August Farm Prices Received Index Decreased 5 Points The preliminary All Farm Products Index of Prices Received by Farmers in August, at 127 percent, based on 1990-92=100, decreased 5 points (3.8 percent) from July. The Crop Index is down 6 points (3.9 percent) and the Livestock Index decreased 3 points (2.7 percent). Producers received lower prices for broilers, wheat, corn, and grapes and higher prices for milk, eggs, apples, and lemons. In addition to prices, the overall index is also affected by the seasonal change based on a 3-year average mix of commodities producers sell. Increased monthly marketings of cattle, grapes, sweet corn, and calves offset decreased marketings of wheat, hay, broilers, and strawberries. The preliminary All Farm Products Index is down 29 points (19 percent) from August 2008. The Food Commodities Index, at 125, decreased 5 points (3.8 percent) from last month and decreased 28 points (18 percent) from August 2008. Prices Paid Index Unchanged The August Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) is 177 percent of the 1990-92 average. The index is unchanged from July but 14 points (7.3 percent) below August 2008. Lower prices in August for concentrates, mixed fertilizer, feed grains, and hay & forages offset higher prices for other machinery, diesel fuel, herbicides, and LP gas. Prices Received by Farmers The August All Farm Products Index is 127 percent of its 1990-92 base, down 3.8 percent from the July index and 19 percent below the August 2008 index. ALL CROPS: The August index is 147, down 3.9 percent from July and 17 percent below August 2008. Index decreases for feed grains & hay, food grains, fruits & nuts, and oil-bearing crops more than offset the index increases for commercial vegetables, cotton, and potatoes & dry beans. Food Grains: The August index, at 163, is 6.9 percent below the previous month and down 37 percent from a year ago. The August all wheat price, at $4.72 per bushel, is down 41 cents from July and $2.89 below August 2008. Feed Grains & Hay: The August index is 147, down 5.8 percent from last month and 35 percent below a year ago. The corn price, at $3.31 per bushel, is down 29 cents from last month and $1.95 below August 2008. The all hay price, at $109 per ton, is down $7.00 from July and $54.00 from last August. Sorghum grain, at $5.37 per cwt, is 18 cents above July but $3.03 below August last year. Cotton: The August index, at 80, is up 2.6 percent from July but 18 percent below last year. The August price, at 48.4 cents per pound, is up 1.2 cents from the previous month but 10.1 cents below last August. Oil-Bearing Crops: The August index, at 190, is down 1.0 percent from July and 17 percent lower than August 2008. The soybean price, at $10.70 per bushel, decreased 10 cents from July and is $2.10 below August 2008. Fruits & Nuts: The August index, at 142, is down 4.7 percent from July and 6.6 percent lower than a year ago. Price decreases for grapes, pears, and oranges more than offset price increases for apples, lemons, and peaches. Commercial Vegetables: The August index, at 154, is up 4.8 percent from last month and 7.7 percent above August 2008. Price increases during August for broccoli, carrots, tomatoes, and cucumbers more than offset price declines for sweet corn, onions, snap beans, and cauliflower. Potatoes & Dry Beans: The August index, at 170, is up 0.6 percent from last month but 13 percent below August 2008. The all potato price, at $9.90 per cwt, is up 9 cents from July but down $1.43 from last August. The all dry bean price, at $31.70 per cwt, is down 70 cents from the previous month and $6.30 from August 2008. LIVESTOCK & PRODUCTS: The August index, at 109, is 2.7 percent below last month and down 20 percent from August 2008. Compared with a year ago, prices are lower for milk, cattle, hogs, broilers, eggs, turkeys, and calves. Meat Animals: The August index, at 105, is down 1.9 percent from last month and 19 percent lower than last year. The August hog price, at $39.70 per cwt, is down $3.50 from July and $21.00 lower than a year ago. The August beef cattle price of $80.30 per cwt is down 80 cents from last month and $15.50 lower than August 2008. Dairy Products: The August index, at 90, is up 3.4 percent from a month ago but 36 percent lower than August last year. The August all milk price of $11.80 per cwt is up 50 cents from last month but down $6.60 from August 2008. The fluid grade milk price is up 50 cents and the manufacturing grade milk price increased 40 cents from last month. Poultry & Eggs: The August index, at 132, is down 9.0 percent from July and 13 percent below a year ago. The August market egg price, at 57.9 cents per dozen, increased 6.0 cents from July but is 24.1 cents below August 2008. The August broiler price, at 43.0 cents per pound, is down 6.0 cents from July and 4.0 cents below a year ago. The August turkey price, at 51.0 cents per pound, is down 1.0 cent from the previous month and 12.2 cents from a year earlier. Reliability of Prices Received Estimates Definition: Prices received represent sales from producers to first buyers. They include all grades and qualities. The average commodity price from the survey multiplied by the total quantity marketed theoretically should give the total cash receipts for the commodity. Survey Procedures: Primary sales data used to determine grain prices were obtained from probability samples of about 2000 mills and elevators. These procedures ensure that virtually all grain moving into commercial channels has a chance of being included in the survey. Generally, States surveyed account for 90 percent or more of total U.S. production. Livestock prices are obtained from packers, stockyards, auctions, dealers, and market check data from AMS-USDA, private marketing organizations, and state commodity groups and agencies. Inter-farm sales of grain and livestock are not included since they represent very small percentages of the total marketings. Grain marketed for seed is also excluded. Fruit and vegetable prices are obtained from sample surveys and market check data from AMS-USDA, private marketing organizations, state agencies, and universities. Summary and Estimation Procedures: Survey quantities sold are expanded by strata to state levels and used to weight average strata prices to a state average. State prices are then weighted to a U.S. price based on expanded marketings. Recommendations are prepared by the State Field Offices and reviewed by the Agricultural Statistics Board in Washington, D.C. State recommendations are reviewed for reasonableness with survey data, other States, and recent historic estimates. Revisions: For most items, the current month's preliminary price represents a 3-5 day period around the 15th of the month. Previous month's prices represent actual dollars received for quantities sold during the entire month. Revisions are published in monthly issues of Agricultural Prices. Reliability: U.S. price estimates based on probability surveys generally have a sampling error of less than one percent for the major commodities such as corn, wheat, soybeans, cotton, and rice. Current methods of summarization for non-probability commodities are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors at around five percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Prices Paid by Farmers The August Index of Prices Paid for Commodities and Services, Interest, Taxes, and Farm Wage Rates (PPITW) at 177 (1990-92=100), is unchanged from July 2009 but down 7.3 percent from August 2008. PRODUCTION INDEX: The August index, at 179, was unchanged from last month but decreased 11 percent from last year. Lower prices in August for concentrates, mixed fertilizer, feed grains, and hay & forages offset higher prices for other machinery, diesel fuel, herbicides, and LP gas. Feed: The August index, at 184, decreased 3.2 percent from July and 14 percent from last August. Since July, prices are lower for concentrates, feed grains, hay & forages, and supplements. Livestock & Poultry: The August index, at 112, decreased 0.9 percent from last month and 13 percent from last year. Since July, prices are lower for feeder pigs and feeder cattle. The August feeder cattle price, at $97.50 per cwt, is down 30 cents per cwt from the July price. August feeder pigs averaged $48.00 per cwt, down $9.00 per cwt from July. Fertilizer: The August index, at 272, is down 1.4 percent from July and 42 percent below August a year ago. Since July, lower prices for mixed fertilizer more than offset higher prices for potash & phosphorus and nitrogen. Chemicals: The August index, at 153, increased 5.5 percent from July and 8.5 percent from last August. Compared with last month, prices are higher for herbicides, insecticides, and fungicides/other. Fuels: The August index, at 241, is up 4.8 percent from a month earlier but 39 percent below August 2008. Compared with last month, prices are higher for diesel fuel, LP gas, and gasoline. Machinery: The August index, at 232, increased 2.7 percent from July and 9.4 percent from last August. Since July, prices are higher for other machinery and self-propelled machinery but lower for tractors. CONSUMER PRICE INDEX: The July 2009 Consumer Price Index, as issued by the Bureau of Labor Statistics, for all urban consumers (CPI-U) decreased 0.2 percent before seasonal adjustment to a level of 215.351 (1982-84=100). The June index is 215.693. For the 12-month period ending in July, the overall index decreased 2.1 percent. Conceptually, the average price when multiplied by quantity purchased should equal total producer expenditures for the item. Survey Procedures: The prices paid data are obtained from establishments that sell goods and services to farmers and ranchers. Annually, about 8,500 firms are randomly selected from lists by type of item sold with an average response rate in the range of 75-80 percent. Firms are asked to report the price for the specified item "most commonly bought by farmers" or that was the "volume seller". Approximately 135 items are surveyed each March to represent all production input items purchased. The survey reference period for most items is the 5 business days centered around the 15th of the month. Separate prices paid surveys are conducted for agricultural chemicals, fuels, feed, fertilizer, machinery, and seed. Summary and Estimation Procedures: The annual March Prices Paid Survey is summarized as a nonprobability survey. Average prices reported are aggregated to the region and U.S. level using weights available from expenditure data and other administrative sources. Price recommendations are prepared by the State Field Offices and Headquarters for review by the Agricultural Statistics Board in Washington, D.C. Also, the change in price level for individual items surveyed are combined to the regional and U.S. levels, and are published as prices paid indexes referenced to a specific base period. Prices paid indexes for new autos and trucks, building materials, farm supplies, motor supplies, and marketing containers are updated based on price changes measured in selected Bureau of Labor Statistics (BLS) indexes. Revisions: Any revisions are published in the monthly and in annual issues of Agricultural Prices. The basis for revision must be supported by additional data that directly affect the level of the estimate. More revisions are likely for March when separate prices paid surveys are conducted, in lieu of BLS indexes, by the USDA to measure price change. Reliability: Current methods of summarization for the March data are not designed directly to calculate sampling errors. However, analytical measures approximate the U.S. relative sampling errors for major items around 10 percent. Any nonsampling errors are attributed to such things as the inability to obtain correct information, differences in interpreting questions or definitions, mistakes in coding or processing the data, etc. Efforts are made at each step in the survey process to minimize these nonsampling errors. Program Change: Effective January 1, 1995, the National Agricultural Statistics Service updated the weights and changed the construction of its prices paid and received by farmers indexes. A Federal Register Notice dated October 28, 1994 discussed these program modifications. A 1990-92 reference and base period replaced the 1977 reference and 1971-73 base weight period. Five-year moving average weights replaced the current fixed 1971-73 base period weights. The 1910-14=100 price indexes, required by statute for computing parity prices, were linked forward based on the changes in the new 1990-92=100 indexes. The new indexes were constructed by multiplying the ratios of the current prices to the base period prices by the moving average weights (adjusted for seasonal marketing patterns for the prices received indexes).
