April Farm Prices Received Index Increased 1 Point From Last Month The preliminary All Farm Products Index of Prices Received by Farmers in April, at 115, based on 1990-92=100, increased 1 point (0.9 percent) from March. The Crop Index is up 11 points (9.3 percent) but the Livestock Index decreased 6 points (5.5 percent). Producers received higher commodity prices for lettuce, tomatoes, onions and strawberries. Lower prices were received for broilers, cattle, eggs, and hogs. The overall index is also affected by the seasonal change based on a 3-year average mix of commodities a producer sells. Increased average marketings of strawberries, cattle, sweet corn, and oranges offset decreased marketings of soybeans, corn, wheat, and hogs. Preliminary All Farm Products Index is down 6 points (5.0 percent) from April 2005. The Food Commodities Index, at 117, increased 1 point (0.9 percent) from last month but decreased 8 points (6.4 percent) from April 2005. Prices Paid Index up 1 Point The April Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) is 147 percent of the 1990-92 average. The index is up 1 point (0.7 percent) from March and 7 points (5.0 percent) above April 2005. Higher prices in April for field crop seeds, hay & forages, feeder cattle, legume & grass seed, and feed grains more than offset lower prices for feeder pigs, milk cows, insecticides, diesel fuel, and trucks. Prices Received by Farmers The April All Farm Products Index is 115 percent of its 1990-92 base, up 0.9 percent from the March index but 5.0 percent below the April 2005 index. ALL CROPS: The April index is 129, up 9.3 percent from March and 7.5 percent above April 2005. From March, index increases for commercial vegetables, cotton, potatoes & dry beans, food grains, and feed grains & hay more than offset an index decrease for oil-bearing crops. Food Grains: The April index, at 128, is 3.2 percent above the previous month and 17 percent above a year ago. The April all wheat price, at $3.90 per bushel, is up 11 cents from March and 55 cents higher than April 2005. Feed Grains & Hay: The April index is 101, up 3.1 percent from last month and 5.2 percent above a year ago. The corn price, at $2.11 per bushel, is up 5 cents from last month and 11 cents above April 2005. The all hay price, at $106.00 per ton, increased $8.90 from March and $6.60 from last April. Grain sorghum, at $3.53 per cwt, is unchanged March but 57 cents higher than April last year. Oil-Bearing Crops: The April index, at 96, is down 4.0 percent from March and 11 percent lower than April 2005. The soybean price, at $5.39 per bushel, decreased 18 cents from March and is 64 cents below April 2005. Cotton: The April index, at 90, is up 8.4 percent from March and 32 percent above last year. The April price, at 54.3 cents per pound, is up 3.9 cents from the previous month and 12.9 cents higher than last April. Potatoes & Dry Beans: The April index, at 143, is up 5.9 percent from last month and 28 percent above April 2005. The all potato price, at $8.66 per cwt, is up 45 cents from March and $2.46 from last April. The all dry bean price, at $19.40 per cwt, is up $2.30 from the previous month but $9.30 below April 2005. Fruits & Nuts: The April index, at 147, is up 2.1 percent from March and 40 percent higher than a year ago. Price increases for strawberries, oranges, and lemons more than offset price decreases for apples and grapefruit. Commercial Vegetables: The April index, at 184, is up 27 percent from last month and 0.5 percent above April 2005. Price increases during April for lettuce, tomatoes, onions, and asparagus more than offset a price decline for cucumbers. LIVESTOCK & PRODUCTS: The April index, at 104, is 5.5 percent below last month and down 15 percent from April 2005. Compared with a year ago, prices are lower for milk, broilers, cattle, hogs, and calves while higher for eggs and turkeys. Meat Animals: The April index, at 111, is down 3.5 percent from last month and 11 percent lower than last year. The April hog price, at $39.10 per cwt, is down $3.70 from March and $12.00 lower than a year ago. The April beef cattle price of $85.20 per cwt is down $2.90 from last month and $8.50 lower than April 2005. Dairy Products: The April index, at 93, is down 3.1 percent from a month ago and 20 percent lower than April last year. The April all milk price of $12.10 per cwt is down 50 cents from last month and $3.10 from April 2005. The fluid grade milk price is down 40 cents and the manufactured grade milk price is down 10 cents from the previous month. Poultry & Eggs: The April index, at 102, is down 9.7 percent from March and 16 percent below a year ago. April market egg price, at 31.8 cents per dozen, decreased 18.1 cents from March but is 5.0 cents above April 2005. The April broiler price, at 34.0 cents per pound, is down 3.0 cents from March and 10.0 cents below a year ago. The April turkey price, averaging 42.9 cents per pound, is up 2.6 cents from the previous month and up 4.1 cents from a year earlier. They include all grades and qualities. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of about 2000 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Field Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's preliminary price represents a 3-5 day period around the 15th of the month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of Agricultural Prices. Reliability: U.S. price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods of summarization for non-probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid by Farmers The April Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) at 147 (1990-92=100), increased 1 point from March 2006 and is up 5.0 percent from April 2005. PRODUCTION INDEX: The April index, at 146, increased 1.4 percent from last month and increased 5.8 percent from last year. Higher prices in April for field crop seeds, hay & forages, feeder cattle, legume & grass seed, and feed grains more than offset lower prices for feeder pigs, milk cows, insecticides, diesel fuel, and trucks. Feed: The April index, at 123, increased 0.8 percent from March and increased 6.0 percent from last April. Since March, higher prices for hay & forages and feed grains account for most of the rise in the index. Livestock & Poultry: The April index for livestock and poultry purchases, at 133, was unchanged from last month but is 5.7 percent below last year. Since March, higher prices for feeder cattle offset lower prices for feeder pigs and milk cows. The April feeder cattle price, at $110.70 per cwt, is up $1.50 per cwt from the March price. April feeder pigs averaged $140.00 per cwt, down $10.00 per cwt from March. Seeds: The April Index, at 186, is 8.8 percent higher than the April 2005 seed index of 171. Higher prices paid for field crop seeds account for most of the increase in the index. Fertilizer: The April index, at 180, is up 0.6 percent from March and 14 percent above April a year ago. Since March, higher prices for mixed fertilizers account for the increase in the index. Agricultural Chemicals: The April index, at 126, increased 0.8 percent from March and 4.1 percent above last April. Slightly higher prices for herbicides and fungicides were offset by lower prices for insecticides. Fuels: The April index, at 244, is unchanged from a month earlier but 16 percent above April 2005. Compared with last month, prices are higher for LP gas but lower for diesel fuel. Farm Machinery: The April index, at 180, increased 0.6 percent from March and 5.3 percent above from last April. Since March, higher prices for self-propelled machinery and other machinery account for most of the increase in the index. CONSUMER PRICE INDEX: The March 2006 Consumer Price Index for all urban consumers (CPI-U) increased 0.6 percent before seasonal adjustment to a level of 199.8 (1982-84=100). This compares with the February index of 198.7. For the 12-month period ending in March, the overall index has increased 3.4 percent. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Prices Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Field Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of Agricultural Prices. The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization in April are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors for major items around 10 percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
