May Farm Prices Received Index Jumped 5 Points From April The preliminary All Farm Products Index of Prices Received by Farmers in May, at 150 percent, based on 1990-92=100, increased 5 points (3.4 percent) from April. The Crop Index is up 4 points (2.4 percent) and the Livestock Index increased 5 points (3.9 percent). Producers received higher prices for hogs, cattle, onions, and broilers and lower prices for eggs, lettuce, wheat, and broccoli. In addition to prices, the overall index is also affected by the seasonal change based on a 3-year average mix of commodities producers sell. Increased monthly marketings of cantaloups, grapes, sweet corn, and wheat offset decreased marketings of cattle, milk, corn, and apples. The preliminary All Farm Products Index is up 14 points (10 percent) from May 2007. The Food Commodities Index, at 147, increased 5 points (3.5 percent) from last month and increased 11 points (8.1 percent) from May 2007. Prices Paid Index Up 3 Points The May Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) is 184 percent of the 1990-92 average. The index is up 3 points (1.7 percent) from April and 23 points (14 percent) above May 2007. Higher prices in May for diesel fuel, mixed fertilizers, feeder cattle, and potash & phosphate more than offset lower prices for feed concentrates, feed supplements, tractors, and feed grains. Prices Received by Farmers The May All Farm Products Index is 150 percent of its 1990-92 base, up 3.4 percent from the April index and 10 percent above the May 2007 index. ALL CROPS: The May index is 172, up 2.4 percent from April and 23 percent above May 2007. Index increases for fruits & nuts, potatoes & dry beans, oil-bearing crops, and feed grains & hay more than offset the index decreases for food grains, cotton, and commercial vegetables. Food Grains: The May index, at 278, is 7.0 percent below the previous month but 74 percent above a year ago. The May all wheat price, at $8.80 per bushel, is down $1.20 from April but $3.92 above May 2007. Feed Grains & Hay: The May index is 222, up 0.9 percent from last month and 41 percent above a year ago. The corn price, at $5.12 per bushel, is down 3 cents from last month but $1.63 above May 2007. The all hay price, at $166 per ton, is up $14.00 from April and $28.00 from last May. Grain sorghum, at $9.18 per cwt, is 12 cents below April but $2.69 above May last year. Oil-Bearing Crops: The May index, at 221, is up 2.8 percent from April and 73 percent higher than May 2007. The soybean price, at $12.30 per bushel, increased 30 cents from April and is $5.18 above May 2007. Cotton: The May index, at 100, is down 2.0 percent from April but 37 percent above last year. The May price, at 60.7 cents per pound, is down 1.4 cents from the previous month but 16.7 cents above last May. Potatoes & Dry Beans: The May index, at 162, is up 8.7 percent from last month and 19 percent above May 2007. The all potato price, at $9.21 per cwt, is up 76 cents from April and $1.26 from last May. The all dry bean price, at $36.30 per cwt, is up $1.90 from the previous month and $11.90 above May 2007. Fruits & Nuts: The May index, at 146, is up 11 percent from April but 6.4 percent lower than a year ago. Price increases for oranges, grapefruit, and strawberries more than offset a price decrease for lemons. Commercial Vegetables: The May index, at 162, is down 1.2 percent from last month but 13 percent above May 2007. Price declines for lettuce, broccoli, tomatoes, and cauliflower more than offset price increases during May for onions, celery, sweet corn, and asparagus. LIVESTOCK & PRODUCTS: The May index, at 132, is 3.9 percent above last month but unchanged from May 2007. Compared with a year ago, prices are higher for turkeys, broilers, milk, hogs, and eggs. Cattle and calf prices are down from last year. Meat Animals: The May index, at 122, is up 8.0 percent from last month but 1.6 percent lower than last year. The May hog price, at $54.10 per cwt, is up $10.00 from April and $1.00 higher than a year ago. The May beef cattle price of $90.50 per cwt is up $3.90 from last month but $2.30 lower than May 2007. Dairy Products: The May index, at 139, is up 0.7 percent from a month ago and May last year. The May all milk price of $18.20 per cwt is up 20 cents from last month and May 2007. The fluid grade milk price is up 20 cents and the manufacturing grade milk price is up 80 cents from the previous month. Poultry & Eggs: The May index, at 147, is down 0.7 percent from April but 4.3 percent above a year ago. The May market egg price, at 69.8 cents per dozen, decreased 18.6 cents from April but is 8.0 cents above May 2007. The May broiler price, at 48.0 cents per pound, is up 2.0 cents from April and 1.0 cent above a year ago. The May turkey price, at 58.0 cents per pound, is up 2.9 cents from the previous month and 9.7 cents from a year earlier. Reliability of Prices Received Estimates Definition: Prices received represent sales from producers to first buyers. They include all grades and qualities. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of about 2000 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Field Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's preliminary price represents a 3-5 day period around the 15th of the month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of Agricultural Prices. Reliability: U.S. price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods of summarization for non-probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid by Farmers The May Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) at 184 (1990-92=100), is up 1.7 percent from April 2008 and 14 percent from May 2007. PRODUCTION INDEX: The May index, at 190, increased 1.6 percent from last month and 19 percent from last year. Higher prices in May for diesel fuel, mixed fertilizers, feeder cattle, and potash & phosphate more than offset lower prices for feed concentrates, feed supplements, tractors, and feed grains. Feed: The May index, at 188, was unchanged from April but increased 29 percent from last May. Since April, higher prices for hay & forage and complete feeds offset lower prices for feed concentrates, feed supplements, and feed grains. Livestock & Poultry: The May index, at 126, increased 3.3 percent from last month but decreased 4.5 percent from last year. Since April, prices are higher for feeder cattle and feeder pigs. The May feeder cattle price, at $104.10 per cwt, is up $4.10 per cwt from the April price. May feeder pigs averaged $92.00 per cwt, up $5.00 per cwt from April. Fertilizer: The May index, at 364, is up 5.8 percent from April and 69 percent above May a year ago. Potash & phosphate prices increased 11 percent, mixed fertilizer prices are up 7.3 percent, and nitrogen fertilizers rose 1.9 percent. Chemicals: The May index, at 139, increased 3.0 percent from April and 6.9 percent from last May. Fuels: The May index, at 392, is up 6.2 percent from a month earlier and 49 percent above May 2007. The LP gas price is up 7.7 percent, the gasoline price is up 7.0 percent, and the diesel fuel price is up 5.8 percent. Machinery: The May index, at 203, increased 0.5 percent from April and 6.8 percent from last May. Since April, higher prices for other machinery and self-propelled machinery more than offset lower prices for tractors. CONSUMER PRICE INDEX: The April 2008 Consumer Price Index, as issued by the Bureau of Labor Statistics, for all urban consumers (CPI-U) increased 0.6 percent before seasonal adjustment to a level of 214.823 (1982-84=100). This compares with the March index of 213.528. For the 12-month period ending in April, the overall index increased 3.9 percent. Reliability of Prices Paid Estimates Definition: Prices paid by farmers represent the average costs of inputs purchased by farmers and ranchers to produce agricultural commodities. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Prices Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Field Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of Agricultural Prices. The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization in April are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors for major items around 10 percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
