April Farm Prices Received Index Declines 2 Points From March The preliminary All Farm Products Index of Prices Received by Farmers in April, at 144 percent, based on 1990-92=100, decreased 2 points (1.4 percent) from March. The Crop Index is unchanged but the Livestock Index decreased 4 points (3.1 percent). Producers received lower commodity prices for eggs, strawberries, cattle, and wheat. Higher prices were received for corn, lettuce, onions, and soybeans. In addition to prices, the overall index is also affected by the seasonal change based on a 3-year average mix of commodities producers sell. Increased monthly marketings of cattle, strawberries, milk, and oranges offset decreased marketings of soybeans, corn, wheat, and cotton. The preliminary All Farm Products Index is up 11 points (8.3 percent) from April 2007. The Food Commodities Index, at 140, decreased 5 points (3.4 percent) from last month but increased 5 points (3.7 percent) from April 2007. Prices Paid Index Up 3 Points The April Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) is 181 percent of the 1990-92 average. The index is up 3 points (1.7 percent) from March and 21 points (13 percent) above April 2007. Higher prices in April for field crop seeds, diesel fuel, feed grains, and hay & forages more than offset lower prices for feeder pigs, feeder cattle, feed supplements, and complete feeds. Prices Received by Farmers The April All Farm Products Index is 144 percent of its 1990-92 base, down 1.4 percent from the March index but 8.3 percent above the April 2007 index. ALL CROPS: The April index is 167, unchanged from March but 18 percent above April 2007. Index increases for commercial vegetables, feed grains & hay, potatoes & dry beans, and oil-bearing crops, more than offset the index decreases for fruits & nuts, food grains, and cotton. Food Grains: The April index, at 302, is 2.3 percent below the previous month but 90 percent above a year ago. The April all wheat price, at $10.10 per bushel, is down 50 cents from March but $5.21 above April 2007. Feed Grains & Hay: The April index is 219, up 9.0 percent from last month and 45 percent above a year ago. The corn price, at $5.13 per bushel, is up 43 cents from last month and $1.74 above April 2007. The all hay price, at $152 per ton, is up $13.00 from March and up $28.00 from last April. Grain sorghum, at $9.50 per cwt, is 46 cents above March and $3.53 above April last year. Oil-Bearing Crops: The April index, at 212, is up 2.4 percent from March and 71 percent higher than April 2007. The soybean price, at $11.80 per bushel, increased 30 cents from March and is $4.92 above April 2007. Cotton: The April index, at 99, is down 1.0 percent from March but 30 percent above last year. The April price, at 60.0 cents per pound, is down 0.5 cent from the previous month but 13.7 cents above last April. Potatoes & Dry Beans: The April index, at 154, is up 4.8 percent from last month and 4.8 percent above April 2007. The all potato price, at $8.75 per cwt, is up 38 cents from March and up 4 cents from last April. The all dry bean price, at $34.10 per cwt, is up $1.70 from the previous month and $9.60 above April 2007. Fruits & Nuts: The April index, at 130, is down 13 percent from March and 10 percent lower than a year ago. Price decreases for strawberries, lemons, apples, and grapefruit more than offset the price increase for oranges. Commercial Vegetables: The April index, at 160, is up 19 percent from last month but 12 percent below April 2007. Price increases during April for lettuce, onions, broccoli, and cucumbers more than offset price declines for tomatoes, sweet corn, asparagus, and celery. LIVESTOCK & PRODUCTS: The April index, at 125, is 3.1 percent below last month and down 1.6 percent from April 2007. Compared with a year ago, prices are lower for cattle, hogs, broilers, and calves. Prices for milk, eggs, and turkeys are up from last year. Meat Animals: The April index, at 110, is down 1.8 percent from last month and 9.8 percent lower than last year. The April hog price, at $40.60 per cwt, is up 40 cents from March but $6.70 lower than a year ago. The April beef cattle price of $85.10 per cwt is down $2.60 from last month and $8.60 lower than April 2007. Dairy Products: The April index, at 138, is down 0.7 percent from a month ago but 8.7 percent higher than April last year. The April all milk price of $18.00 per cwt is down 10 cents from last month but up $1.40 from April 2007. The fluid grade milk price is unchanged but the manufacturing grade milk price is down 70 cents from the previous month. Poultry & Eggs: The April index, at 146, is down 8.2 percent from March but 6.6 percent above a year ago. The April market egg price, at 88.4 cents per dozen, decreased 41.6 cents from March but is 32.3 cents above April 2007. The April broiler price, at 45.0 cents per pound, is down 1.0 cent from March and a year ago. The April turkey price, at 55.0 cents per pound, is up 2.1 cents from the previous month and 8.2 cents from a year earlier. They include all grades and qualities. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of about 2000 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Field Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's preliminary price represents a 3-5 day period around the 15th of the month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of Agricultural Prices. Reliability: U.S. price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods of summarization for non-probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid by Farmers The April Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) at 181 (1990-92=100), is up 1.7 percent from March 2008 and 13 percent from April 2007. PRODUCTION INDEX: The April index, at 187, increased 2.7 percent from last month and 17 percent from last year. Higher prices in April for field crop seeds, diesel fuel, feed grains, and hay & forages more than more than offset lower prices for feeder pigs, feeder cattle, feed supplements, and complete feeds. Feed: The April index, at 188, increased 2.2 percent from March and 27 percent from last April. Since March, higher prices for feed grains and hay & forages partially offset slightly lower prices for feed supplements, complete feeds, and feed concentrates. Livestock & Poultry: The April index, at 121, decreased 3.2 percent from last month and 9.7 percent from last year. Since March, prices are lower for feeder pigs, feeder cattle, and milk cows. The April feeder cattle price, at $98.70 per cwt, is down $2.00 per cwt from the March price. April feeder pigs averaged $86.00 per cwt, down $26.00 per cwt from March. Fertilizer: The April index, at 344, is up 2.1 percent from March and 65 percent above April a year ago. Mixed fertilizer prices are up 2.9 percent, potash & phosphate prices increased 1.9 percent, and nitrogen fertilizers rose 0.6 percent since last month. Chemicals: The April index, at 135, is unchanged from March but increased 3.8 percent from last April. Slightly lower prices for herbicides offset higher prices for other chemicals and insecticides. Fuels: The April index, at 369, is up 4.5 percent from a month earlier and 43 percent above April 2007. The diesel fuel price is up 4.8 percent, the gasoline price is up 5.6 percent, and the LP gas price is up 1.7 percent. Machinery: The April index, at 202, increased 0.5 percent from March and 6.9 percent above last April. Since March, higher prices for self-propelled machinery and other machinery more than offset lower prices for tractors. CONSUMER PRICE INDEX: The March 2008 Consumer Price Index, as issued by the Bureau of Labor Statistics, for all urban consumers (CPI-U) increased 0.9 percent before seasonal adjustment to a level of 213.528 (1982-84=100). This compares with the February index of 211.693. For the 12-month period ending in March, the overall index increased 4.0 percent. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Prices Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Field Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of Agricultural Prices. The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization in April are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors for major items around 10 percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
