the previous month and 17 percent below October 2002. The October all wheat price, at $3.23 per bushel, is down 16 cents from September and $1.15 below October 2002. Feed Grains & Hay: The index is 92, down 8.0 percent from last month and 12 percent below October 2002. The corn price, at $2.02 per bushel, is down 18 cents from September and 32 cents below the October 2002 price. Price decreases from September for corn, barley, sorghum, and oats more than offset an increase in hay. The October corn production forecast is up 3 percent from September and 13 percent above 2002. Oil-Bearing Crops: The index, at 116, is up 20 percent from September and 29 percent above October 2002. The soybean price, at $6.94 per bushel, increased 88 cents from September and is $1.74 above October 2002. Cotton: The index, at 101, is up 9.8 percent from a month ago and 55 percent above October 2002. The cotton price, at 61.4 cents per pound, is up 5.7 cents from September and 22.0 cents above a year ago. Cotton production is forecast to be up 4 percent from last month and 2 percent above last year's production. Potatoes & Dry Beans: The index, at 80, is 7.0 percent below last month and down 13 percent from October 2002. The all potato price, at $4.49 per cwt, is down 44 cents from the previous month and 95 cents below last October. The dry edible bean price, at $17.00 per cwt, fell 70 cents from the September average price but is 30 cents above a year ago. Fruits & Nuts: The index, at 119, is down 0.8 percent from the previous month and 3.3 percent below 2002. Price decreases in lemons, grapes, pears, and grapefruit more than offset price increases for apples, oranges, and strawberries. Lemon prices are down due to competition from imports and increased domestic supplies. Commercial Vegetables: The index, at 148, is up 2.1 percent from last month and 40 percent above October 2002. Price increases during October for lettuce and cantaloup more than offset price decreases for cucumbers, cauliflower, sweet corn, and tomatoes. Reduced vegetable production on the East Coast due to Hurricane Isabel helped increase prices. The West Coast has abundant supplies and good quality. LIVESTOCK & PRODUCTS: The index, at 116, is up 5.5 percent from last month and up 33 percent from October 2002. Compared with a year ago, prices are higher for all cattle, broilers, all milk, eggs, calves, hogs, and turkeys. Meat Animals: The index, at 116, is up 7.4 percent from last month and 38 percent from last year. The October hog price of $37.70 per cwt is down $1.90 from September but up $6.90 from a year ago. The October beef cattle price of $112.00 is up $3.00 from last month and up $20.00 from October 2002. Dairy Products: The index, at 113, is up 2.7 percent from September and 22 percent from October 2002. The October all milk price of $14.80 per cwt is up $0.40 from last month and is up $2.70 from October 2002. The fluid grade milk price is up $0.40 and the manufactured grade milk price is up $0.30 from the previous month. Poultry & Eggs: The index, at 117, is up 1.7 percent from September and up 36 percent above a year ago. October market egg prices, at 70.3 cents per dozen, increased 6.9 cents from September and is unusually high for October due to strong domestic demand for shell eggs. The October broiler price, at 37.0 cents per pound, was unchanged from September. The October turkey price, at 38.6 cents per pound, is up 2.9 cents from last month. They include all grades and qualities. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of 2600 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Statistical Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's preliminary price represents a 3-5 day period around the 15th of the month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of Agricultural Prices. Reliability: U.S. price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods of summarization for non-probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid by Farmers The October Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) is 130 (1990-92=100), 0.8 percent higher than September 2003 and 4.0 percent above October 2002. PRODUCTION INDEX: The October Farm Production, Goods, and Services Index, at 127, is up 1.6 percent from last month and 5.0 percent above last year. Higher prices in October for feeder cattle, feed concentrates, complete feeds, and feeder pigs more than offset lower prices for feed grains, gasoline, LP gas, and tractors. Feed: The index, at 118, is 3.5 percent more than September and 1.7 percent above last October. Higher prices since September for feed concentrates, complete feeds, feed supplements, and hay and forages more than offset lower prices for feed grains. Livestock & Poultry: The index for livestock and poultry purchases, at 125, is 6.8 percent higher than last month and 24 percent above last year. Since September, prices are higher for feeder cattle, feeder pigs, and milk cows. The October feeder cattle price, at $110.00 per cwt the highest on record, is up $6.90 per cwt from the September price. The October feeder pig price, at $89.00 per cwt, increased $21.50 per cwt. Fertilizer: The index, at 125, is up 0.8 percent from September and 17 percent more than October a year ago. Since September, higher prices for nitrogen fertilizers account for the increase. Agricultural Chemicals: The index, at 120, is down 0.8 percent from last month but 0.8 percent above last October. October prices are fractionally lower for herbicides, insecticides, and other chemicals. Fuels: The Fuels Index, at 135, is down 2.2 percent from a month earlier and 2.9 percent below October 2002. Compared to last month, prices are lower for gasoline and LP gas but higher for diesel fuel. Farm Machinery: The index is 149, unchanged from September but 0.7 percent above last October. Since September, prices are slightly lower for tractors. CONSUMER PRICE INDEX: The September 2003 Consumer Price Index for all urban consumers (CPI-U) rose 0.3 percent before seasonal adjustment to a level of 185.2 (1982-84=100). This compares to the August index of 184.6. For the 12-month period ending in September, the overall index has increased 2.3 percent. Prices Paid by Farmers Definition: Prices paid by farmers represent the average costs of inputs purchased by farmers and ranchers to produce agricultural commodities. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for, agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Prices Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Statistical Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of Agricultural Prices. The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization in April are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors for major items around 10 percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
