April Farm Prices Received Index Increased 1 Point From Last Month The preliminary All Farm Products Index of Prices Received by Farmers in April, at 135 percent, based on 1990-92=100, increased 1 point (0.7 percent) from March. The Crop Index is down 1 point (0.7 percent) but the Livestock Index increased 3 points (2.4 percent). Producers received higher commodity prices for onions, milk, cattle, and tomatoes. Lower prices were received for lettuce, corn, strawberries, and eggs. The overall index is also affected by the seasonal change based on a 3-year average mix of commodities producers sell. Increased average marketings of cattle, oranges, strawberries, and milk offset decreased marketings of soybeans, corn, wheat, and hogs. The preliminary All Farm Products Index is up 24 points (22 percent) from April 2006. The Food Commodities Index, at 137, increased 2 points (1.5 percent) from last month and 25 points (22 percent) from April 2006. Prices Paid Index up 2 Points The April Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) is 157 percent of the 1990-92 average. The index is up 2 points (1.3 percent) from March and 9 points (6.1 percent) above April 2006. Higher prices in April for field crop seeds, feeder cattle, diesel fuel, and gasoline more than offset lower prices for feed grains, feeder pigs, complete feeds, and feed supplements. Prices Received by Farmers The April All Farm Products Index is 135 percent of its 1990-92 base, up 0.7 percent from the March index and 22 percent above the April 2006 index. ALL CROPS: The April index is 144, down 0.7 percent from March but 21 percent above April 2006. Price decreases for fruits & nuts, feed grains & hay, and oil-bearing crops more than offset price increases for potatoes & dry beans, commercial vegetables, and food grains. Food Grains: The April index, at 159, is 3.2 percent above the previous month and 27 percent above a year ago. The April all wheat price, at $4.94 per bushel, is up 19 cents from March and $1.13 from April 2006. Feed Grains & Hay: The April index is 144, down 4.6 percent from last month but 43 percent above a year ago. The corn price, at $3.20 per bushel, is down 23 cents from last month but $1.09 above April 2006. The all hay price, at $124 per ton, is $7.00 above March and $19.00 above last April. Sorghum grain, at $5.88 per cwt, is 74 cents below March but $2.18 above April last year. Oil-Bearing Crops: The April index, at 122, is down 2.4 percent from March but 23 percent higher than April 2006. The soybean price, at $6.81 per bushel, decreased 14 cents from March but is $1.29 above April 2006. Cotton: The April index, at 79, is up 1.3 percent from March but 1.3 percent below last year. The April price, at 47.6 cents per pound, is up 0.2 cent from the previous month but 0.9 cent below last April. Potatoes & Dry Beans: The April index, at 164, is up 15 percent from last month and 19 percent above April 2006. The all potato price, at $9.78 per cwt, is up $1.44 from March and $1.43 from last April. The all dry bean price, at $26.00 per cwt, is up 20 cents from the previous month and $7.10 above April 2006. Fruits & Nuts: The April index, at 148, is down 7.5 percent from March but 11 percent higher than a year ago. Price decreases for strawberries and oranges more than offset a price increase for pears. Commercial Vegetables: The April index, at 191, is down 2.1 percent from last month but 36 percent above April 2006. Price decreases during April for lettuce, celery, and snap beans more than offset price increases for onions, tomatoes, and broccoli. LIVESTOCK & PRODUCTS: The April index, at 129, is 2.4 percent above last month and up 23 percent from April 2006. Compared with a year ago, prices are higher for milk, broilers, cattle, eggs, hogs, and turkeys. The price for calves is down from last year. Meat Animals: The April index, at 123, is up 3.4 percent from last month and 11 percent higher than last year. The April hog price, at $46.00 per cwt, is up $1.00 from March and $4.70 higher than a year ago. The April beef cattle price of $94.60 per cwt is up $2.60 from last month and $9.80 higher than April 2006. Dairy Products: The April index, at 126, is up 5.9 percent from a month ago and 35 percent higher than April last year. The April all milk price of $16.40 per cwt is up 80 cents from last month and up $4.30 from April 2006. The fluid grade milk price is up 80 cents and the manufacturing grade milk price is 90 cents higher than the previous month. Poultry & Eggs: The April index, at 146, is down 1.4 percent from March but 40 percent above a year ago. The April market egg price, at 55.8 cents per dozen, decreased 12.3 cents from March but is 23.7 cents above April 2006. The April broiler price, at 50.0 cents per pound, is unchanged from March but 15.0 cents above a year ago. The April turkey price, at 46.8 cents per pound, is up 2.5 cents from the previous month and up 4.3 cents from a year earlier. They include all grades and qualities. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of about 2000 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Field Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's preliminary price represents a 3-5 day period around the 15th of the month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of Agricultural Prices. Reliability: U.S. price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods of summarization for non-probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid by Farmers The April Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) at 157 (1990-92=100), increased 1.3 percent from March 2007 and 6.1 percent from April 2006. PRODUCTION INDEX: The April index, at 156, increased 2.0 percent from last month and increased 7.6 percent from last year. Higher prices in April for field crop seeds, feeder cattle, diesel fuel, and gasoline more than offset lower prices for feed grains, feeder pigs, complete feeds, and feed supplements. Feed: The April index, at 147, decreased 0.7 percent from March but increased 20 percent from last April. Since March, lower prices for feed grains, complete feeds, feed supplements, and feed concentrates more than offset higher prices for hay & forages. Livestock & Poultry: The April index, at 134, increased 3.1 percent from last month and increased 2.3 percent from last year. Since March, higher prices for feeder cattle more than offset lower prices for feeder pigs. The April feeder cattle price, at $110.00 per cwt, is up $4.60 per cwt from the March price. April feeder pigs averaged $148.00 per cwt, down $9.00 per cwt from March. Fertilizer: The April index, at 209, is up 0.5 percent from March and 16 percent above April a year ago. Since March, higher prices for mixed fertilizer and nitrogen fertilizer more than offset lower prices for potash & phosphorus. Agricultural Chemicals: The April index, at 130, is unchanged from March but increased 3.2 percent from last April. Since March, higher prices for insecticides and fungicides were offset by lower prices for herbicides. Fuels: The April index, at 258, is up 6.6 percent from a month earlier and 5.7 percent above April 2006. Compared with last month, prices are higher for diesel fuel, gasoline, and LP gas. Farm Machinery: The April index, at 189, is unchanged from March but 5.0 percent above last April. CONSUMER PRICE INDEX: The March 2007 Consumer Price Index, as issued by the Bureau of Labor Statistics, for all urban consumers (CPI-U) increased 0.9 percent before seasonal adjustment to a level of 205.352 (1982-84=100). This compares with the February index of 203.499. For the 12-month period ending in March, the overall index has increased 2.8 percent. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Prices Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Field Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of Agricultural Prices. The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization in April are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors for major items around 10 percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
