December Farm Prices Received Index Advanced 5 Points From Last Month The preliminary All Farm Products Index of Prices Received by Farmers in December, at 151 percent, based on 1990-92=100, increased 5 points (3.4 percent) from November. The Crop Index is up 10 points (6.5 percent) but the Livestock Index is unchanged. The All Farm Index and All Crop Index are at record highs. Producers received higher commodity prices for tomatoes, corn, soybeans, and wheat. Lower prices were received for oranges, turkeys, snap beans, and broilers. The overall index is also affected by the seasonal change based on a 3-year average mix of commodities producers sell. Increased average marketings of wheat, milk, oranges, and broilers offset decreased marketings of soybeans, cattle, corn, and grapes. The preliminary All Farm Products Index is up 31 points (26 percent) from December 2006. The Food Commodities Index, at 158, increased 7 points (4.6 percent) from last month and increased 37 points (31 percent) from December 2006. Prices Paid Index Up 1 Point The December Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) is 162 percent of the 1990-92 average. The index is up 1 point (0.6 percent) from November and 13 points (8.7 percent) above December 2006. This is a record high for the index. Higher prices in December for complete feeds, feed grains, nitrogen fertilizer, and feed concentrates offset lower prices for feeder cattle, diesel fuel, gasoline, and LP gas. Prices Received by Farmers The December All Farm Products Index is 151 percent of its 1990-92 base, up 3.4 percent from the November index and 26 percent above the December 2006 index. ALL CROPS: The December index is 165, up 6.5 percent from November and 31 percent above December 2006. Index increases for food grains, commercial vegetables, feed grains & hay, and oil-bearing crops, more than offset the index decreases for fruits & nuts. Food Grains: The December index, at 290, is 28 percent above the previous month and 92 percent above a year ago. The December all wheat price, at $9.41 per bushel, is up $2.05 from November and $4.89 above December 2006. Feed Grains & Hay: The December index is 172, up 12 percent from last month and 27 percent above a year ago. The corn price, at $3.88 per bushel, is up 45 cents from last month and 87 cents above December 2006. The all hay price, at $133 per ton, is up $2.00 from November and up $23.00 from last December. Grain sorghum, at $6.90 per cwt, is 64 cents above November and 81 cents above December last year. Oil-Bearing Crops: The December index, at 183, is up 12 percent from November and 63 percent higher than December 2006. The soybean price, at $10.40 per bushel, increased 99 cents from November and is $4.22 above December 2006. Cotton: The December index, at 94, is unchanged from November but 16 percent above last year. The December price, at 57.2 cents per pound, is up 0.2 cent from the previous month and 8.2 cents above last December. Potatoes & Dry Beans: The December index, at 120, is up 1.7 percent from last month and 3.4 percent above December 2006. The all potato price, at $6.75 per cwt, is up 28 cents from November but down 4 cents from last December. The all dry bean price, at $27.20 per cwt, is down $1.20 from the previous month but $5.40 above December 2006. Fruits & Nuts: The December index, at 159, is down 11 percent from November but 3.9 percent higher than a year ago. Price decreases for oranges, grapefruit, lemons, and pears more than offset price increases for grapes, strawberries, and apples. Commercial Vegetables: The December index, at 237, is up 17 percent from last month and 57 percent above December 2006. Price increases during December for tomatoes, lettuce, cauliflower, and sweet corn more than offset price declines for snap beans, celery, cucumbers, and onions. LIVESTOCK & PRODUCTS: The December index, at 136, is unchanged from last month but up 20 percent from December 2006. Compared with a year ago, prices are higher for milk, eggs, cattle, broilers, turkeys, and calves. The price for hogs is down from last year. Meat Animals: The December index, at 113, is down 1.7 percent from last month but 3.7 percent higher than last year. The December hog price, at $39.50 per cwt, is up $1.30 from November but $4.00 lower than a year ago. The December beef cattle price of $89.10 per cwt is down 60 cents from last month but $6.00 higher than December 2006. Dairy Products: The December index, at 166, is down 1.2 percent from a month ago but 52 percent higher than December last year. The December all milk price of $21.70 per cwt is down 20 cents from last month but up $7.50 from December 2006. The fluid grade milk price is down 20 cents but the manufacturing grade milk price is unchanged from the previous month. Poultry & Eggs: The December index, at 154, is down 0.6 percent from November but 24 percent above a year ago. The December market egg price, at $1.28 per dozen, increased 10.0 cents from November and is 61.5 cents above December 2006. The December broiler price, at 44.0 cents per pound, is down 1.0 cent from November but 4.0 cents above a year ago. The December turkey price, at 52.6 cents per pound, is down 9.0 cents from the previous month but up 9.9 cents from a year earlier. They include all grades and qualities. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of about 2000 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Field Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's preliminary price represents a 3-5 day period around the 15th of the month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of Agricultural Prices. Reliability: U.S. price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods of summarization for non-probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid by Farmers The December Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) at 162 (1990-92=100), is up 0.6 percent from November 2007 and 8.7 percent from December 2006. PRODUCTION INDEX: The December index, at 163, increased 1.2 percent from last month and 11 percent from last year. Higher prices in December for complete feeds, feed grains, nitrogen fertilizer, and feed concentrates offset lower prices for feeder cattle, diesel fuel, gasoline, and LP gas. Feed: The December index, at 169, increased 5.0 percent from November and 22 percent from last December. Since November, prices are higher for all feed sub-components. Livestock & Poultry: The December index, at 127, decreased 1.6 percent from last month but increased 2.4 percent from last year. Since November, lower prices for feeder cattle more than offset higher prices for feeder pigs. The December feeder cattle price, at $105.10 per cwt, is down $3.00 per cwt from the November price. December feeder pigs averaged $93.00 per cwt, up $5.00 per cwt from November. Fertilizer: The December index, at 227, is up 3.2 percent from November and 30 percent above December a year ago. Since November, prices are higher for all fertilizer sub-components. Chemicals: The December index, at 131, decreased 0.8 percent from November but increased 1.6 percent from last December. Fuels: The December index, at 304, is down 1.6 percent from a month earlier but 34 percent above December 2006. Since December, prices are lower for all fuel sub-components. Machinery: The December index, at 192, increased 0.5 percent from November and 3.2 percent above last December. Higher prices in December for self-propelled machinery more than offset lower prices for tractors. CONSUMER PRICE INDEX: The November 2007 Consumer Price Index, as issued by the Bureau of Labor Statistics, for all urban consumers (CPI-U) increased 0.6 percent before seasonal adjustment to a level of 210.177 (1982-84=100). This compares with the October index of 208.936. For the 12-month period ending in November, the overall index increased 4.3 percent. Reliability of Prices Paid Estimates Definition: Prices paid by farmers represent the average costs of inputs purchased by farmers and ranchers to produce agricultural commodities. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Prices Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Field Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of Agricultural Prices. The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization in April are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors for major items around 10 percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
