April Farm Prices Received Index Up 1 Point From Last Month The preliminary All Farm Products Index of Prices Received by Farmers in April, at 120, based on 1990-92=100, is 1 point (0.8 percent) above the March Index. The Crop Index is up 2 points (1.7 percent) while the Livestock Index is unchanged. Producers received higher commodity prices for tomatoes, asparagus, broccoli, and hay. Lower prices were received for lettuce, corn, celery, and eggs. The seasonal change in the mix of commodities farmers sell, based on the past 3-year average, also affects the overall index. Increased average marketings of several commercial vegetables, cattle, strawberries, and dairy offset decreased marketings of soybeans, corn, hogs, and grapefruit. This preliminary All Farm Products Index is down 5 points (4.0 percent) from April 2004. The Food Commodities Index, at 124, is 1 point (0.8 percent) above last month but down 3 points (2.4 percent) from April 2004. Prices Paid Index Up The April Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) is 140 percent of the 1990-92 average. The index is up 1 point from March and 7 points (5.3 percent) above April 2004. Higher prices in April for field crop seed, feeder cattle, hay & forages, and insecticides more than offset lower prices for feed grains, trucks, other machinery, and LP gas. Prices Received by Farmers The April All Farm Products Index is 120 percent of its 1990-92 base, up 0.8 percent from the March index but 4.0 percent below the April 2004 index. ALL CROPS: The April index is 118, up 1.7 percent from March but 4.1 percent below April 2004. From March, index increases for commercial vegetables and cotton more than offset the index decreases for fruits and nuts, food grains, and potatoes and dry beans. Food Grains: The April index, at 107, is 2.7 percent below the previous month and 17 percent below April 2004. The April all wheat price, at $3.27 per bushel, is down 14 cents from March and 61 cents from April 2004. Feed Grains & Hay: The April index is 93, down 1.1 percent from last month and 25 percent below April 2004. The corn price, at $1.94 per bushel, is down 8 cents from last month and 95 cents below April 2004. The all hay price, at $96.90 per ton, is $7.80 above March and up $8.00 from last April. Grain sorghum, at $2.88 per cwt, is down 16 cents from March and $2.21 below April last year. Oil-Bearing Crops: The April index, at 107, is unchanged from March but 37 percent less than April 2004. The soybean price, at $5.96 per bushel, increased 1 cent from March but is $3.66 below April 2004. Cotton: The April index, at 69, is up 1.5 percent from March but 31 percent below April 2004. The April price, at 42.0 cents per pound, is up 0.5 cent from the previous month but 18.3 cents below last April. Potatoes & Dry Beans: The April index, at 109, is down 1.8 percent from last month and 2.7 percent below April 2004. The all potato price, at $6.08 per cwt, is down 13 cents from March and 54 cents below last April. The all dry bean price, at $27.20 per cwt, is up 60 cents from the previous month and $7.60 above April 2004. Fruits & Nuts: The April index, at 112, is down 3.4 percent from March but 19 percent greater than April 2004. Price decreases for strawberries, grapefruit, and apples more than offset price increases for oranges and lemons. Commercial Vegetables: The April index, at 171, is up 0.6 percent from last month and 24 percent above April 2004. Price increases during April for tomatoes, asparagus, and broccoli more than offset price declines for lettuce, celery, and snap beans. Livestock & Products: The April index, at 121, is unchanged from last month but down 4.0 percent from April 2004. Compared with a year ago, prices are higher for cattle, calves, hogs, and turkeys but lower for dairy, broilers, and eggs. Meat Animals: The April index, at 123, is up 0.8 percent from last month and up 8.8 percent from last year. The April hog price, at $50.20 per cwt, is down $1.00 from March but up $2.80 from a year ago. The April beef cattle price of $91.60 is up $0.30 from last month and $6.60 from April 2004. Dairy Products: The April index, at 118, is down 0.8 percent from a month ago and down 15 percent from a year ago. The April all milk price of $15.40 is down $0.20 from last month and $2.70 from March 2004. The fluid grade milk price is down $0.20 but the manufactured grade milk price is up $0.20 from the previous month. Poultry & Eggs: The April index, at 121, is down 0.8 percent from March and 14 percent below a year ago. April market egg prices, at 26.1 cents per dozen, decreased 6.6 cents from March. The April broiler price, at 44.0 cents per pound, was unchanged from March but 4 cents below a year ago. The April turkey price, averaging 39.2 cents per pound, is up 1.1 cents from the previous month and 0.8 cent from a year earlier. They include all grades and qualities. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of about 2000 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Statistical Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's preliminary price represents a 3-5 day period around the 15th of the month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of Agricultural Prices. Reliability: U.S. price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods of summarization for non-probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid by Farmers The April Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) is 140 (1990-92=100), 0.7 percent higher than March 2005 and 5.3 percent above April 2004. PRODUCTION INDEX: The April index, at 138, is up 1.5 percent from last month and 5.3 percent above last year. Higher prices in April for field crop seed, feeder cattle, hay & forages, and insecticides more than offset lower prices for feed grains, trucks, other machinery, and LP gas. Feed: The April index, at 115, is 0.9 percent more than March but 12 percent below last April. Since March, higher prices for hay & forages, complete feeds, feed concentrates, and feed supplements more than offset lower prices for feed grains. Livestock and Poultry: The April index for livestock and poultry purchases, at 142, is 2.9 percent higher than last month and 17 percent above last year. Compared with last month, prices are higher for all of the subcomponents. The April feeder cattle price, at $115.80 per cwt, is up $2.90 per cwt from the March price. April feeder pigs averaged $180.00 per cwt, up $1.00 per cwt from March. Seeds: The April index, at 171, is 8.2 percent higher than the April 2004 seeds index of 158. Higher prices paid for field crop seed account for most of the increase in the index. Fertilizer: The April index, at 158, is up 0.6 percent from March and 15 percent more than April a year ago. Since March, prices paid for all fertilizer subcomponents are higher. Agricultural Chemicals: The April index, at 120, is up 2.6 percent from last month but 0.8 percent below last April. Higher prices in April for insecticides and other chemicals more than offset lower prices for herbicides . Fuels: The April index, at 210, is unchanged from a month earlier but 39 percent above April 2004. Compared to last month, prices are slightly lower for LP gas but slightly higher for diesel fuel and gasoline. Farm Machinery: The April index is 171, unchanged from March but 6.2 percent above last April. Since March, slightly lower prices for other machinery and self-propelled machinery offset slightly higher prices for tractors. CONSUMER PRICE INDEX: The March 2005 Consumer Price Index for all urban consumers (CPI-U) rose 0.8 percent before seasonal adjustment to a level of 193.3 (1982-84=100). This compares with the February index of 191.8. For the 12-month period ending in March, the overall index has increased 3.1 percent. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for, agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Prices Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Statistical Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of Agricultural Prices. The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization in April are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors for major items around 10 percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
