August Farm Prices Received Index Declined 4 Points From Last Month The preliminary All Farm Products Index of Prices Received by Farmers in August, at 155 percent, based on 1990-92=100, decreased 4 points (2.5 percent) from July. The Crop Index is down 7 points (3.8 percent) and the Livestock Index declined 1 point (0.7 percent). Producers received lower prices for corn, broilers, soybeans, and milk. Higher prices were realized for wheat, hogs, eggs, and strawberries. In addition to prices, the overall index is also affected by the seasonal change based on a 3-year average mix of commodities producers sell. Increased monthly marketings of cattle, grapes, sweet corn, and potatoes offset decreased marketings of wheat, hay, milk, and broilers. The preliminary All Farm Products Index is up 16 points (12 percent) from August 2007. The Food Commodities Index, at 153, decreased 3 points (1.9 percent) from last month but increased 11 points (7.7 percent) from August 2007. Prices Paid Index up 2 Points The August Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) is 194 percent of the 1990-92 average. The index is up 2 points (1.0 percent) from July and 32 points above (20 percent) August 2007. Higher prices in August for complete feeds, nitrogen fertilizer, mixed fertilizer and potash & phosphate materials more than offset lower prices for diesel fuel, feed grains, LP gas, and gasoline. Prices Received by Farmers The August All Farm Products Index is 155 percent of its 1990-92 base, down 2.5 percent from the July index but 12 percent above the August 2007 index. ALL CROPS: The August index is 175, down 3.8 percent from July but 23 percent above August 2007. Index decreases for oil-bearing crops, potatoes & dry beans, feed grains & hay, and commercial vegetables more than offset the index increases for food grains and fruits & nuts. Food Grains: The August index, at 268, is 11 percent above the previous month and 45 percent above a year ago. The August all wheat price, at $8.02 per bushel, is up 86 cents from July and $2.38 above August 2007. Feed Grains & Hay: The August index is 216, down 4.0 percent from last month but 44 percent above a year ago. The corn price, at $4.90 per bushel, is down 34 cents from last month but $1.64 above August 2007. The all hay price, at $165 per ton, is up $1.00 from July and $41.00 from last August. Sorghum grain, at $8.26 per cwt, is 81 cents below July but $2.33 above August last year. Cotton: The August index, at 98, is unchanged from July but 32 percent above last year. The August price, at 59.4 cents per pound, is up 0.1 cent from the previous month and 14.5 cents above last August. Oil-Bearing Crops: The August index, at 216, is down 9.6 percent from July but 57 percent higher than August 2007. The soybean price, at $12.10 per bushel, decreased $1.20 from July but is $4.38 above August 2007. Fruits & Nuts: The August index, at 157, is up 3.3 percent from July and 4.7 percent higher than a year ago. Price increases for strawberries, apples, peaches, and lemons more than offset price decreases for grapes, pears, oranges, and grapefruit. Commercial Vegetables: The August index, at 140, is down 3.4 percent from last month and 4.8 percent below August 2007. Price declines for sweet corn, tomatoes, onions, and celery more than offset price increases during August for cauliflower and carrots. Potatoes & Dry Beans: The August index, at 196, is down 6.2 percent from last month but 63 percent above August 2007. The all potato price, at $11.32 per cwt, is down $1.01 from July but up $4.47 from last August. The all dry bean price, at $39.60 per cwt, is up $3.10 from the previous month and $13.90 above August 2007. LIVESTOCK & PRODUCTS: The August index, at 137, is 0.7 percent below last month but unchanged from August 2007. Compared with a year ago, milk and calf prices are lower. Prices are higher for cattle, hogs, eggs, broilers, and turkeys. Meat Animals: The August index, at 130, is up 3.2 percent from last month and 6.6 percent higher than last year. The August hog price, at $59.70 per cwt, is up $5.50 from July and $8.40 higher than a year ago. The August beef cattle price of $96.10 per cwt is up $1.00 from last month and $4.70 higher than August 2007. Dairy Products: The August index, at 142, is down 4.7 percent from a month ago and 14 percent lower than August last year. The August all milk price of $18.50 per cwt is down 90 cents from last month and $3.10 from August 2007. The fluid grade milk price is down 90 cents and the manufacturing grade milk price is down 80 cents from the previous month. Poultry & Eggs: The August index, at 151, is down 1.9 percent from July but 4.9 percent above a year ago. The August market egg price, at 81.5 cents per dozen, increased 14.7 cents from July and is 9.3 cents above August 2007. The August broiler price, at 47.0 cents per pound, is down 3.0 cents from July but 1.0 cent above a year ago. The August turkey price, at 63.0 cents per pound, is up 1.9 cents from the previous month and up 5.8 cents from a year earlier. Reliability of Prices Received Estimates Definition: Prices received represent sales from producers to first buyers. They include all grades and qualities. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of about 2000 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Field Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's preliminary price represents a 3-5 day period around the 15th of the month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of Agricultural Prices. Reliability: U.S. price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods of summarization for non-probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid by Farmers The August Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) at 194 (1990-92=100), is up 1.0 percent from July 2008 and 20 percent from August 2007. PRODUCTION INDEX: The August index, at 205, increased 1.5 percent from last month and 27 percent from last year. Higher prices in August for complete feeds, nitrogen fertilizer, mixed fertilizer and potash & phosphate materials more than offset lower prices for diesel fuel, feed grains, LP gas, and gasoline. Feed: The August index, at 219, increased 4.8 percent from July and 50 percent from last August. Since July, higher prices for complete feeds, feed concentrates, and feed supplements more than offset lower prices for feed grains and hay & forages. Livestock & Poultry: The August index, at 127, increased 3.3 percent from last month but decreased 6.6 percent from last year. Since July, prices are higher for feeder pigs and feeder cattle. The August feeder cattle price, at $106.50 per cwt, is up $1.90 per cwt from the July price. August feeder pigs averaged $78.00 per cwt, up $26.00 per cwt from July. Fertilizer: The August index, at 478, is up 8.4 percent from July and 113 percent above August a year ago. Potash & phosphate prices increased 9.5 percent, nitrogen fertilizer prices are up 8.8 percent, and mixed fertilizer prices rose 7.8 percent. Chemicals: The August index, at 143, increased 0.7 percent from July and 11 percent from last August. Fuels: The August index, at 394, is down 7.5 percent from a month earlier but 50 percent above August 2007. The LP gas price is down 11 percent, the diesel fuel price is down 7.4 percent, and the gasoline price is down 6.0 percent since last month. Machinery: The August index, at 208, is unchanged from July but 8.3 percent above last August. Higher prices in August for other machinery and tractors more than offset lower prices for self-propelled machinery. CONSUMER PRICE INDEX: The July 2008 Consumer Price Index, as issued by the Bureau of Labor Statistics, for all urban consumers (CPI-U) increased 0.5 percent before seasonal adjustment to a level of 219.964 (1982-84=100). This compares with the June index of 218.815. For the 12-month period ending in July, the overall index increased 5.6 percent. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Prices Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Field Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of Agricultural Prices. The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization in April are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors for major items around 10 percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
