April Farm Prices Received Index Advanced 5 Points From Last Month The preliminary All Farm Products Index of Prices Received by Farmers in April, at 131 percent, based on 1990-92=100, increased 5 points (4.0 percent) from March. The Crop Index is up 9 points (6.2 percent) and the Livestock Index increased 3 points (2.8 percent). Producers received higher prices for lettuce, cattle, soybeans, and onions and lower prices for strawberries, snap beans, apples, and cauliflower. In addition to prices, the overall index is also affected by the seasonal change based on a 3-year average mix of commodities producers sell. Increased monthly marketings of strawberries, sweet corn, cattle, and lettuce offset decreased marketings of soybeans, corn, wheat, and hogs. The preliminary All Farm Products Index is down 15 points (10 percent) from April 2008. The Food Commodities Index, at 129, increased 7 points (5.7 percent) from last month but decreased 13 points (9.2 percent) from April 2008. Prices Paid Index Unchanged The April Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) is 178 percent of the 1990-92 average. The index is unchanged from March but 1 point (0.6 percent) below April 2008. Lower prices in April for mixed fertilizer, feed supplements, milk cows, and complete feeds offset higher prices for feeder cattle, nitrogen, diesel, and gasoline. NOTE: Monthly price revisions for broilers, eggs, milk, and turkeys scheduled for release in the April Agricultural Prices report will be published in the May 2009 Agricultural Prices report. This change is due to the 5-year revision process following the release of the Census of Agriculture in which prices and values for these commodities will be final. Beginning in 2009, the reference period for the annual prices paid data was changed from April to March. The prices paid data will continue to be published in the April Agricultural Prices report. Prices Received by Farmers The April All Farm Products Index is 131 percent of its 1990-92 base, up 4.0 percent from the March index but 10 percent below the April 2008 index. ALL CROPS: The April index is 155, up 6.2 percent from March but 8.3 percent below April 2008. Indexes for commercial vegetables, oil-bearing crops, fruits & nuts, potatoes & dry beans, cotton, and food grains increased while the feed grains & hay index was unchanged. Food Grains: The April index, at 201, is 0.5 percent above the previous month but 33 percent below a year ago. The April all wheat price, at $5.69 per bushel, is down 1 cent from March and $4.41 below April 2008. Feed Grains & Hay: The April index is 169, unchanged from last month but 22 percent below a year ago. The corn price, at $3.87 per bushel, is up 1 cent from last month but $1.27 below April 2008. The all hay price, at $129 per ton, is unchanged from March but down $18.00 from last April. Sorghum grain, at $5.57 per cwt, is 23 cents above March but $3.73 below April last year. Cotton: The April index, at 71, is up 4.4 percent from March but 34 percent below last year. The April price, at 42.8 cents per pound, is up 1.8 cents from the previous month but 22.7 cents below last April. Oil-Bearing Crops: The April index, at 177, is up 7.9 percent from March but 18 percent lower than April 2008. The soybean price, at $9.89 per bushel, increased 77 cents from March but is $2.11 below April 2008. Fruits & Nuts: The April index, at 123, is up 4.2 percent from March but 8.9 percent lower than a year ago. Price increases for oranges, lemons, and grapefruit more than offset price decreases for strawberries and apples. Commercial Vegetables: The April index, at 201, is up 32 percent from last month and 24 percent above April 2008. Price increases during April for lettuce, onions, asparagus, and tomatoes more than offset price declines for snap beans, sweet corn, cauliflower, and broccoli. Potatoes & Dry Beans: The April index, at 176, is up 9.3 percent from last month and 18 percent above April 2008. The all potato price, at $10.42 per cwt, is up $1.15 from March and $1.97 from last April. The all dry bean price, at $29.50 per cwt, is down $3.00 from the previous month and $4.80 from April 2008. LIVESTOCK & PRODUCTS: The April index, at 112, is 2.8 percent above last month but down 12 percent from April 2008. Compared with a year ago, prices are lower for milk, cattle, eggs, broilers, turkeys, hogs, and calves. Meat Animals: The April index, at 109, is up 3.8 percent from last month but 4.4 percent lower than last year. The April hog price, at $43.40 per cwt, is down 40 cents from March and $1.00 lower than a year ago. The April beef cattle price of $82.80 per cwt is up $3.80 from last month but $4.00 lower than April 2008. Dairy Products: The April index, at 92, is up 2.2 percent from a month ago but 33 percent lower than April last year. The April all milk price of $12.00 per cwt is 20 cents higher than last month but $6.00 lower than April 2008. The fluid grade milk price increased 30 cents and the manufacturing grade milk price 20 cents from the previous month. Poultry & Eggs: The April index, at 140, is up 2.2 percent from March but 5.4 percent below a year ago. The April market egg price, at 77.1 cents per dozen, increased 12.8 cents from March but is 11.3 cents below April 2008. The April broiler price, at 45.0 cents per pound, is unchanged from March but 1.0 cent lower than a year ago. The April turkey price, at 47.2 cents per pound, is up 0.1 cent from the previous month but down 7.9 cents from a year earlier. Adjustment for Seasonal Variation - All Eggs and All Milk Base prices used in calculating parity prices are averages of prices received by farmers for several years; therefore, any seasonal variation is largely averaged out. To facilitate comparisons with parity prices, monthly prices for All Eggs and All Milk are adjusted for seasonal variation. The seasonally adjusted price is calculated by dividing the monthly price by the adjustment factor. Weighted 1990-92 average equals 100. Average is year-to-date for current year. Reliability of Prices Received Estimates Definition: Prices received represent sales from producers to first buyers. They include all grades and qualities. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of about 2000 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Field Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's preliminary price represents a 3-5 day period around the 15th of the month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of Agricultural Prices. Reliability: U.S. price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods of summarization for non-probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid by Farmers The April Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) at 178 (1990-92=100), is unchanged from March 2009 but down 0.6 percent from April 2008. PRODUCTION INDEX: The April index, at 180, is unchanged from last month but 2.7 percent below April a year ago. Lower prices in April for mixed fertilizer, feed supplements, milk cows, and complete feeds offset higher prices for feeder cattle, nitrogen, diesel, and gasoline. Feed: The April index, at 182, decreased 1.6 percent from March and 2.2 percent from last April. Since March, lower prices for feed supplements, complete feeds, and concentrates more than offset higher prices for hay & forages. Livestock & Poultry: The April index, at 121, increased 1.7 percent from last month but decreased 0.8 percent from last year. Since March, higher prices for feeder cattle and feeder pigs more than offset lower prices for milk cows. The April feeder cattle price, at $97.30 per cwt, is $4.70 higher than March. April feeder pigs averaged $151.00 per cwt, up $2.00 from March. Fertilizer: The April index, at 316, is down 1.3 percent from March and 8.1 percent below April a year ago. Since March, lower prices for mixed fertilizer more than offset higher prices for nitrogen and potash & phosphate. Chemicals: The April index, at 154, increased 2.0 percent from March and 14 percent from last April. Since March, prices are higher for herbicides, insecticides, and fungicides. Fuels: The April index, at 201, is up 5.2 percent from a month earlier but 46 percent below April 2008. Compared with last month, prices are higher for diesel and gasoline but lower for LP gas. Machinery: The April index, at 221, increased 0.5 percent from March and 9.4 percent from last April. Since March, prices are higher for tractors. CONSUMER PRICE INDEX: The March 2009 Consumer Price Index, as issued by the Bureau of Labor Statistics, for all urban consumers (CPI-U) increased 0.2 percent before seasonal adjustment to a level of 212.709 (1982-84=100). This compares with the February index of 212.193. For the 12-month period ending in March, the overall index decreased 0.4 percent. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each April to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual April Prices Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Field Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of Agricultural Prices. The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely in April when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization in April are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors for major items around 10 percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
