April Farm Prices Received Index Reaches Second Consecutive Record High The preliminary All Farm Products Index of Prices Received by Farmers in April at 124, based on 1990-92=100, is 3 points (2.5 percent) above the March Index. This is the highest index level since records began. The Livestock Products Index increased 4 points (3.3 percent) from March while the All Crops Index increased 2 points (1.7 percent). Producers received higher commodity prices for milk, cattle, corn, and lettuce. Lower prices were received for eggs, strawberries, hogs, and tobacco. The seasonal change in the mix of commodities farmers sell, based on the past 3-year average, also affects the overall index. Increased average marketings of cattle, milk, strawberries, and sweet corn offset decreased marketings of soybeans, corn, cotton, and hogs. The preliminary All Farm Products Index is up 23 points (23 percent) from April 2003. The Food Commodities Index increased 3 points (2.5 percent) from last month to 125. The index stands 26 points (26 percent) above April 2003. Prices Paid Index Reaches Record High The April Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) is 133 percent of the 1990-92 average. The index is unchanged from March but 5 points (3.9 percent) above April 2003. Higher prices in April for feeder cattle, hay and forages, milk cows, and feed grains more than offset lower prices for feed concentrates, gasoline, LP gas, and insecticides. Prices Received by Farmers The April All Farm Products Index is 124 percent of its 1990-92 base, up 2.5 percent from the March index and 23 percent above the April 2003 index. ALL CROPS: The April index is 122, up 1.7 percent from March and 11 percent above April 2003. From March, index increases for potatoes and dry beans, commercial vegetables, and feed grains and hay more than offset the index decreases for tobacco, fruits and nuts, and food grains. Food Grains: The April index, at 124, is 0.8 percent below the previous month but 25 percent above April 2003. The April all wheat price, at $3.82 per bushel, is down 2 cents from March but 45 cents above April 2003. Feed Grains & Hay: The April index is 124, up 5.1 percent from last month and 16 percent above April 2003. The corn price, at $2.87 per bushel, is up 12 cents from last month and 53 cents above April 2003. The all hay price, at $89.60 per ton, is $7.80 above March but $3.30 below last April. Grain sorghum, at $4.96 per cwt, is up 11 cents from March and $1.00 above April last year. Oil-Bearing Crops: The April index, at 169, is up 2.4 percent from March and 63 percent greater than April 2003. The soybean price, at $9.54 per bushel, increased 27 cents from March and is $3.72 above April 2003. Cotton: The April index, at 98, is unchanged from March but 31 percent above April 2003. The April price, at 59.5 cents per pound, is up 0.1 cent from the previous month and 14.1 cents above last April. Potatoes & Dry Beans: The April index, at 122, is up 16 percent from last month and 5.2 percent above April 2003. The all potato price, at $7.19 per cwt, is up $1.10 from March and 25 cents above last April. The all dry bean price, at $21.10 per cwt, is unchanged from the previous month but $2.40 above April 2003. Fruits & Nuts: The April index, at 90, is down 6.3 percent from both the previous month and April 2003. Price decreases for strawberries more than offset price increases for lemons and grapefruit. Commercial Vegetables: The April index, at 131, is up 11 percent from last month but 1.5 percent below April 2003. Price increases during April for lettuce, asparagus, and onions more than offset price declines for carrots and cucumbers. LIVESTOCK & PRODUCTS: The April index, at 125, is up 3.3 percent from last month and up 34 percent from April 2003. Compared with a year ago, prices are higher for dairy, broilers, all cattle, hogs, calves, eggs, and turkeys Meat Animals: The April index, at 112, is up 0.9 percent from last month and up 17 percent from last year. The April beef cattle price of $85.30 is up $1.90 from last month and up $10.80 from April 2003. The April hog price of $45.10 per cwt is down $2.10 from March but up $10.30 from this same time a year ago. Dairy Products: The April index, at 138, is up 17 percent from March and up 64 percent from April 2003. The April all milk price of $18.00 per cwt is up $2.60 from March and up $7.00 from last year. The fluid grade milk price is up $2.60 from last month and the manufactured grade milk price is up $3.40. Poultry & Eggs: The index, at 140, is down 5.4 percent from March but 41 percent above a year ago due to decreased prices for market eggs. April market egg prices, at 61.4 cents per dozen, decreased 38.6 cents from March reflecting an unusually large post Easter decline. The April broiler price, at 48.0 cents per pound, reached a new record high due to strong domestic and global demand. The April turkey price, at 38.7 cents per pound, is up 2.1 cents from last month due to increased demand for breast meat and whole birds. They include all grades and qualities. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of 2600 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Statistical Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's preliminary price represents a 3-5 day period around the 15th of the month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of Agricultural Prices. Reliability: U.S. price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods of summarization for non-probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid by Farmers The April Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) is 133 (1990-92=100), unchanged from March 2004 but 3.9 percent above April 2003. PRODUCTION INDEX: The April index, at 131, is up 0.8 percent from last month and 5.6 percent above last year. Higher prices in April for feeder cattle, hay and forages, milk cows, and feed grains more than offset lower prices for feed concentrates, gasoline, LP gas, and insecticides. Feed: The April index, at 131, is 1.6 percent more than March and 16 percent above last April. Since March, higher prices for hay and forages, feed grains, and complete feeds more than offset lower prices for feed concentrates and feed supplements. Livestock & Poultry: The April index for livestock and poultry purchases, at 121, is 5.2 percent higher than last month and 19 percent above last year. Since March, prices were higher for feeder cattle and milk cows. The April feeder cattle price, at $101.00 per cwt, is up $4.90 per cwt from the March price. April feeder pigs averaged $115.00 per cwt, unchanged from March. Seeds: The April index, at 158, is 0.6 percent above April 2003. Since March, slightly lower prices for nitrogen fertilizers offset slightly higher prices for mixed fertilizers and potash & phosphate materials. Agricultural Chemicals: The April index, at 121, is unchanged from last month and last April. Slightly lower prices in April for insecticides offset slightly higher prices for herbicides and other chemicals. Fuels: The April index, at 151, is down 0.7 percent from a month earlier but 5.6 percent above April 2003. Compared to last month, prices are lower for gasoline, LP gas, and diesel fuel. Farm Machinery: The April index, at 161, is unchanged from March but 8.1 percent above last April. Since March, slightly lower prices for other machinery offset slightly higher prices for self-propelled machinery and tractors. CONSUMER PRICE INDEX: The March 2004 Consumer Price Index for all urban consumers (CPI-U) rose 0.6 percent before seasonal adjustment to a level of 187.4 (1982-84=100). Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for, agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Prices Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Statistical Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of Agricultural Prices. The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization in April are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors for major items around 10 percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
