October Farm Prices Received Index Declined 9 Points from Last Month The preliminary All Farm Products Index of Prices Received by Farmers in October, at 145 percent, based on 1990-92=100, decreased 9 points (5.8 percent) from September. The Crop Index is down 17 points (9.8 percent) and the Livestock Index decreased 5 points (3.8 percent). Producers received lower prices for corn, soybeans, wheat, and cattle and higher prices for sweet corn, broccoli, lettuce, and eggs. In addition to prices, the overall index is also affected by the seasonal change based on a 3-year average mix of commodities producers sell. Increased monthly marketings of soybeans, corn, cottonseed, and cotton offset decreased marketings of milk, wheat, sweet corn, and grapes. The preliminary All Farm Products Index is up 4 points (2.8 percent) from October 2007. The Food Commodities Index, at 144, decreased 8 points (5.3 percent) from last month but was unchanged from October 2007. Prices Paid Index Down 3 Points The October Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) is 188 percent of the 1990-92 average. The index is down 3 points (1.6 percent) from September but 25 points (15 percent) above October 2007. Lower prices in October for diesel fuel, feed grains, feeder cattle, and LP gas more than offset higher prices for potash & phosphate materials, feed concentrates, mixed fertilizers, and other machinery. Prices Received by Farmers The October All Farm Products Index is 145 percent of its 1990-92 base, down 5.8 percent from the September index but 2.8 percent above the October 2007 index. ALL CROPS: The October index is 157, down 9.8 percent from September but 5.4 percent above October 2007. Index decreases for feed grains & hay, food grains, oil-bearing crops, and potatoes & dry beans more than offset the index increase for commercial vegetables. Food Grains: The October index, at 205, is 18 percent below the previous month and 14 percent below a year ago. The October all wheat price, at $5.79 per bushel, is down $1.64 from September and $1.86 below October 2007. Feed Grains & Hay: The October index is 177, down 19 percent from last month but 20 percent above a year ago. The corn price, at $3.99 per bushel, is down $1.03 from last month but 70 cents above October 2007. The all hay price, at $157 per ton, is down $4.00 from September but up $29.00 from last October. Sorghum grain, at $5.75 per cwt, is $2.46 below September and 43 cents below October last year. Cotton: The October index, at 100, is down 1.0 percent from September but 8.7 percent above last year. The October price, at 60.8 cents per pound, is down 0.3 cent from the previous month but 5.3 cents above last October. Oil-Bearing Crops: The October index, at 153, is down 14 percent from September but 6.3 percent higher than October 2007. The soybean price, at $8.66 per bushel, decreased $2.04 from September but is 30 cents above October 2007. Fruits & Nuts: The October index, at 164, is down 2.4 percent from September and 4.7 percent lower than a year ago. Price decreases for apples, grapes, and oranges more than offset price increases for grapefruit, pears, and strawberries. Commercial Vegetables: The October index, at 181, is up 5.8 percent from last month but 7.7 percent below October 2007. Price increases during October for broccoli, lettuce, sweet corn, and onions more than offset price declines for snap beans, tomatoes, and carrots. Potatoes & Dry Beans: The October index, at 142, is down 11 percent from last month but 37 percent above October 2007. The all potato price, at $7.86 per cwt, is down 93 cents from September but up $2.18 from last October. The all dry bean price, at $33.80 per cwt, is down $3.00 from the previous month but $7.90 above October 2007. LIVESTOCK & PRODUCTS: The October index, at 128, is 3.8 percent below last month and 2.3 percent less than October 2007. Compared with a year ago, prices are lower for milk, cattle, and calves. Prices for broilers, hogs, eggs, and turkeys are up from last year. Meat Animals: The October index, at 118, is down 4.8 percent from last month but unchanged from last year. The October hog price, at $50.70 per cwt, is down $2.00 from September but $8.30 higher than a year ago. The October beef cattle price of $88.60 per cwt is down $5.80 from last month and $2.30 lower than October 2007. Dairy Products: The October index, at 135, is down 2.9 percent from a month ago and 18 percent lower than October last year. The October all milk price of $17.60 per cwt is down 60 cents from last month and $3.80 from October 2007. The fluid grade milk price declined 50 cents and the manufacturing grade milk price is 10 cents below the previous month. Poultry & Eggs: The October index, at 149, is unchanged from September but 11 percent above a year ago. The October market egg price, at 88.9 cents per dozen, increased 3.3 cents from September and is 8.4 cents above October 2007. The October broiler price, at 45.0 cents per pound, is unchanged from September but 5.0 cents above a year ago. The October turkey price, at 64.6 cents per pound, is down 1.9 cents from the previous month but up 3.1 cents from a year earlier. They include all grades and qualities. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of about 2000 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Field Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's preliminary price represents a 3-5 day period around the 15th of the month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of Agricultural Prices. Reliability: U.S. price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods of summarization for non-probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid by Farmers The October Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) is 188 (1990-92=100), down 1.6 percent from September 2008 but up 15 percent from October 2007. PRODUCTION INDEX: The October index, at 196, decreased 2.5 percent from last month but increased 20 percent from last year. Lower prices in October for diesel fuel, feed grains, feeder cattle, and LP gas more than offset higher prices for potash & phosphate materials, feed concentrates, mixed fertilizers, and other machinery. Feed: The October index, at 192, decreased 4.5 percent from September but increased 27 percent from last October. Since September, lower prices for feed grains, complete feeds, feed supplements, and hay & forages more than offset slightly higher prices for feed concentrates. Livestock & Poultry: The October index, at 118, decreased 5.6 percent from last month and 11 percent from last year. Since September, prices are lower for feeder cattle and milk cows. The October feeder cattle price, at $96.00 per cwt, is down $7.00 per cwt from the September price. October feeder pigs averaged $83.00 per cwt, unchanged from September. Fertilizer: The October index, at 469, is up 0.2 percent from September and 106 percent above October a year ago. Since September, higher prices for potash & phosphate materials and mixed fertilizers more than offset lower prices for nitrogen fertilizers. Chemicals: The October index, at 146, is unchanged from September but increased 12 percent from last October. Fuels: The October index, at 324, is down 12 percent from a month earlier but 14 percent above October 2007. The LP gas price is down 32 percent, the gasoline price is down 14 percent, and the diesel fuel price is down 8.7 percent. Machinery: The October index, at 212, increased 1.0 percent from September and 9.3 percent from last October. Since September, prices are higher for other machinery and self-propelled machinery. CONSUMER PRICE INDEX: The September 2008 Consumer Price Index, as issued by the Bureau of Labor Statistics, for all urban consumers (CPI-U) decreased 0.1 percent before seasonal adjustment to a level of 218.783 (1982-84=100). This compares with the August index of 219.086. For the 12-month period ending in September, the overall index increased 4.9 percent. Reliability of Prices Paid Estimates Definition: Prices paid by farmers represent the average costs of inputs purchased by farmers and ranchers to produce agricultural commodities. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Prices Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Field Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of Agricultural Prices. The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization in April are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors for major items around 10 percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
