November Farm Prices Received Index Up 4 Points From Last Month The preliminary All Farm Products Index of Prices Received by Farmers in November is 117, based on 1990-92=100, 4 points (3.5 percent) above the October Index. Both the Livestock and Products Index and the All Crops Index were higher in November. Producers received higher commodity prices for cattle, corn, soybeans, and wheat. Lower prices were received for cotton, hogs, and milk. The seasonal change in the mix of commodities farmers sell, based on the past 3-year average, also affects the overall index. Increased average marketings of all milk, cotton, cattle, and cottonseed offset decreased marketings of peanuts, soybeans, sunflowers, and potatoes. This preliminary All Farm Products Index is up 20 points (20.6 percent) from November 2002. The Food Commodities Index increased 5 points (4.3 percent) above last month to 121, and is 25 points (26.0 percent) above November 2002. This index value is the highest since records began in 1975. Prices Paid Index Unchanged The November Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) is 130 percent of the 1990-92 average. The index is unchanged from October but 5 points (4.0 percent) above November 2002. Lower prices in November for feeder cattle, hay and forages, gasoline, and feeder pigs are offset by higher prices for feed grains, feed concentrates, feed supplements, and nitrogen fertilizers. Prices Received by Farmers The November All Farm Products Index is 117 percent of its 1990-92 base, up 3.5 percent from the October index and 21 percent above the November 2002 index. ALL CROPS: The index is 116, up 4.5 percent from October and 12 percent above the November 2002 index. Index decreases from October for fruits and nuts and cotton were more than offset by index increases in oil-bearing crops, commercial vegetables, potatoes and dry beans, tobacco, food grains, and feed grains and hay. Food Grains: The index, at 117, is up 5.4 percent from the previous month but down 4.1 percent from November 2002. The all wheat price, at $3.69 per bushel, is up 24 cents from the October price but 56 cents below last November. The rice price, at $6.49 per cwt, is up 5 cents from October and $2.79 above a year ago. Feed Grains & Hay: The index is 100, up 4.2 percent from last month but 3.8 percent below November 2002. The corn price, at $2.24 per bushel, is up 12 cents from October but 4 cents below last November's price. The all hay price, at $80.70 per ton, is down $3.70 from last month and $12.50 below November 2002. From October, price increases for corn and sorghum more than offset decreases in hay and barley. Oil-Bearing Crops: The index, at 126, is up 14 percent from October and 30 percent above the previous November. The soybean price, at $7.37 per bushel, increased 76 cents from October and is $1.91 above the November 2002 price. Cotton: The index, at 106, is down 5.4 percent from a month ago but 49 percent above November 2002. The cotton price, at 64.1 cents per pound, is down 3.9 cents from October but 21.1 cents above a year ago. Potatoes & Dry Beans: The index, at 90, is up 8.4 percent from last month but 13 percent below November 2002. The all potato price, at $5.17 per cwt, is up 50 cents from the previous month but $1.21 below last November. The dry edible bean price, at $18.40 per cwt, is up 60 cents from last month and $2.50 above a year ago. Fruits & Nuts: The index, at 109, is down 8.4 percent from the previous month but is unchanged from November 2002. Price decreases for grapefruit, oranges, and pears more than offset price increases for tangerines, strawberries, lemons, and grapes. Commercial Vegetables: The index, at 159, is up 9.7 percent from last month and 37 percent above November 2002. Price increases during November for cauliflower, cantaloups, celery, and sweet corn more than offset price decreases for snap beans and cucumbers. LIVESTOCK & PRODUCTS: The index, at 118, is up 1.7 percent from last month and up 33 percent from November 2002. Compared with a year ago, prices are higher for cattle, all milk, broilers, eggs, hogs, calves, and turkeys. Meat Animals: The index, at 116, is unchanged from last month but up 35 percent from last year. The November hog price of $34.80 per cwt is down $2.00 from October but up $7.00 from a year ago. The November beef cattle price of $93.20 is up $1.20 from last month and up $25.90 from November 2002. Dairy Products: The index, at 114, is down 0.9 percent from October but up 25 percent from November 2002. The November all milk price of $14.90 per cwt is down $0.10 from last month but is up $3.00 from November 2002. Both the fluid and manufactured grade milk prices are down $0.10 from the previous month. Poultry & Eggs: The index, at 125, is up 6.8 percent from October and 30 percent above a year ago. November market egg prices, at a record high 92.6 cents per dozen, increased 22.3 cents from October due to strong domestic demand for shell eggs, normal seasonal strength, and the shift from more expensive proteins. The November broiler price, at 37.0 cents per pound, was unchanged from October. Broiler price strength came from high protein prices and steady supplies. The November turkey price, at 40.7 cents per pound, is up 2.1 cents from last month. Reliability of Prices Received Estimates Definition: Prices received represent sales from producers to first buyers. They include all grades and qualities. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of 2600 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Statistical Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's preliminary price represents a 3-5 day period around the 15th of the month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of Agricultural Prices. Reliability: U.S. price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods of summarization for non-probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid by Farmers The November Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) is 130 (1990-92=100), unchanged from October 2003 but 4.0 percent above November 2002. PRODUCTION INDEX: The index, at 126, is unchanged from last month but 5.0 percent above last year. Lower prices in November for feeder cattle, hay and forages, gasoline, and feeder pigs offset higher prices for feed grains, feed concentrates, feed supplements, and nitrogen fertilizers. Feed: The index, at 116, is 0.9 percent higher than October and 1.8 percent above last November. Since October, higher prices for feed grains, feed concentrates, feed supplements, and complete feeds more than offset lower prices for hay and forages. Livestock & Poultry: The index, at 122, is 2.4 percent lower than last month but 16 percent above last year. Since October, prices are lower for feeder cattle and feeder pigs. The November feeder cattle and calf price at, $106.90 per cwt, is down $3.10 per cwt from the October price. The November feeder pig price, at $86.00 per cwt, declined $3.00 per cwt. Fertilizer: The index, at 126, is up 0.8 percent from October and 16 percent higher than November a year ago. Since October, higher prices for nitrogen fertilizers more than offset lower prices for potash and phosphate materials. Agricultural Chemicals: The index, at 122, is unchanged from last month but 2.5 percent above last November. Insecticide and fungicide prices were fractionally higher. Fuels: The index, at 144, is unchanged from a month earlier but 17 percent above November 2002. Compared to last month, prices are slightly lower for gasoline and diesel fuel offsetting slightly higher LP gas prices. Farm Machinery: The index is 151, up 0.7 percent from October and 1.3 percent above last November. Prices are higher for self propelled machinery and tractors. CONSUMER PRICE INDEX: The October 2003 Consumer Price Index for all urban consumers (CPI-U) decreased 0.1 percent before seasonal adjustment to a level of 185.0 (1982-84=100). This compares to the September index of 185.2. For the 12-month period ending in October, the overall index has increased 2.0 percent. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for, agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Prices Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Statistical Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of Agricultural Prices. The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization in April are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors for major items around 10 percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
